All over the world, economic inclusion has risen to the top of the development discourse. A well-performing education system is central to achieving inclusive development - but the challenge of improving educational outcomes has proven to be unexpectedly difficult. Access to education has increased, but quality remains low, with weaknesses in governance comprising an important part of the explanation. The Politics and Governance of Basic Education explores the balance between hierarchical and horizontal institutional arrangements for the public provision of basic education. Using the vivid example of South Africa, a country that had ambitious goals at the outset of its transition from apartheid to democracy, it explores how the interaction of politics and institutions affects educational outcomes. By examining lessons learned from how South Africa failed to achieve many of its goals, it constructs an innovative alternative strategy for making process, combining practical steps to achieve incremental gains to re-orient the system towards learning.

The key to sustained and equitable development in Latin America is high quality education for all. However, coalitions favoring quality reforms in education are usually weak because parents are dispersed, business is not interested, and much of the middle class has exited public education. In Routes to Reform, Ben Ross Schneider examines education policy throughout Latin America to show that reforms to improve learning--especially making teacher careers more meritocratic and less political--are possible. Several Andean countries and state governments in Brazil achieved notable reform since 2000, though on markedly different trajectories. Although rare, the first bottom-up route to reform was electoral. The second route was more top-down and technocratic, with little support from voters or civil society. Ultimately, by framing education policy in a much broader comparative perspective, Schneider demonstrates that contrary to much established theory, reform outcomes in Latin America depended less on institutions and broad coalitions, but rather--due to the emptiness of the education policy space--on more micro factors like civil society organizations, teacher unions, policy networks, and technocrats.

For purposes of the discussion, decentralization is used to describe efforts to transfer decision making power in basic education from the administrative center of a country to authorities closer to users. The term is also used in a more technical sense to describe one of the many forms this type of reform can take, and in this sense it is contrasted with deconcentration and devolution as educational reforms. The first section examines the general legal aspects of decentralization, and the second looks more closely at decentralization laws and regulations. The third section is, in effect, a checklist of items that should be included in decentralization laws, and the fourth section provides a road map to help the planner prepare and implement the laws required for reform. Although an effort has been made to keep the discussion general enough for use in many countries, the analysis is based on the legal systems of the Western world or those that they inspired. Book excerpt: When Congress endorsed substantial aid to schools in 1965, the idea that the federal government had any responsibility for public education was controversial. Twenty years later, not only had that controversy dissipated, Washington's role in education had dramatically expanded. Gareth Davies explores how both conservatives and liberals came to embrace the once daring idea of an active federal role in elementary and secondary education and uses that case to probe the persistence-and growth-of big government during a supposedly antigovernment era. By focusing on institutional changes in government that accompanied the civil rights revolution, Davies shows how initially fragile programs put down roots, built a constituency, and became entrenched. He explains why the federal role in schools continued to expand in the post-LBJ years as the reform impulse became increasingly detached from electoral politics, centering instead on the courts and the federal bureaucracy. Meanwhile, southern resistance to school desegregation had discredited the "states rights" argument, making it easier for conservatives as well as liberals to seek federal solutions to social problems. Although LBJ's landmark Elementary and Secondary Education Act deferred to local control, the legislation of the Nixon-Ford years issued directives that posed greater challenges to traditional federalism than Johnson's grand ideals. As Davies shows, the new political climate saw the achievement of such breakthroughs as mandated bilingual education, school finance reform, and the Education for All Handicapped Children Act-measures that, before the seventies, would have been considered unthinkably intrusive by liberals as well as conservatives. And when Ronald Reagan promised to abolish the Department of Education, conservatives worked with liberals to derail his agenda. Davies' surprising study shows that the distancing of American conservatism from its anti-statist traditions helped pave the way for today's "big government conservatism," which enabled a Republican-dominated Congress to pass No Child Left Behind. By revealing the endurance of Great Society values during a period of Republican ascendance, his book opens a window on our political process and offers new insight into what really makes government grow.

But rather than starting out with a conception of mathematics derived from the many histories mathematics might claim as its own we centre the analysis instead within the social practices that surround the teaching of the subject to children aged four to eleven in English primary schools today. That is, we do not commence with an a priori conception of mathematics and see what people are saying about it. Rather, we start from what people are saying and see where this points. We probe how the desires of society have manifested themselves in a societal decision to teach mathematics and how this decision now shapes that which is called "mathematics". We focus on the operation of the noun "mathematics" and verb "mathematical" and consider how the meanings of these terms derive from the social domain in which they are being used. This extends and develops a conception of how language intervenes in the task of mathematics education presented elsewhere (Brown, 2001). In this present book however, we have a particular focus on trainee and newly qualified teachers, with a view to pinpointing how this conception of mathematics manifests itself in their evolving practices. We question how such teachers with many years of experience as a pupil in school might now re-orient themselves towards the demands of teaching mathematics in schools.

Can ‘development beyond neoliberalism’ offer the strategies required to challenge such persistent forms of poverty, particularly through efforts to promote citizenship amongst poor people? Drawing on case-study evidence from Africa, Latin America and South Asia, the contributions critically examine different attempts to ‘govern’ chronic poverty via the promotion of particular forms and notions of citizenship, with a specific focus on the role of community-based approaches, social policy and social movements. Poverty is seen here as deriving from underlying patterns of uneven development, involving processes of capitalism and state formation that foster inequality-generating mechanisms and particularly disadvantaged social categories. Sceptics tend to deride the emphasis under current ‘inclusive’ forms of Liberalism on tackling poverty through the promotion of citizenship as inevitably depoliticising and disempowering for poor people, and our cases do suggest that citizenship-based strategies rarely alter the underlying basis of poverty. However, our evidence also offers some support to those optimists who suggest that progressive moves towards poverty reduction and citizenship formation have become more rather than less likely at the current juncture. The promotion of citizenship emerges here as a significant but incomplete effort to challenge poverty that persists over time. This book was published as a special issue of the Journal of Development Studies.
