Book excerpt: The concept of the political legacy, despite its importance for institutionalist and historically-minded political analysts more generally, remains both elusive and undeveloped theoretically. This book seeks to address that oversight by building on existing studies which have approached the notion of a legacy to offer a clear definition and operationalisation of the term which might be used to inform future research. Legacies we view as traces of the past in the present; the claim to the existence of a legacy is both a causal and a counter-factual claim. We propose, in the light of this, a multi-dimensional approach to gauging political legacies, reflecting on some of the theoretical, analytical and methodological concerns which need to be addressed in establishing credible claims to their existence. These we develop and illustrate with respect to the literature on Thatcherism.

The authors consider the campaign of the anti-Federalists against the adoption of the Constitution; the failed presidency of Andrew Johnson; and the defeat of Barry Goldwater in 1964, as political losses that later heavily influenced American politics later. Sometimes the losers, because they articulate a vision of American government that resonates with some part of America, later contribute to a new political order. This is not an effort to explain winning or losing in American politics. Rather, it is intended to offer a new understanding of American political development as the product of a kind of dialectic between different political visions that have opposing ideas, particularly about the size and role of the federal government and about whether America is exclusively a liberal regime or one in which illiberal ideas on topics such as race, play an important role.

In a comparative analysis of Guatemala, El Salvador, Costa Rica, Honduras, and Nicaragua, James Mahoney argues that these political differences were legacies of the nineteenth-century liberal reform period. Presenting a theory of "path dependence," Mahoney shows how choices made at crucial turning points in Central American history established certain directions of change and foreclosed others to shape long-term development. By the middle of the twentieth century, three types of political regimes characterized the five nations considered in this study: military-authoritarian (Guatemala, El Salvador), liberal democratic (Costa Rica), and traditional dictatorial (Honduras, Nicaragua). As Mahoney shows, each type is the end point of choices regarding state and agrarian development made by these countries early in the nineteenth century. Applying his conclusions to present-day attempts at market creation in a neoliberal era, Mahoney warns that overzealous pursuit of market creation can have severely negative long-term political consequences. The Legacies of Liberalism presents new insight into the role of leadership in political development, the place of domestic politics in the analysis of foreign intervention, and the role of the state in the creation of early capitalism. The book offers a general theoretical framework that will be of broad interest to scholars of comparative politics and political development, and its overall argument will stir debate among historians of particular Central American countries.

Barbara Wolfe concludes that Medicaid and Community Health Centers contributed to large reductions in infant mortality and increased life expectancy. Katherine Swartz finds that Medicare and Medicaid increased access to health care among the elderly and reduced the risk that they could not afford care or that obtaining it would bankrupt them and their families. Legacies of the War on Poverty demonstrates that well-designed government programs can reduce poverty, racial discrimination, and material hardships. This insightful volume refutes pessimism about the effects of social policies and provides new lessons about what more can be done to improve the lives of the poor.

In the face of these struggles, community organizations can provide centralized resources and infrastructure to foster an ethnic consciousness and political solidarity among Korean Americans. This book analyzes the role of ethnic community-based organizations and the dynamics of contemporary Korean American politics. Drawing on two case studies, the author identifies diverse ways in which community-based organizations negotiate their political agendas and mainstream ties within the traditional ethnic power structures. The Legacies of Law sheds light on the neglected relationship between path dependence and the law. Meierhenrich argues that legal norms and institutions, even illiberal ones, have an important - and hitherto undertheorized - structuring effect on democratic outcomes. Under certain conditions, law appears to reduce uncertainty in democratization by invoking common cultural backgrounds and experiences. In instances where interacting adversaries share qua law reasonably convergent mental models, transitions from authoritarian rule are shown to be less intractable. Meierhenrich's historical analysis of the evolution of law - and its effects - in South Africa during the period 1650–2000, compared with a short study of Chile from 1830–1990, shows how, and when, legal norms and institutions serve as historical causes to both liberal and illiberal rule.

Book excerpt: This book identifies and explores the mechanisms linking political institutions and variation in capitalist systems. A strong correlation exists between varieties of political regimes and varieties of capitalism: majoritarian political regimes are correlated with liberal market economies (LMEs) and consensus political regimes are correlated with coordinated market economies (CMEs). Still, correlation is not causation. Empirical findings illustrate that partisanship and policy legacies, the number of political parties, electoral rules, and constitutional constraints are significant indicators of LMEs and CMEs. Arsenault finds that majoritarian institutions create an environment of adversarial politics and strong competition between actors, which makes credible commitment to nonmarket coordination mechanisms unlikely. Consensus institutions, on the other hand, promote an atmosphere of cooperation and coordination between actors, thus encouraging credible commitment to nonmarket coordination mechanisms. Qualitative case studies of Germany, Britain, and New Zealand confirm the quantitative findings and suggest that political regimes were instrumental in shaping the economic adjustment paths of these countries during the era of liberalization in the 1980s.
