Book excerpt: The shortcomings and ineffectiveness of the U.N. confound and intrigue people and continue to decrease support for it. The causes are numerous: some are external to the Organization, others internal; some political, others institutional. This first book-length political study of those shortcomings breaks new ground by exposing some of the well-hidden political causes. It is based on the assumption that, in the interest of the Organization, as well as that of the efficiency and integrity of the staff, ideally politics should not have a role to play in the administrative affairs of the Secretariat. The main aim of the study, therefore, is to demonstrate the urgent necessity of effecting change within the Secretariat if the U.N. is to become a viable organization.

Book excerpt: National governments frequently pull strings to get their citizens appointed to senior positions in international institutions. We examine, over a 60 year period, the nationalities of the most senior positions in the United Nations Secretariat, ostensibly the world's most representative international institution. The results indicate which nations are successful in this zero-sum game, and what national characteristics correlate with power in international institutions. The most overrepresented countries are small, rich democracies like the Nordic countries. Statistically, democracy, investment in diplomacy, and economic/military power are predictors of senior positions -- even after controlling for the U.N. staffing mandate of competence and integrity. National control over the United Nations is remarkably sticky; however the influence of the United States has diminished as U.S. ideology has shifted away from its early allies. In spite of the decline in U.S. influence, the Secretariat remains pro-American relative to the world at large.

Available in PDF, EPUB and Kindle. Book excerpt: This book highlights how temporary international civil servants play a crucial role in initiating processes of legal and institutional change in the United Nations system. These individuals are the “missing” creative elements needed to fully understand the emergence and initial spread of UN ideas such as human development, sovereignty as responsibility, and multifunctional peacekeeping. The book: Shows that that temporary UN officials are an actor category which is empirically crucial, yet usually neglected in analytical studies of the UN system. Focussing on these particular individual actors therefore allows for a better understanding of complex UN decision-making. Demonstrates how these civil servants matter, looking at what their agency is based on. Offering a new and distinctive model, Bode seeks to move towards a comprehensive conceptualisation of individual agency, which is currently conspicuous for its absence in many theoretical approaches that address policy change Uses three key case studies of international civil servants (Francis Deng, Mahbub ul Haq and Marrack Goulding) to explore the possibilities of this specific group of UN individuals to act as agents of change and thereby test the prevailing notion that international bureaucrats can only act as agents of the status quo. This book will be of great interest to students and scholars of international organizations and the United Nations.

The U.S. Congress has continuing concerns about U.S. under-representation in United Nations (U.N.) organizations. Some U.N. organizations establish targets for member state representation, and such positions are classified as geographic positions. A 2006 report found that the State Department could take additional steps to increase U.S. representation. This report examines: (1) U.S. representation at five U.N. organizations; (2) issues affecting the employment of professional staff, including Americans at these organizations; and (3) efforts State has undertaken to increase U.S. representation. Includes recommendations. Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: Since the third edition of this commentary on the Charter of the United Nations was published in 2012, the text of the Charter has not changed DL but the world has. Central pillars of the international order enshrined in the UN Charter are facing serious challenges, notably the prohibition of the use of force. Human rights, too, have come under increasing pressure, now also from contemporary information technology. Global warming poses fundamental challenges for the world community as a whole in its effort to stabilize global ecosystems. Fully updated, the commentary takes up these and other developments. It features new chapters on Climate Change and the Human Rights Council. The commentary remains the authoritative, article-by-article account of the legislative history, interpretation, and practical application of each and every Charter provision. Written by a team of distinguished scholars and practitioners, this book combines academic research with the insights of practice. It is an indispensable tool of reference for all those interested in the United Nations and its legal significance for the world community. The Commentary will be crucial in combining solid legal foundations with new directions for the development of international law and the United Nations in the twenty-first century

Book excerpt: This book applies established analytical concepts such as influence, authority, administrative styles, autonomy, budgeting and multilevel administration to the study of international bureaucracies and their political environment. It reflects on the commonalities and differences between national and international administrations and carefully constructs the impact of international administrative tools on policy making. The book shows how the study of international bureaucracies can fertilize interdisciplinary discourse, in particular between International Relations, Comparative Government and Public Administration. The book makes a forceful argument for Public Administration to take on the challenge of internationalization.
