This volume is based on extensive survey research conducted during the Venezuelan elections of 1973. The methods employed by Baloyra and Martz to poll an "unpollable" society successfully challenge previously established paradigms. The authors interviewed a representative sample of over 1,500 voters to determine relationships between class, status, community, context, religion, ideology, and partisanship on the one hand and political attitudes and preferences on the other. They found that the Venezuelan electorate is defined by a series of contradictory tendencies, and they place their conclusions in the context of contemporary political science literature regarding class and party, ideology and party, and inequality and participation.

Yet, since 1958, it has developed one of the few effective, competitive democracies in Latin America. To explain this transformation Daniel H. Levine analyzes the development of modern mass-based political parties with pervasive organizations and commanding strong loyalties; the changing structure and content of social and political conflict; and the gradual emergence of common norms governing political behavior. This book does not pretend to be a general survey of Venezuelan politics. Rather, it is an attempt to understand, for both theoretical and practical purposes, the development of shared "rules of the game" for political action in a heterogeneous society. Once these norms are accepted by key elites, and then imposed on recalcitrant oppositions, they provide a means of controlling and managing political conflict without eliminating it. Mr. Levine's conclusions are based primarily on case studies of specific political conflicts. His study of conflicts over educational reform uncovers the conditions in which a traditional sector of society—Catholic groups and institutions—moved from violent, total opposition to the political system to a position of accommodation. In the second case study he examines the role of students in politics, with special reference to the integration of students in national patterns of conflict and opposition. Yet in the 1980s and 1990s, established party systems in Peru and Venezuela broke down, leading to the elections of outsider Alberto Fujimori and anti-party populist Hugo Chavez. Focusing on these two cases, this book explores the causes of systemic collapse. To date, scholars have pointed to economic crises, the rise of the informal economy, and the charisma and political brilliance of Fujimori and Chavez to explain the changes in Peru and Venezuela. This book uses economic data, surveys, and experiments to show that these explanations are incomplete. Political scientist Jason Seawright argues that party-system collapse is motivated fundamentally by voter anger at the traditional political parties, which is produced by corruption scandals and failures of representation. Integrating economic, organizational, and individual considerations, Seawright provides a new explanation and compelling new evidence to present a fuller picture of voters' decisions and actions in bringing about party-system collapse, and the rise of important outsider political leaders in South America.

Former president Hugo Chávez, who died in 2013, downplayed the extent of violent crime and instead emphasized rehabilitation. His successor, President Nicolás Maduro, took the opposite approach, declaring an all-out war on crime (mano dura). What accounts for this drastic shift toward more punitive measures? In Deadline, anthropologist Robert Samet answers this question by focusing on the relationship between populism, the press, and what he calls “the will to security.” Drawing on nearly a decade of ethnographic research alongside journalists on the Caracas crime beat, he shows how the media shaped the politics of security from the ground up. Paradoxically, Venezuela’s punitive turn was not the product of dictatorship, but rather an outgrowth of practices and institutions normally associated with democracy. Samet reckons with this apparent contradiction by exploring the circulation of extralegal denuncias (accusations) by crime journalists, editors, sources, and audiences. Denuncias are a form of public shaming or exposé that channels popular anger against the powers that be. By showing how denuncias mobilize dissent, Deadline weaves a much larger tale about the relationship between the press, popular outrage, and the politics of security in the twenty-first century.
