En depit des progres accomplis en matiere d'acces a l'education, les recentes evaluations des acquis scolaires revelent que de nombreux jeunes a travers le monde, particulierement ceux qui sont issus des couches pauvres ou marginalisees de la population, quittent l'ecole sans avoir acquis ne seraient-ce que les competences necessaires a la vie. En meme temps, des evaluationsscolaires comparables sur le plan international montrent que les competences disponibles dans de nombreux pays a revenu intermediaire sont nettement inferieures a ce que ces pays ambitionnent. Et trop souvent, ces lacunes sont cachees - par consequent, pour faire face a la crise de l'apprentissage, il est crucial de commencer par la mettre en lumiere en ameliorant l'evaluation des acquis des eleves.Comment mettre l'ecole au service de l'ensemble des apprenants ? Les travaux de recherche sur le cerveau, l'innovation pedagogique et la gestion des etablissements scolaires, entre autres, ont identifie des interventions qui favorisent l'apprentissage en faisant en sorte que les apprenants soient mieux prepares, que les enseignants soient a la fois competents et motives, et que d'autres moyens soient mis en oeuvre pour soutenir larelation entre l'enseignant et l'apprenant.Comment faire en sorte que le systeme favorise l'apprentissage ? Pour realiser les objectifs d'apprentissage a travers le systeme educatif dans son ensemble, il ne suffit pas de transposer a plus grande echelle les interventions efficaces. In addition to their nutritional values, they represent also a part of the cultural heritage of the people. Prospects for a sustainable dairy sector in the Mediterranean, preconditions for its development and the future consumers' demand were some of the issues covered by the papers presented at the EAAP - CIHEAM - FAO Mediterranean symposium. It was organised by the Tunisian Office for Livestock and Pastures and the National Agronomic Research Institute and sustained by the Government of Tunisia, FAO, ICAR and CIRVAL. Over 280 participants from 25 countries participated. The symposium identified a variety of technically viable and scientifically sound policy options and defined the main fields requiring further scientific research and the development of new sustainable technologies. The available technologies to address intensive, semi intensive and extensive production systems and the existing institutional framework (research, education, extension systems, organisation of the sector), although requiring continuous adjustments and improvements, have proved to be in a position to meet a variety of demands and challenges. In this respect, the Symposium called for an increase in research for the semi-intensive farming systems in the South and emerging issues resulting from changes in agricultural policies in the North. It emphasised the importance of producers1 associations as representatives of the interests of the sector and partners in the overall dialogue on policy matters and in the identification of research needs. The Symposium confirmed the wish and capacity of the dairy sector in the Region to contribute to the sustainable rural development, to the creation of new employment opportunities and to the reasonable and harmonious management of the natural resources.

Book excerpt: The Treaty of Rome makes no mention of the Mediterranean basin as such, inc1udes not a single provision for the defining of specific relations with that region as a whole. There are only, as a hang-over from the French and Italian colonialist past, certain Dec1arations, in the Appendices, regard ing a possible association of Tunis, Morocco, Libya with the new under taking. And, of course, there is Artic1e 113 prescribing, at the end of the Community's transition period, the common trade policy - plus the Artic1e (238) giving blanket authorisation for association agreements. These legal prescriptions were duly implemented in the Association Agreements with Greece (1961) and Turkey (1963) and have supplied the basis for bilateral instruments in respect of other Mediterranean lands - ad hoc, pragmatic ar rangements. In the circumstances the Community could scarcely have proceeded otherwise. Yet the outlines of a European economic policy with regard to the countries of the Mediterranean basin were there from the beginning -limited, however, over the years by the internal development of the Community itself. One is reminded in this connection of sundry invoca tions by European and Mediterranean personalities and members of the European Commission - and, specifically, of a Memorandum presented by Italy to the Council of Ministers in 1964.
