La gestion de los residuos -referida ya no solo a depositar estos en vertedero sino tambien a prevenir su generacion y aprovechar los recursos que contienen- es una tarea cada vez mas compleja y queda todavia mucho camino por recorrer hasta alcanzar la situacion optima denominada vertido cero. En este contexto, se plantea la aplicacion de politicas publicas, con el fin de reducir la cantidad de residuos generados, incentivar el desvio de residuos de vertedero y corregir los fallos de mercado para que las externalidades relacionadas con los residuos no sean asumidas por la sociedad en su conjunto. Para encontrar respuesta a las siguientes cuestiones: Que caracteristicas debe tener la gestion de residuos solidos municipales para minimizar la cantidad de residuos depositados en vertedero? En que medida son determinantes las politicas publicas para cumplir con esa meta?, y tomando como referencia las politicas aplicadas en los paises de la Union Europea mas avanzados en la gestion, se propone un modelo de gestion para el municipio de Vitoria-Gasteiz."

Book excerpt: El incremento poblacional que ha vivido la República Mexicana desde el año 1940 cuando había poco menos de 20 millones de habitantes ha tenido un alza muy significativa. Según el último censo realizado en el 2010 por el Instituto Nacional de Estadística y Geografía, México ya cuenta con más de 112 millones de personas y además se espera que esta tendencia continúe, llegando a casi 150 millones de mexicanos para el 2050. Es decir, se multiplicaría 7.5 veces en ese periodo de 100 años. Estos hechos, sumados también a los cambiantes y crecientes hábitos de consumo de la población, están demandando materias primas de todo tipo para la construcción de vivienda, vialidades, edificios y la fabricación de productos y servicios a un ritmo acelerado. Todo ello, conforma un grupo de causas por las que actualmente se desechen millones de toneladas de materiales con tipologías cada vez más variadas y generalmente con mucho potencial y valor para otros usos. La generación desmedida de residuos y los impactos causados por su mala gestión, son un problema que aqueja tanto a la sociedad como al gobierno desde hace ya varias décadas. Los habitantes esperan los proyectos que resuelvan las insuficiencias existentes y la administración pública carece de soluciones sistémicas a largo plazo y medios para financiarlas. La conciencia ambiental y participación social de este país latinoamericano continúa formándose y en pleno desarrollo, por lo que plantear soluciones donde éstos sean los argumentos centrales para combatir el problema, tendrían un proceso de asimilación, adopción y puesta en práctica a una escala temporal distinta a la urgencia de los resultados por los grandes impactos negativos que al día de hoy se están causando. A través de una investigación del contexto mexicano, estudiando a detalle la situación actual de Monterrey, examinando los residuos sólidos urbanos y ejemplificando a través del ciclo de vida del plástico PET, se intentará proponer una metodología de análisis en función de los límites metabólicos del territorio que trate de llegar a las raíces sociales, económicas y ambientales del problema. Para con esto, lograr una evaluación de la sostenibilidad del sistema que revele directrices para proponer estrategias de mejora.
