Book excerpt: The Oxford Handbook on United Nations Peacekeeping Operations presents an innovative, authoritative, and accessible examination and critique of the United Nations peacekeeping operations. Since the late 1940s, but particularly since the end of the cold war, peacekeeping has been a central part of the core activities of the United Nations and a major process in global security governance and the management of international relations in general. The volume will present a chronological analysis, designed to provide a comprehensive perspective that highlights the evolution of UN peacekeeping and offers a detailed picture of how the decisions of UN bureaucrats and national governments on the set-up and design of particular UN missions were, and remain, influenced by the impact of preceding operations. The volume will bring together leading scholars and senior practitioners in order to provide overviews and analyses of all 65 peacekeeping operations that have been carried out by the United Nations since 1948. As with all Oxford Handbooks, the volume will be agenda-setting in importance, providing the authoritative point of reference for all those working throughout international relations and beyond.

Available in PDF, EPUB and Kindle. Book excerpt: Namibia is one of the youngest African states, having gained its independence in 1990 from South Africa. Since then, the South West African People’s Organization (SWAPO)-led government has attempted to heal the divisions of a 25-year liberation war, overcome inequalities, and govern to meet the needs of all of Namibia’s peoples. Despite its small population of just over 1.8 million, Namibia is home to at least 11 distinct language groups, comprised of numerous self-identifying communities. Roughly half the population are Owambo-speakers, who are closely linked to SWAPO. Herein lie some of the difficulties that are covered in this report. Minorities in Independent Namibia by James Suzman considers the extent to which SWAPO’s attempts at nation-building have favoured some communities over others. In a balanced study, the author documents the constitutional and legal safeguards for minorities in Namibia and discusses the government’s human rights record. The report covers many of Namibia’s ethnic minority communities and topical concerns, including the crackdown on secessionists in Caprivi, the potential impact on the Himba of a proposed dam on the Kunene River, the extreme marginality of the San, the role of traditional authorities and leaders, and women’s equality.

Book excerpt: Finland's special characteristics as a Nordic, non-aligned welfare state gave it the resources and motivation to support liberation movements - in spite of restrictions arising from trade interests and a reluctance to jeopardise the country's neutral image. The study shows that, although it is not an easy task, in a democracy ordinary, dedicated people can, over time, influence political decision making at its most closed and guarded area, foreign politics.

Available in PDF, EPUB and Kindle. Book excerpt: Following the Second World war, South Africa claimed that the League of Nations mandate to administer Namibia had lapsed with the dissolution of that organization, and that it was within its power to annex it. It rejected UN efforts to have the territory placed under its trusteeship. This marked the beginning of the intractable dispute over the international status and independence of Namibia. This book analyses the role of the international community through the UN and other organizations in the search for a settlement. It gives attention to the efforts of the Western Contact Group and the people of Namibia themselves, and shows how conditions for a settlement ultimately emerged. Finally, it outlines Namibia's major post-independence challenges.

Book excerpt: After World War I, the League of Nations assigned management of the German colony of Namibia to Britain, which passed control to South Africa as a "trophy" for the country's support during the war. The League mandated that South Africa prepare the country for independence, but South Africa showed no sign of working toward that goal. The clash over interpretation of the League's mandate led to 70 years of complicated diplomacy to solve the dispute. This incisive volume offers an in-depth analysis of the political and diplomatic efforts undertaken by representatives of the United Nations, Namibia, and South Africa--with the assistance of the international community, the Organization of African Unity, and Western powers--during the struggle for self-rule in Namibia from 1920 to 1990. This classic example of conflict resolution technique in global and African studies provides a useful template for conflict negotiation around the world.

It is followed by a description of the North American corporations involved in the extraction of Namibia's wealth. The author, who is research director of The Africa Fund, examines the role played by these corporations in South Africa's war, and argues in the concluding section that the Reagan Administration policy bears major responsibility for the continued sufferings of the Namibian people.
