While successful in many cases, this approach has been increasingly criticized for being technocratic and ignoring the behavioral and political dimensions of most policy processes. In recent decades, increased awareness of the multi-actor, multiple perspective, and poly-centric character of many policy processes has led to the development of a variety of different perspectives on the styles and roles of policy analysis, and to new analytical tools and approaches – for example, argumentative approaches, participative policy analysis, and negotiation support. As a result, the field has become multi-faceted and somewhat fragmented. Public Policy Analysis: New Developments acknowledges the variety of approaches and provides a synthesis of the traditional and new approaches to policy analysis. It provides an overview and typology of different types of policy analytic activities, characterizing them according to differences in character and leading values, and linking them to a variety of theoretical notions on policymaking. Thereby, it provides assistance to both end users and analysts in choosing an appropriate approach given a specific policy situation. By broadening the traditional approach and methods to include the analysis of actors and actor networks related to the policy issue at hand, it deepens the state of the art in certain areas. Scale choices influence the content of a study (the problems on the agenda, the options found and the impacts addressed) and the process (actors involved, their dedication and criticalness). Scale choices are not politically neutral: they may have advantages or disadvantages for certain actors by putting their urgent problems and their preferred options on the agenda, while they may hide or stress positive or negative impacts of options. Yet, little is known about the specific effects of scale choices and how they are made in practice. In this research, the making of scale choices is studied in two cases in practice: the Long Term Vision Study of the Scheldt Estuary and the Water Shortage Study of the Netherlands. Scale choices appear to be an important framing instrument that can be used by the policy analyst.

These stories form the collective memory of a government department; a retelling of yesterday to make sense of today. This book examines policies through the eyes of the practitioners, both top-down and bottom-up; it decentres policies and policymaking. To decentre is to unpack practices as the contingent beliefs and actions of individuals. Decentred analysis produces detailed studies of people’s beliefs and practices. It challenges the idea that inexorable or impersonal forces drive politics, focusing instead on the relevant meanings, the beliefs and preferences of the people involved. This book presents ten case studies, covering penal policy, zero-carbon homes, parliamentary scrutiny, children’s rights, obesity, pension reform, public service reform, evidence-based policing, and local economic knowledge. It introduces a different angle of vision on the policy process; it looks at it through the eyes of individual actors, not institutions.
