Book excerpt: With Mexican Americans now the nation’s fastest growing minority, major political parties are targeting these voters like never before. During the 2004 presidential campaign, both the Republicans and Democrats ran commercials on Spanish-language television networks, and in states across the nation the Mexican-American vote can now mean the difference between winning or losing an election. This book examines the various ways politics plays out in the Mexican-origin community, from grassroots action and voter turnout to elected representation, public policy creation, and the influence of lobbying organizations. Lisa Magaña illustrates the essential roles that Mexican Americans play in the political process and shows how, in just the last decade, there has been significant political mobilization around issues such as environmental racism, immigration, and affirmative action. Mexican Americans and the Politics of Diversity is directed to readers who are examining this aspect of political action for the first time. It introduces the demographic characteristics of Mexican Americans, reviewing demographic research regarding this population’s participation in both traditional and nontraditional politics, and reviews the major historical events that led to the community’s political participation and activism today. The text then examines Mexican American participation in electoral political outlets, including attitudes toward policy issues and political parties; considers the reasons for increasing political participation by Mexican American women; and explores the issues and public policies that are most important to Mexican Americans, such as education, community issues, housing, health care, and employment. Finally, it presents general recommendations and predictions regarding Mexican American political participation based on the demographic, cultural, and historical determinants of this population, looking at how political issues will affect this growing and dynamic population. Undoubtedly, Mexican Americans are a diverse political group whose interests cannot be easily pigeonholed, and, after reading this book, students will understand that their political participation and the community’s public policy needs are often unique. Mexican Americans and the Politics of Diversity depicts an important political force that will continue to grow in the coming decades.

The general election in 2000 marked an era of increased influence and awareness by Hispanics in politics both as voters and politicians. While it is clear that Latinos are influencing and changing politics, the impact on politics in the U.S. is still not clear. Authored by leading scholar, F. Chris Garcia and Gabriel Sanchez, Hispanics and the U.S. Political System : Moving into the Mainstream focuses on the historical, contemporary and future role of Hispanics in the United States.

Book excerpt: This timely volume analyzes Latino politics in the United States through the lens of California. With Propositions 187 and 209 (the California Civil Rights Initiative) bringing particular urgency to this issue, the contributors present a broad picture of the history, demography, and contemporary challenges of Latino ethnic politics. They examine the presumed link between increases in the Latino population and enhanced Latino influence in politics; the factors that may restrict Latino political engagement, especially electoral participation; the very strong impact that education produces in the political behavior of Latino groups; and how migration interacts with ethnic politics in an age of dramatic global and regional shifts toward transnationalization. The authors consider strategies with potential to enhance Hispanics political participation, including raising their levels of educational attainment, conducting voter education and registration drives, encouraging increased naturalization rates, and so on. But perhaps the most powerful approach, an undercurrent running throughout the volume, is a redefinition of where to draw the contours of community. mobilization of the Latino community alone is not enough. Latinos' best chance for success lies in forming coalitions with non-Latino groups. This message is underscored by the electoral successes Latinos have chalked up in California, all the result of Latino candidates' abilities to reach beyond their ethnic community to attract voters in a broad range of constituencies.

Book excerpt: This document examines differences in socioeconomic status by racial and ethnic groups in California, exploring changing patterns over time. It analyzes trends and outcomes in demography, geographic distribution, health, education, crime, labor markets, economic status, and political participation. Data on educational outcomes include: education of mothers; English language ability; preschool activities of children ages 3 and 4; reading and math proficiency for grade 4 and 8 public school students; high school completion rates; college completion rates; and measures of basic skills in the adult population. The educational outcomes of Hispanics and African Americans are the lowest among all racial and ethnic groups. Most recent population growth has occurred among Hispanics and Asians. Most counties were predominantly White in 1970, but between 1970-98, the share of Whites declined in all but one county. African Americans have the worst health status of any group. Hispanics often have less access to health care and lower health status than Whites. Health indicators for Asians are similar to those for Whites. Nonwhites generally have lower earnings than whites. Hispanics and African Americans have particularly high unemployment rates. Asian and White family incomes are substantially higher than those for African Americans and Hispanics. The ethnic distribution of those arrested and incarcerated has shifted dramatically. The proportion of Hispanics incarcerated has risen at a faster rate than has the Hispanic proportion of the general population. African Americans experience the highest risk of arrest and incarceration and are most likely to experience violence. Whites are over-represented in the voting population. Asians and Hispanics have the lowest participation rates. An appendix presents additional sources of information. (Contains 103 bibliographic references.) (SM)
