Book excerpt: This collection of essays assesses the efforts of African governments to constitutionalise decentralisation, be it in the form of federalism, local government or traditional authorities. Since the end of the Cold War jurisdictions across Africa have witnessed an ostensible return to multi-party democracy within the paradigm of constitutionalism and the rule of law. Linked to the democratisation process, many countries took steps to decentralize power by departing from the heavily centralized systems inherited from colonial regimes. The centralization of power, typically characterized by the personalization and concentration of power in the hands of leaders and privileged elites in capital cities, mostly resulted in repressive regimes and fragile states. As decentralisation is a response to these challenges, this volume analyses the dynamic relationship between the efforts to implement decentralization and presence or absence of constitutionalism. This volume examines a variety of forms and degrees of decentralization found across Africa. It advances a new understanding of trends and patterns and facilitates the exchange of ideas among African governments and scholars about the critical role that decentralisation may play in democratization of and constitutionalism in Africa.

Available in PDF, EPUB and Kindle. Book excerpt: The federation of the previously British and French Cameroons has, since 1961, tried to integrate a highly fragmented, bilingual society in which nearly every social cleavage found in Africa was present, including the complication of disparate colonial legacies. Professor Johnson describes the impact of these different colonial legacies on the traditional cultural patterns of Cameroon, attempting to explain the rise of the movement for political reunion among them. He considers the character of the federal union and the Cameroonian leaders' conception of federalism in the light of other experiences with federalism (e.g. the early United States). His conclusions involve the potential importance and limitations of federalism for the new Africa, the role and impact of political rebellion and violence, and the important conceptual distinctions that should be made between processes of political integration and nation-building. Book excerpt: This comprehensive, critical examination of Africa’s future–written by a diverse group of Africans and Africanists–raises many questions and challenges concerning the development and unity of the African continent. Eclectic in range and method, but cohesive in concern, the book identifies and analyzes alternative probabilities in the political, economic, and social spheres and on the national, regional, and international levels. Many of the contributors point toward an unpromising future for Africa unless its development strategy is changed and its inheritance of dependence on the world system overcome.
