Yet despite its many advantages, homes with solar remain completely dependent on the electricity grid for reliable supply, which in Australia implies mostly coal-fired generation. Indeed, even countries that have invested heavily in solar, such as Spain and Germany, have been unable to deflect the trajectory of fossil fuel dependence. The reasons for this apparent paradox are varied, and this book provides a deeper and more nuanced understanding of the practical applications of photovoltaics (PV) in modern electricity systems. While the conventional life-cycle assessment (LCA) boundaries as prescribed by the IEA-PVPS provide a consistent methodology for comparing evolving PV technologies, the narrow boundaries exclude many critical downstream energy costs. Similarly, simple cost comparisons of PV versus conventional power sources overlook the significant economic and energy costs of intermittency and grid integration. Yet distributed storage, which could provide potentially valuable network support, is frequently given a low priority by advocates of solar. Treating PV as an extension of, rather than as a substitute for, the fossil fuel enterprise enables a more productive discussion of PV’s potential role in electricity generation. The sunburnt country of Australia, which has a modern electricity system, is an ideal case study for exploring the potential of solar PV. With a focus on rooftop solar, energy storage, grid integration, and electricity system issues, Energy in Australia offers valuable insights into the practical challenges of solar power. Although many national economies are already confronting a downward trend in energy return on investment (EROI) of oil and gas from both conventional and unconventional sources, the large-scale deployment of low-emission energy sources that lie below a critical minimum EROI threshold may ultimately prove counter-productive.

Contributors assess how consumers are discovering and exercising options to migrate away from total reliance on upstream generators to produce electricity and on the delivery network for its transmission. As they do so, the "utilities" – be they distributors or retailers – must rethink the traditional utility business model. How will they find sufficient revenues to cover their fixed and variable costs as volumetric consumption declines when some consumers become prosumers – or go a step further and become prosumagers? This work argues that new service, business models and new methods for collecting sufficient revenues to maintain the network are mandatory for the survival of modern utilities. The energy scenarios were developed through the Long-Range Energy Alternatives Planning System (LEAP) model. The model identified the future energy demand and supply pattern using a least-cost combination of technology options while limiting the emission of greenhouse gases. The book presents four scenarios, and key parameters considered include GDP, households, population, urbanization and the growth rates of energy-intensive sectors. Further, it highlights the findings of the cost-benefit analysis, which reveal the costs of implementing selected policies and strategies in Nigeria, including those focusing on energy efficiency and fuel/technology switching. The book also discusses the application of the LEAP-OSeMOSYS Model in order to identify lowest-cost power plants for electricity generation. Some sustainable strategies that can ensure a low carbon development in Nigeria are also explored on the basis of successful country cases in relation to the Nigerian LEAP model. As such, the book will help policy makers devise energy and sustainable strategies to achieve low carbon development in Nigeria.

Book excerpt: In the wake of the Great Recession of 2008–09, economists feared that protectionist policies might sweep the world economy, echoing the wave of tariff escalations during the Great Depression of the 1930s. To some surprise, officials were more restrained and largely avoided traditional forms of protection (tariffs and quotas), leading some observers to underestimate the incidence of new protectionism. In fact, policymakers increasingly turned to more opaque behind-the-border nontariff barriers (NTBs). Using a combination of statistical analysis and case studies, the authors show that local content requirements (LCRs), a form of NTB, have become increasingly popular. How much was global trade actually reduced on account of LCRs? A conservative estimate might be $93 billion. Case studies featured cover the healthcare sector in Brazil, wind turbines in Canada, the automobile industry in China, solar cells and modules in India, oil and gas in Nigeria, and “Buy American” restrictions on government procurement in the United States.
