Book excerpt: Who has the more legitimate claim to land, settlers who occupy and improve it with their labour, or landlords who claim ownership on the basis of imperial grants? This question of property rights, and their construction, was at the heart of rural protest on Prince Edward Island for a century. Tenants resisted landlord claims by squatting and refusing to pay rent. They fought for their vision of a just rural order through petitions, meetings, rallies, electoral campaigns, and direct action. Landlords responded with their own collective action to protect their interests. In Rural Protest on Prince Edward Island Rusty Bittermann examines this conflict and the dynamic of rural protest on the Island from its establishment as a British colony in the 1760s to the early 1840s. The focus of Bittermann's study is the remarkable mass movement known as the Escheat movement, which emerged in the 1830s in the context of growing popular challenges elsewhere in the Atlantic World. The Escheat movement aimed at resolving the land question in favour of tenants by having the state resume (escheat) the large grants of land that created landlordism on the Island. Although it ultimately gained control of the assembly in the late 1830s, the Escheat movement did not produce the land policies that tenants and their allies advocated. The movement did, however, synthesize years of rural protest and produce a persistent legacy of language and ideas concerning land, justice, and the rights of small producers that helped to make landlordism on the Island unsustainable in the long term. Rural Protest on Prince Edward Island is a comprehensive and fascinating examination of an important, but often overlooked, period in the history of Canada's smallest province.

Macdonald dominated politics in Nova Scotia for more than twenty years, serving as premier from 1933 to 1940 and again from 1945 until his death in 1954. One rival referred to him as "the pope" out of respect for his political infallibility. From 1940 to 1945 Macdonald guided Canada's war effort at sea as Minister of National Defence for Naval Services; under his watch, the Royal Canadian Navy expanded faster than any other navy in the world. This new work by T. Stephen Henderson is the first academic biography of Macdonald, whose life provides a framework for the study of Canada's pre- and post-war transformation, and a rare opportunity to compare the political history of the two periods. Generally, Macdonald's political thinking reflected a progressive, interwar liberalism that found its clearest expression in the 1940 Rowell-Sirois report on federal-provincial relations. The report proposed a redistribution of responsibilities and resources that would allow poorer provinces greater autonomy and reduce overlapping jurisdictions in the federal system. Ottawa abandoned Rowell-Sirois in the postwar period, and Macdonald fell out of step with the national Liberal party that he had once seemed destined to lead. Within Nova Scotia, however, his ardent defence of provincial powers and his commitment to building a modern infrastructure enabled him to win election after election and transform the face and identity of his province.

Yet despite its founders' ambitions, it did not become the regulator of the legal profession in Nova Scotia for nearly seventy-five years. In this institutional history of the Nova Scotia Barristers' Society from its inception to the Legal Profession Act of 2005, Barry Cahill provides a chronological exploration of the profession's regulation in Nova Scotia and the critical role of the society. Based on extensive research conducted on internal documents, legislative records, and legal and general-interest periodicals and newspapers, Professional Autonomy and the Public Interest demonstrates that the inauguration of the Nova Scotia Barristers' Society was the first giant step on the long road to self-regulation. Highlighting the inherent tensions between protection of professional self-interest and protection of the larger public interest, Cahill explains that while this radical innovation was opposed by both lawyers and judges, it was ultimately imposed by the Liberal government in 1899. Norman Rudolf (1835-1886), a Victorian merchant, Evangelical Balance Sheet: Character, Family, and Business in Mid-Victorian Nova Scotia explores the important role of character ideals and evangelicalism in mid-Victorian culture. Rudolf’s diary, with its daily weather observations, its account of family matters, of social and business happenings, and of his own experiences, as well as occasional literary or naturalistic forays, attempts to follow a disciplined regime of writing, but also has elements of a Bildungsroman. The diary reveals an obvious and significant tension between his inner, spiritual search for meaning in his life (evangelical inwardness) and his outward stewardship duties. Rudolf’s concept of character, then, involved a type of balance sheet of his evangelical service record, to his God, his family, his business, and his community. Needing God’s help to transform his will and to interpret the world in a constructive, rational manner, the underlying intent of his daily journal writing was to keep his commitment to an ethic of benevolence and of the affirmation of the goodness of human beings. Wood elucidates the cultivation of civic-minded masculinity in the context of Victorian Maritime Canada, analyzing the multiple facets of the character ideal and emphasizing its important role in Victorians’ understanding of their life experiences. In the process Wood reveals many underlying assumptions about social change and about civic discourse. The book also describes how the tremendous economic upheavals experienced by many entrepreneurs in the late 1860s to 1880s tempered their evangelical zeal and made it increasingly difficult for them to achieve a balanced and humane perspective on their own lives.
