Available in PDF, EPUB and Kindle. Book excerpt: "ANU E Press edition of work originally published by Pandanus Books. While political parties remain an indispensable institutional framework for representation and governance in a democracy, the democracies of many Pacific Islands nations are undermined by the weakness and inefficacy of their local political parties. Addressing the implications of the lack of established party systems across the Pacific, this collection seeks to illuminate the underlying assumptions and suppositions behind the importance of coherent and effective parties to overall democratic functioning Focusing on the political systems of East Timor, Papua New Guinea, Solomon Islands, Vanuatu, New Caledonia, Fiji and Samoa, the coherent structure of the volume makes it consistently useful as both an articulate analytical text and as a reference tool concerning the political composition, history and direction of Pacific states. Featuring contributions from scholars who are familiar names to even the most casual of Pacificists, Political Parties in the Pacific is the benchmark reference work on the political parties of the Pacific: an invaluable resource for students, scholars and researchers of the Pacific and international politics."--Provided by publisher.

Available in PDF, EPUB and Kindle. Book excerpt: Politicians everywhere tend to attract cynicism and inspire disillusionment. They are supposed to epitomize the promise of democratic government and yet invariably find themselves cast as the enemy of every virtue that system seeks to uphold. In the Pacific, "politician" has become a byword for corruption, graft, and misconduct. This was not always the case—the independence generation is still remembered as strong leaders—but today's leaders are commonly associated with malaise and despair. Once heroes of self-determination, politicians are now the targets of donor attempts to institute "good governance," while Fiji's 2006 coup was partly justified on the grounds that they needed "cleaning up." But who are these much-maligned figures? How did they come to arrive in politics? What is it like to be a politician? Why do they enter, stay, and leave? Drawing on more than 110 interviews and other published sources, including autobiographies and biographies, Being Political provides a collective portrait of the region's political elite. This is an insider account of political life in the Pacific as seen through the eyes of those who have done the job. We learn that politics is a messy, unpredictable, and, at times, dirty business that nonetheless inspires service and sacrifice. We come to understand how being a politician has changed since independence and consider what this means for how we think about issues of corruption and misconduct. We find that politics is deeply embedded in the lives of individuals, families, and communities; an account that belies the common characterization of democracy in the Pacific as a "façade" or "foreign flower." Ultimately, this is a sympathetic counter-narrative to the populist critique. We come to know politicians as people with hopes and fears, pains and pleasures, vices and virtues. A reminder that politicians are human—neither saints nor sinners—is timely given the wave of cynicism and disaffection. As such, this book is a must read for all those who believe in the promise of representative government.

Book excerpt: "French and Australian collaborative research in the humanities and the social sciences in the South Pacific has grown and intensified significantly over the past two decades, beginning with the international symposium Changing Identities in the Pacific at the Dawn of the Twenty-First Century held at the Australian Embassy in Paris in 1997 ... In April 2006, another French-government sponsored international symposium, AGORA (Ateliers Gouvernance et Recherche Appliquée) was held at IRD (Institut de Recherche pour le Développement), Noumea, New Caledonia, major themes being governance and economic development, again bringing together Francophone and Anglophone scholars from France and the Pacific region. This was followed in October 2009 by two conjoint Francophone/Anglophone conferences, held at the IRD Centre in Noumea, Stability, Security and Development in Oceania, preceded by AGORA-2, an international conference on Anglophone research in the humanities and the social sciences in the Francophone Pacific, sponsored by the French Government and the Government of New Caledonia. The first of these conferences was sponsored by the French Fonds Pacifique and the State, Society and Governance Program at The Australian National University. An edited selection of presentations from this symposium constitutes the present volume."--Preface.

It considers who is doing the talking, what they count as corruption, efforts to quantify how much corruption there is in the region, and ideas about culture and politics used to explain, justify or condemn corruption.

Book excerpt: What does democracy look like in Pacific Asia? Can democratic governance in the region survive the challenges of corruption, violence, and soft authoritarianism? What impact are economic pressures likely to have? These are among the broad questions tackled in Pacific Asia in Quest of Democracy, a comparative study of democratic structures and practices in Indonesia, the Philippines, South Korea, Taiwan, and Thailand. Roland Rich offers an original approach to a series of traditional topics: the institutions and legal underpinnings of democracy, the roles of political parties and politicians, the significance of a changing political culture. He also draws on his long experience living and working in the region to explore the public conversations taking place and the media that facilitates them. His elegantly written work suggests that, although the countries of Pacific Asia lack a long democratic tradition, much more significant are the innovative democratic design and the enthusiasm for democratic participation exhibited there.
