Making deductions from the primary and secondary data used analytical variables the paper concluded that Nigeria needs strongmen, strong institutions, and good political culture for the ERGP to succeed. The apprehension that the predatory and alienated political culture and political interest and social apathy may undermine the successful implementation of the ERGP is justifiable. The checklist of solutions provided requires changes in the ethical, social and political orientation of governance by stakeholders for the ERGP to yield optimal results.

Since all the essential factors are missing in Nigeria's scheme of affairs, its economy as well as the democracy transition will continue to choke and stagnate. There are myriad ways to reform the Nigerian educational system, improve its quality of graduates and the state of the economy. But closing the nation's higher institutions for five months on the pretext that there is no money to meet teachers demands is not a way to improve the state of education and its weak economy. The trouble with Nigeria's democracy is that the people do not get the type of government they want. For instance, praying to God only, as President Goodluck Jonathan often does, to rescue the nation from its challenges is not by any means a strategy to solve Nigeria's socioeconomic and political problems. His administration needs to adopt a long-term strategy for creating a learning culture to improve the state of education and the security situation so as to tackle its development challenges. This includes motivating the teachers, treating them as professional they really are, and providing them with the tools to effectively educate the youths. Like the Nigerian economy without functional infrastructure and institutions, the leaders cannot strip the teachers of the tools they need to perform their duties and expect them to perform miracles. New challenges require new paradigms. The political leaders should adopt new, effective and innovative methods to meet the needs of the economy, the rapidly growing population and the ethno-religious and politically dynamic society. This book posits that without a paradigm shift in values, beliefs and thinking on ways to reform the Nigerian educational system, as well as to invest in the commanding heights of the economy, its educational system and the economy would remain prostrate with its attendant catalogue of human misery.

Book excerpt: In 2020, Nigeria experienced its deepest recession in four decades, but growth resumed in the fourth quarter as pandemic restrictions were eased, oil prices recovered, and the authorities implemented policies to counter the economic shock. As a result, in 2020 the Nigerian economy experienced a smaller contraction (-1.8 percent) than had been projected when the pandemic began (-3.2 percent). As part of its response, the government carried out several long-delayed policy reforms, often against vocal opposition. Notably, the government (1) began to harmonize exchange rates; (2) began to eliminate gasoline subsidies; (3) started adjusting electricity tariffs to more cost-reflective levels; (4) cut nonessential spending and redirected resources to COVID-19 (coronavirus) responses at both the federal and the state levels; and (5) enhanced debt management and increased public-sector transparency, especially for oil and gas operations. By creating additional fiscal space and maximizing the impact of the government's limited resources, these measures were critical in protecting the economy against a much deeper recession and in laying the foundation for earlier recovery. However, several critical reforms are as yet incomplete, which threatens Nigeria's nascent recovery. In the baseline scenario, Nigeria's economy is expected to grow by 1.8 percent in 2021. Despite the current favorable external environment, with oil prices recovering and growth in advanced economies, reform slippages would hinder the renewed economic expansion and undermine progress toward Nigeria's development goals. In a risk scenario, in which the government fails to sustain recent macroeconomic and structural reforms, the pace of economic recovery would slow, and GDP growth couldbe just 1.1 percent in 2021.
