Available in PDF, EPUB and Kindle. Book excerpt: This book rejects conventional accounts of how American political parties differ from those in other democracies. It focuses on the introduction of the direct primary and argues that primaries resulted from a process of party institutionalization initiated by party elites. It overturns the widely accepted view that, between 1902 and 1915, direct primaries were imposed on the parties by anti-party reformers intent on weakening them. An examination of particular northern states shows that often the direct primary was not controversial, and only occasionally did it involve confrontation between party 'regulars' and their opponents. Rather, the impetus for direct nominations came from attempts within the parties to subject informal procedures to formal rules. However, it proved impossible to reform the older caucus-convention system effectively, and party elites then turned to the direct primary - a device that already had become more common in rural counties in the late nineteenth century.

Available in PDF, EPUB and Kindle. Book excerpt: "This is the most important and impressive collection of original research available on California's blanket primary. Its discussion of open primaries and crossover voting raises provocative issues which loom large. The findings are impressive."—Max Neiman, author of Defending Government: Why Big Government Works "Cain and Gerber have assembled a stellar cast of scholars to consider the impact of the blanket primary and important electoral change in California's politics. This is a very important book for anybody who wants to understand how institutions shape political incentives."—Bernard Grofman, author of Minority Representation and the Quest for Voting Equality "When Californians passed Proposition 198, they also provided a national stage on which the nature of state elections in general was placed in the spotlight. Cain and Gerber's Voting at the Political Fault Line is an intelligent compilation of work and assessments of the rumblings that followed and the longer-term consequences that are likely to be debated over the nature of primary elections. Its no-nonsense style and reliance on sophisticated empirical analysis highlight some counterintuitive results and illustrate highly creative applications of social science methods."—Max Neiman, author of Defending Government: Why Big Government Works

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the new, hybrid democracy that has been taking shape in California since the historic recall of Gov. Gray Davis and election of former actor Arnold Schwarzenegger in 2003. During the recall and its aftermath, California has reached unprecedented levels of use of direct democracy, in which public policy decisions are made by voters at the ballot box, rather than by elected representatives in the legislature. Driven by Californians' long-standing populism and distrust of government, a new form of governance is emerging: one that seeks to avoid the pitfalls of party politics and influence by special interest groups that plague representative democracy, by increasing the role of voters at the ballot box. This book analyzes the hybrid democracy that has developed under Gov. Schwarzenegger, and how his leadership has encouraged its growth. Using the Public Policy Institute of California Statewide Surveys, which include interviews with more than 150,000 Californians, the authors detail the transformation in the state's political climate and the public attitudes behind this change. The authors conclude that this transformation will likely take place in other states, perhaps even nationwide, and offer recommendations for ways to improve policymaking in a hybrid democracy.

Book excerpt: During the nineteenth century American political parties selected their candidates for elective offices in conventions. Around 1910 most states established a system of direct primaries whereby the voters selected their parties' nominees for public office. This book examines the transition from the indirect to the direct primary, as well as its implications for American politics. It offers a systematic analysis of the convention system in four states (New Jersey, Michigan, Colorado and California) and the legislative history of the regulation of political parties during the Progressive Era. It argues that the major political parties themselves were chiefly responsible for doing away with the nominating convention. Candidates played a pivotal role in inaugurating the new nominating system as they became more open and aggressive in pursuit of their parties' nominations. The convention system was never designed to withstand the pressures exerted on it by a more competitive nominating process.

Book excerpt: "A thorough yet concise overview of California institutions, politics, and initiative process, grounded in an overview of California’s political culture." —Ronnee Schreiber, San Diego State University The thoroughly revised Fifth Edition of California Politics: A Primer concisely explains how California’s history, political culture, rules, and institutions come together to shape politics today and how they will determine the state of affairs tomorrow. Author Renee B. Van Vechten begins with a brief political history of California, then walks through direct democracy, the legislature, executive branch, and court system. She covers local government and concludes with a discussion of the state’s budget process, campaigns and elections, political engagement, and policy issues. From the structure of the state′s government to its local representatives, policies, and voter participation, California Politics: A Primer delivers the concepts and details students need. New to the Fifth Edition An emphasis on California’s place in the federal system provides students with context around the state leadership′s resistance to Trump administration policies on things like California’s sanctuary state status, immigration, the environment, and more. Increased coverage of policy topics throughout the book helps students see how recent policy has impacted issues such as greenhouse gas emissions regulations, attempted "fixes" for water- and drought-related issues, new transportation projects, and prison reform. Extended discussions of elections-related innovations introduce students to recent elections-related topics such as the Top-Two Primary, efforts to increase voter registration, all vote-by-mail elections, and redistricting. New coverage of the "Five Californias" gives students a better understanding of California’s political geography and how distinct segments of the population are primed for political engagement or disaffection. New lists of key terms with clear definitions at the end of each chapter enable students to review the content more effectively. New and updated maps and graphics depict important topics such as California’s newly proposed high-speed rail project.
