Available in PDF, EPUB and Kindle. Book excerpt: The need for assistive technology is rising rapidly with global ageing and increasing prevalence of noncommunicable diseases. Yet, assistive technology is often disregarded on global health and development agendas, resulting in limited and fragmented investment in the sector. This policy brief highlights key challenges in ensuring equitable access to assistive technology. It provides concrete actions to improve access across five key areas - people-centred: policy, products, personnel, and provision (5P). The brief is targeted at policy-makers involved in designing assistive technology policies and programmes, especially those involved in designing universal health coverage programmes. It is also relevant for all stakeholders working in these areas. The brief aims to raise awareness of the individual and societal benefits of improving access to assistive technology within universal health coverage. It describes how access to assistive technology is life-changing for people in need, and how improving access benefits everyone. Including assistive technology within universal health coverage and strengthening provision through primary health care will help to foster healthier populations and future generations that can participate and contribute more fully in education, labour markets and civil society.

Available in PDF, EPUB and Kindle. Book excerpt: This is a continuation of "Funding of Assistive Technology to Make Work a Reality" (Work and AT), Article # 3 in this Policy and Practice Brief Series. This article will review the provisions of the Americans with Disabilities Act (ADA), with a particular emphasis on how the ADA can be used to ensure that a person with a disability has access to needed AT to do the job, or to ensure the AT user has access to the job site. Once again, the author and his colleagues are writing this for a primary audience of individuals who work for either a Benefits Planning, Assistance and Outreach (BPA&O) project or a Protection and Advocacy for Beneficiaries of Social Security (PABSS) program, both of which are mandated to serve individuals with disabilities who receive either SSI or Social Security Disability Insurance (SSDI) benefits. They assume that this article will also be distributed to many SSI and SSDI beneficiaries, their families, and the agencies that serve them. Accordingly, this article will not be overly technical. However, it will review the major Supreme Court cases interpreting the ADA to date, in at least some detail. The reader interested in more specific, Circuit court decisions interpreting the ADA, is referred to the Neighborhood Legal Services website, for a summary, by Circuit, of many of these decisions. Additional ADA-related resources and technical supports are available by region through the network of ADA & IT Centers. (Contains 134 footnotes.) This book was released on 2001 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: The availability of assistive technology (AT) can make a tremendous difference in the ability of an individual to work, even when that individual has a severe disability. In the work context, AT serves several functions: it may make it possible to participate in an education or training program; it may make it possible to get prepared to leave the home for work or training; it may make it possible to travel to and from work; and in some cases, the work itself could not be done without the AT. This article will describe how AT can assist individuals with severe disabilities to overcome barriers to gainful employment. It will also describe several key funding sources available, in all states, to pay for the AT devices and services that will help individuals prepare for, get to, and succeed in employment. Specifically, the authors will discuss the public school special education system, state vocational rehabilitation agencies, Medicaid, Medicare, and the Supplemental Security Income (SSI) program's Plan for Achieving Self Support. Abbreviations and Acronyms Used in This Article are appended. (Contains 72 footnotes.) [For related report, "Funding of Assistive Technology to Make Work a Reality, Part II. Available in PDF, EPUB and Kindle. Book excerpt: The future of disability in America will depend on how well the U.S. prepares for and manages the demographic, fiscal, and technological developments that will unfold during the next two to three decades. Building upon two prior studies from the Institute of Medicine (the 1991 Institute of Medicine's report Disability in America and the 1997 report Enabling America), The Future of Disability in America examines both progress and concerns about continuing barriers that limit the independence, productivity, and participation in community life of people with disabilities. This book offers a comprehensive look at a wide range of issues, including the prevalence of disability across the lifespan; disability trends the role of assistive technology; barriers posed by health care and other facilities with inaccessible buildings, equipment, and information formats; the needs of young people moving from pediatric to adult health care and of adults experiencing premature aging and secondary health problems; selected issues in health care financing (e.g., risk adjusting payments to health plans, coverage of assistive technology); and the organizing and financing of disability-related research. The Future of Disability in America is an assessment of both principles and scientific evidence for disability policies and services. This book's recommendations propose steps to eliminate barriers and strengthen the evidence base for future public and private actions to reduce the impact of disability on individuals, families, and society.

Book excerpt: The U.S. Census Bureau has reported that 56.7 million Americans had some type of disability in 2010, which represents 18.7 percent of the civilian noninstitutionalized population included in the 2010 Survey of Income and Program Participation. The U.S. Social Security Administration (SSA) provides disability benefits through the Social Security Disability Insurance (SSDI) program and the Supplemental Security Income (SSI) program. As of December 2015, approximately 11 million individuals were SSDI beneficiaries, and about 8 million were SSI beneficiaries. SSA currently considers assistive devices in the nonmedical and medical areas of its program guidelines. During determinations of substantial gainful activity and income eligibility for SSI benefits, the reasonable cost of items, devices, or services applicants need to enable them to work with their impairment is subtracted from eligible earnings, even if those items or services are used for activities of daily living in addition to work. In addition, SSA considers assistive devices in its medical disability determination process and assessment of work capacity. The Promise of Assistive Technology to Enhance Activity and Work Participation provides an analysis of selected assistive products and technologies, including wheeled and seated mobility devices, upper-extremity prostheses, and products and technologies selected by the committee that pertain to hearing and to communication and speech in adults.

Book excerpt: Caring about others and the future is part of what makes us human, and it can be argued that improving the lives of people with disabilities improves the lives of all human beings. Most of what we do as a society for people with disabilities also improves life for others, and if we consider a person’s entire life, a disability of some kind will affect almost everybody at some point. This book, Assistive Technology: Shaping a Sustainable and Inclusive World, presents the proceedings of AAATE 2023, the 17th International Conference of the Association for the Advancement of Assistive Technology in Europe, held in Aubervilliers, France, from 30 August to 1 September 2023. For over 30 years, the biennial AAATE conference has focused on research aimed at improving the lives of people with a disability, and has become one of the main platforms for all stakeholders in the field. A total of 123 papers were submitted in the category intended for publication in these conference proceedings, and after a rigorous process involving review by at least three international reviewers, 74 were selected for inclusion here. Topics covered include service delivery of AT; AT for various groups such as older adults, children, and those with cognitive disabilities; mobility; privacy and security issues; and AT to promote inclusion and facilitate participation in education, culture, and work. Providing a comprehensive and current overview, the book will be of interest to researchers, practitioners, manufacturers, decision-makers and providers, users of AT, and anyone else working in the field.
