Available in PDF, EPUB and Kindle. Book excerpt: Since the late 1970s, Sri Lanka has undergone a socio-economic transformation, from protectionism towards economic liberalisation and increasing integration into the world economy. Through a systematic comparison of these periods of economic change (1956–1977, and 1977 to the present), Angela W. Little and Siri T. Hettige examine the impact of this transformation on education, youth employment and equality of opportunity in Sri Lanka. The book charts Sri Lanka’s shift from a predominantly agricultural economy to one dominated by services and manufacturing, a reduction in unemployment, rising educational and occupational levels, expectations and achievements, and a reduction in poverty. In turn, it reveals a growing role for the private sector and foreign interests in post-secondary education and a modest growth in private education at the primary and secondary levels, as well as widening social disparities in access to qualifications, training and skills. The Sri Lankan experience of, and engagement with, globalisation has been tempered by a long-running ethnic conflict that hindered economic and social development and diverted considerable public funds into defence and war. Now that the war is ‘won’, the challenge is how to invest in human resource development and the fulfilment of the expectations of youth from all ethnic and social groups. This challenge requires serious policy analysis, the generation of more state revenues, the reallocation of existing public resources, and a political commitment to the winning of a sustainable peace and stability. This book makes an important contribution to the broader international literature on the implications of globalisation for education policy and practice, and to the interaction of exogenous and endogenous forces for educational change. It deals with the tension between the high social demand for education and the growing demand for specialised skills in a changing economy. As such, it has a wide interdisciplinary appeal across education policy and politics, Asian education, South Asian society, youth policy, sociology of education, political economy of social change, and globalisation.

Available in PDF, EPUB and Kindle. Book excerpt: This study of S. W. R. D. Bandaranaike, the pivotal figure in the emergence of modern politics in Sri Lanka, makes a major contribution to an important yet neglected period in the country's political history. Dr James Manor explores the personal and political dimensions of Bandaranaike's life, concentrating on the economic, social, political and cultural forces which had a substantial bearing upon his story. Bandaranaike is assessed as a member of that generation of Asian and African leaders who presided over the transition from imperial rule to assertive self-government and helped to develop new modes of politics. Bandaranaike's story illuminates the development of democratic politics in Sri Lanka as well as the origins of current tensions between Sinhalese and Tamils, which threaten to destroy democracy and the island's social cohesion.

Available in PDF, EPUB and Kindle. Book excerpt: A theoretical framework for analyzing the complex relationship of education, growth, and income distribution. The dominant role played by the state in the financing, regulation, and provision of primary and secondary education reflects the widely-held belief that education is necessary for personal and societal well-being. The economic organization of education depends on political as well as market mechanisms to resolve issues that arise because of contrasting views on such matters as income inequality, social mobility, and diversity. This book provides the theoretical framework necessary for understanding the political economy of education—the complex relationship of education, economic growth, and income distribution—and for formulating effective policies to improve the financing and provision of education. The relatively simple models developed illustrate the use of analytical tools for understanding central policy issues. After offering a historical overview of the development of public education and a review of current econometric evidence on education, growth, and income distribution, the authors lay the theoretical groundwork for the main body of analysis. First they develop a basic static model of how political decisions determine education spending; then they extend this model dynamically. Applying this framework to a comparison of education financing under different regimes, the authors explore fiscal decentralization; individual choice between public and private schooling, including the use of education vouchers to combine public financing of education with private provision; and the social dimension of education—its role in state-building, the traditional "melting pot" that promotes cohesion in a culturally diverse society.

Book excerpt: This landmark study in the field of comparative politics is being celebrated for its return to print as the newest addition to the "Longman Classics in Political Science" series. Politics in Plural Societies presents a model of political competition in multi-ethnic societies and explains why plural societies, and the struggle for power within them, often erupt with inter-ethnic hostility. Distinguished scholars Alvin Rabushka and Kenneth Shepsle collaborate again in this reissuing of their classic work to demonstrate - in a new epilogue - the persistence of the arguments and evidence first offered in the book. They apply this thesis to the multi-ethnic politics of countries that are of great interest today: Iraq, Lebanon, Sudan, Yugoslavia, and more.
