Book excerpt: This paper discusses theoretical aspects and evidences related to designing labor market institutions in emerging market and developing economies. This note reviews the state of theory and evidence on the design of labor market institutions in a developing economy context and then reviews its consistency with actual labor market advice in a selected set of emerging and developing economies. The focus is mainly on three broad sets of institutions that matter for both workers’ protection and labor market efficiency: employment protection, unemployment insurance and social assistance, minimum wages and collective bargaining. Text mining techniques are used to identify IMF recommendations in these areas in Article IV Reports for 30 emerging and frontier economies over 2005–2016. This note has provided a critical review of the literature on the design of labor market institutions in emerging and developing market economies, and benchmarked the advice featured in IMF recommendations for 30 emerging market and frontier economies against the tentative conclusions from the literature.

Available in PDF, EPUB and Kindle. Book excerpt: In reviewing the history of Canadian UI, Pal shows that while capital and labour had substantial disagreements over policy, their representations to state officials rarely had any decisive impact on policy development. The author suggests that bureaucratic forces, including organizational ideology and inter-agency conflict, provide a much richer basis for understanding UI policy evolution. The actuarial ideology of the Commission explains the conservative dynamic in UI development, while bureaucratic rivalry, which culminated in victory by the Department of Labour, explains the expansionary thrust, particularly the addition of social welfare aspects. In his discussion of federalism Pal shows that intergovernmental bargaining has had a surprising effect: by the mid-1970s representations from the provinces counted for as much as, if not more than, those from employers and employees. Analysis of UI thus favours state-centred explanations over society-centred ones and suggests that we have overestimated the degree to which government simply responds to external pressures in making policy. Autonomous and distinct forces within the state also greatly effect policy evolution.

Available in PDF, EPUB and Kindle. Book excerpt: The Unemployment Insurance (UI) system is a lasting piece of the Social Security Act which was enacted in 1935. But like most things that are over 80 years old, it occasionally needs maintenance to keep it operating smoothly while keeping up with the changing demands placed upon it. However, the UI system has been ignored by policymakers for decades and, say the authors, it is broken, out of date, and badly in need of repair. Stephen A. Wandner pulls together a group of UI researchers, each with decades of experience, who describe the weaknesses in the current system and propose policy reforms that they say would modernize the system and prepare us for the next recession.

Book excerpt: This study examines participation in Unemployment Insurance (UI) and Employment Services (ES) by adults who received cash welfare benefits through Temporary Assistance for Needy Families (TANF). Among those who leave TANF for employment the study measures the rates of subsequent unemployment, application for UI, eligibility for and receipt of UI benefits, and the use of Wagner-Peyser funded ES. The study also investigates the correlations between UI and ES services receipt with reemployment and future independence from TANF. The analysis is based on person-level administrative program records from four of the nine most populated states [Florida, Georgia, Michigan, and Ohio] between 1997 and 2003. Evidence suggests that three-quarters of new TANF leavers experience unemployment within three years, and one-quarter of the newly unemployed apply for UI benefits. About 87 percent of UI applicants have sufficient prior earnings to qualify for benefits. However, only about 44 percent qualify based on their reasons for job separation. Among UI applicants, TANF leavers had much higher rates of voluntary quits and employer dismissals than did non-TANF leavers. Nevertheless, 50 percent of TANF leavers who apply for UI ultimately receive benefits. Public ES are used by one-quarter of newly unemployed TANF leavers. More than three-quarters of UI applicants use the ES whether they receive UI benefits or not, while 14 percent of newly unemployed TANF leavers who do not apply for UI choose to use ES services. Among TANF leavers who become unemployed and apply for UI, the rate of return to TANF is lower for those who receive UI benefits. Rates of return to TANF are highest among non-beneficiary UI applicants, and non-UI applicants with low recent earnings. A characteristics analysis of these groups provides a guide for targeting job retention and advancement services to TANF leavers.

Available in PDF, EPUB and Kindle. Book excerpt: The last decade has witnessed a conspicuous alteration in policies protecting unemployed people in modern welfare states. Social policies are increasingly designed to encourage economic independence. Policy makers have introduced a wide range of reforms linking disability, unemployment, and welfare programs cash benefits to work-oriented measures. Welfare policies are being framed by a new emphasis on recipients' obligations, emphasizing that the receipt of benefits creates a responsibility to take action towards becoming self-reliant. The objective is to minimize the duration of dependence or improve the well-being of family or community. Activating the Unemployed addresses this growing interest in work-oriented measures. This represents a shift in the dominant discourse on social welfare from focus on the citizen's rights to social benefits to emphasis on their responsibilities to work and lead an active life. In this volume, a distinguished array of international contributors provide cross-cultural perspectives to analyze recent diverse policy initiatives to activate the unemployed in nine countries-Britain, France, Italy, the Netherlands, New Zealand, Norway, Sweden, Switzerland, and the United States. Each provides a systematic account of the background, design, implementation, and results of employment-oriented measures. Collectively they permit comparison of organized responses to common problems in the areas of public assistance (welfare), unemployment, and disability, among others. Further chapters seek to broaden perspectives on policy options, the issues raised, and lessons learned in the course of activating the unemployed. This thorough and insightful account addresses significant contemporary issues and concerns about welfare, social security, and unemployment. It will aid policy makers, professionals, and scholars in assessing current trends in welfare in various countries throughout the world. Neil Gilbert is Chernin Professor of Social Services and Social Welfare at the University of California, Berkeley, and Director of the Center for Comparative Study of Family Welfare and Poverty Research. Dr. Gilbert served as a Senior Research Fellow for the United Nations Research Institute for Social Development in Geneva and was twice awarded Fulbright Fellowships to study European social policy. His numerous publications include 22 books and 100 articles that have appeared in the Wall Street Journal, The Public Interest, Society, Commentary, and other leading academic journals. Rebecca Van Voorhis is Assistant Professor in the Department of Sociology and Social Work at the State University of California, Hayward.

Book excerpt: Two hundred years ago, Samuel Johnson observed that a society's level of civilization could be gauged by the manner in which it treated its poor. By that measure, the United States today is steadily losing ground. Whereas the number of officially defined poor dwindled steadily from the enactment of the Great Society programs in the mid-1960s, reaching a low of 24.5 million people in 1978, it has since risen to more than 32 million people. Although the economy continues to generate large numbers of new jobs, the basic unemployment rate continues to rise and current projections show little likelihood of unemployment rates consistently below 10 percent until some time after 1984, if then. In the years to come, the creation of an equitable and workable employment policy will be a major agenda item for politicians and policy makers at the state level, as well as for national leaders.
