Book excerpt: Essentially this is a book dealing with the management of international conflict through the use of bargaining, specifically bargaining with coercion and conciliation-in short, the use of both "sticks" and "carrots" to achieve political objectives. Clearly the subject-the use of force and accommodation to achieve political ends-is a topic that has been analyzed over the years by a host of observers, ranging from Niccol Machiavelli to John F. Kennedy. Whether called "deterrence," "coercive diplomacy," "armed diplomacy," "gunboat diplomacy," or whatever, we are interested in how limited force is employed, along with accommodative measures, to influence an adversary and convince him to follow a desired course of action without engaging in a continuing contest of violence. Note that the primary goal is to influence or persuade the adversary to adopt a course of action satisfactory to you; defeating him militarily is not the objective. Force has, of course, long been used as a bargaining tool in international relations. For the most part, however, it has been used, as one might expect, as a threat or "stick" with relatively little attention given to the use of the "carrot"-promises, incentives, inducements, and other accommodative steps. In short, there has been a heavy emphasis on threats and a substantial neglect of promises.

Book excerpt: With economic pressures, demographic changes and the acknowledged futility of nuclear war steadily eroding the perceived utility of traditional military force, nations are looking with new favor on the conciliatory tools that were used some effectively during the classical diplomacy of the 19th century (negotiation, bargaining, the use of inducements). In short - a diplomacy emphasizing cooperation and accommodation. Force will still be an important player in international politics, especially at lower levels of conflict. While the world moves slowly toward some new security arrangement, it behooves the superpowers to emphasize a cooperative style of diplomacy.

Available in PDF, EPUB and Kindle. Book excerpt: We know very little about political dynamics in states that have just experienced an internal war, despite the increasing need to deal with such states in the post-Cold War world. Matthew Krain examines what prompts leaders in post-revolutionary states to employ repression or accommodation. Through statistical analysis and case studies of Iran, Cuba, Nicaragua, and Bolivia, he also examines the effects of these choices on how the domestic opposition reacts, what type of political system develops in the new state, and whether or not the leaders who institute these policies survive in power in the long run. Krain concludes with a series of policy recommendations.

Available in PDF, EPUB and Kindle. Book excerpt: What drives the politics of majority nationalism during crises, stalemates and peace mediations? In his innovative study of majority nationalism, Neophytos Loizides answers this important question by investigating how peacemakers succeed or fail in transforming the language of ethnic nationalism and war. The Politics of Majority Nationalism focuses on the contemporary politics of the 'post-Ottoman neighborhood' to explore conflict management in Greece and Turkey while extending its arguments to Serbia, Georgia and Ukraine. Drawing on systematic coding of parliamentary debates, new datasets and elite interviews, the book analyses and explains the under-emphasized linkages between institutions, symbols, and framing processes that enable or restrict the choice of peace. Emphasizing the constraints societies face when trapped in antagonistic frames, Loizides argues wisely mediated institutional arrangements can allow peacemaking to progress.

Available in PDF, EPUB and Kindle. Book excerpt: What drives a state's choice to assimilate, accommodate or exclude ethnic groups within its territory? In this innovative work on the international politics of nation-building, Harris Mylonas argues that a state's nation-building policies toward non-core groups - individuals perceived as an ethnic group by the ruling elite of a state - are influenced by both its foreign policy goals and its relations with the external patrons of these groups. Through a detailed study of the Balkans, Mylonas shows that how a state treats a non-core group within its own borders is determined largely by whether the state's foreign policy is revisionist or cleaves to the international status quo, and whether it is allied or in rivalry with that group's external patrons. Mylonas injects international politics into the study of nation-building, building a bridge between international relations and the comparative politics of ethnicity and nationalism.

Available in PDF, EPUB and Kindle. Book excerpt: Many new democracies are characterized by majority dominance and ethnocentrism. Varying paths or transitions toward democracy create very different outcomes for how ethnic identities, communities and politics are recognized. This book illustrates the varied consequences of democratization, from ethnic violence, new forms of accommodation to improve minorities’ status, or sometimes only minor improvements to life for ethnic minorities. The book treads a nuanced path between conflicting myths of democratization, illustrating that there are a variety of outcomes ranging from violence or stability, to the extension of rights, representation, and new resources for ethnic minorities. Contributors discuss the complex mechanisms that determine the impact of democratization of ethnic minorities through five factors; inherited legacies from the pre-transition period, institutional configurations, elite strategies, societal organization and international influences. Global in scope, this book features a broad range of case studies, both country specific and regional, including chapters on Nigeria, Kenya, Turkey and Taiwan, Eastern Europe, the former Soviet Union, Southeast and East Asia. This book provides new insights and makes at important contribution to existing debates. Democratization and Ethnic Minorities will be essential reading for students and scholars of democratization, nationalism, ethnic conflict and ethnic politics, political science, history, and sociology.
