The account, compiled by leading presidential historians of the day, reached back to George Washington's administration and was designed to provide a benchmark against which Nixon's misdeeds could be measured. What the report found was that, with the exception of William Henry Harrison (who served less than a month), every American president has been accused of misconduct: James Buchanan was charged with rigging the election of 1856; Ulysses S. Grant was reprimanded for not firing his corrupt staffer, Orville Babcock, in the "Whiskey Ring" bribery scandal; and Franklin D. Roosevelt's administration faced repeated charges of malfeasance in the Works Progress Administration. Now, as another president and his subordinates face an array of charges on a wide range of legal and constitutional offenses, a group of presidential historians has come together under the leadership of James M. Banner, Jr.—one of the historians who contributed to the original report—to bring the 1974 account up to date through Barack Obama's presidency. Started by Tarana Burke in 2007 to stand with young women of color who survived sexual assault, the MeToo campaign was intended to let women know that they were not alone. In turn, the Women's Caucus for Political Science used #MeTooPoliSci to bring awareness to sexual harassment, assault and misconduct in the discipline. The essays in this book and the authors' scholarly activism, harnessed a collective power to dispel the shame, embarrassment and secrecy that surrounds these issues. They focus in particular on bullying, entitled and toxic forms of masculinity; systematic discounting of and dismissiveness and derision toward work on gender and sexuality; biases and inequities associated with hiring, teaching evaluations, service loads, and tenure and promotion; and related and often intersecting forms of harassment but not only those related to race and sexuality. The essays in this volume stem for the 2018 pre-conference held by the Women's Caucus for Political Science at the American Political Science Association's annual meeting. Me Too Political Science is of great importance not only to scholars interested in Gender and Women's Studies, but all those working in the Political Science discipline - and even beyond, to academia as a whole. Far-right ideologues in journalism and government have pressed for a uniform curriculum that focuses on the achievements of Western culture. Partisans of the academic left, who hold our culture responsible for the evils of society, have attempted to redress imbalances by fostering multiculturalism in education. In this eloquent and passionate book a distinguished scholar criticizes these positions and calls for a return to the tradition of independent thinking that he contends has been betrayed by both right and left. Under the guise of educational reform, says David Bromwich, these groups are in fact engaging in politics by other means. Bromwich argues that rivals in the debate over education have one thing in common: they believe in the all-importance of culture. Each assumes that culture confers identity, decides the terms of every moral choice, and gives a meaning to life. Both sides therefore see education as a means to indoctrinate students in specific cultural and political dogmas. By contrast, Bromwich contends that genuine education is concerned less with culture than with critical thinking and independence of mind. This view of education is not a middle way among the political demands of the moment, says Bromwich. Its earlier advocates include Mill and Wollstonecraft, and its roots can be traced to such secular moralists as Burke and Hume. Bromwich attacks the anti-democratic and intolerant premises of both right and left--premises that often appear in the conservative guise of "preserving the tradition" on the one hand, or the radical guise of "opening up the tradition" on the other. He discusses the new academic "fundamentalists" and the politically correct speech codes they have devised to enforce a doctrine of intellectual conformity; educational policy as articulated by conservative apologists George Will and William Bennett; the narrow logic of institutional radicalism; the association between personal reflection and social morality; and the discipline of literary study, where the symptoms of cultural conflict have appeared most visibly. Written with the wisdom and conviction of a dedicated teacher, this book is a persuasive plea to recover a true liberal tradition in academia and government--through independent thinking, self-knowledge, and tolerance of other points of view.

Book excerpt: War, violence, and the disruption of social orders are critical areas of focus in mimetic theory, and a mimetic perspective applied to the study of politics illuminates social processes and phenomena over and beyond typical explanations offered by mainstream political science. Unlike traditional political science ontology, the mimetic perspective highlights neither individuals nor groups, but “doubles,” or “mimetic twins.” According to this perspective, in order to grasp the fundamental rationales of political processes, we need to concentrate on the distinctive propensity of either individuals or groups to engage in mimetic contests resulting from their unreflective disposition to imitate each other’s desire. This disposition has been strikingly described by the French-American anthropologist Rene Girard: “Once his basic needs are satisfied (indeed sometimes even before), man is subject to intense desires, though he may not know precisely for what.” Via mimetic theory, Farneti highlights phenomena that political scientists have consistently failed to notice, such as reciprocal imitation as the fundamental cause of human discord, the mechanisms of spontaneous polarization in human conflicts (i.e., the emergence of dyads or “doubles”), and the strange and ever-growing resemblance of the mimetic rivals, which is precisely what pushes them to annihilate each other.

The authors examine major political corruption scandals beginning with the early postwar period until the present day as one way to make sense of how the nature of corruption changes over time. They also consider bureaucratic corruption and scandals, violations of electoral law, sex scandals, and campaign finance regulations and scandals. In the end, Carlson and Reed write, though Japanese politics still experiences periodic scandals, the political reforms of 1994 have significantly reduced the levels of political corruption. The basic message is that reform can reduce corruption. The causes and consequences of political corruption in Japan, they suggest, are much like those in other consolidated democracies.
