Egyptians initially resisted British encroachment into the sphere of autonomy that had been reserved to them in police matters. However, preferring indirect rule to overt manifestations of power that would be signified by the use of the army, the British used the issue of reform to tighten their hold on Egypt by means of the police. This study applies modern criminological theory to examine the attendant political repression, torture, corruption, and rising crime that soon followed. Instead of the more professional and community-oriented police force exemplified by the bobbies in England, the British opted for a militarized Egyptian police force, better suited to the repression of political dissent than of ordinary crime. Tollefson seeks to account for rising crime in Egypt, which Lord Cromer, the British Consul-General between 1883 and 1907, referred to as Egypt's worst problem during his tenure. Under British control, defects in the police such as low pay, harsh discipline, and maltreatment of suspects persisted, and ordinary crime increased. This work confirms what students of colonial policing have come to appreciate; the police performed key security and social maintenance roles in colonial and quasi-colonial situations.

In this bold new political and intellectual history of the Nation of Islam, Garrett Felber centers the Nation in the Civil Rights Era and the making of the modern carceral state. In doing so, he reveals a multifaceted freedom struggle that focused as much on policing and prisons as on school desegregation and voting rights. The book examines efforts to build broad-based grassroots coalitions among liberals, radicals, and nationalists to oppose the carceral state and struggle for local Black self-determination. It captures the ambiguous place of the Nation of Islam specifically, and Black nationalist organizing more broadly, during an era which has come to be defined by nonviolent resistance, desegregation campaigns, and racial liberalism. By provocatively documenting the interplay between law enforcement and Muslim communities, Felber decisively shows how state repression and Muslim organizing laid the groundwork for the modern carceral state and the contemporary prison abolition movement which opposes it. Exhaustively researched, the book illuminates new sites and forms of political struggle as Muslims prayed under surveillance in prison yards and used courtroom political theater to put the state on trial. This history captures familiar figures in new ways--Malcolm X the courtroom lawyer and A. Philip Randolph the Harlem coalition builder--while highlighting the forgotten organizing of rank-and-file activists in prisons such as Martin Sostre. Book excerpt: Policing Transnational Protest offers an original perspective on the history of police surveillance of anticolonial activists in France, Britain, and Germany in the first half of the twentieth century. Tracing the undertakings of anticolonial activists from Asia, Africa, and the Middle East in Europe and reconstructing the reaction of European governments, it illuminates the increasing cooperation of the police and secret services to monitor the activities of the "oriental revolutionaries" and curb their room to maneuver. But those efforts had an unintended inflammatory effect, provoking both supporters and opponents of colonial rule to understand the conflict in increasingly global and trans-imperial terms. The surveillance also exacerbated tensions between Europeans friendly to the anticolonial cause, and those who prioritized imperial security over civil liberties and national sovereignty. Tracking growing levels of transnational government cooperation against anticolonialists, this book pays special attention to Germany, where many activists were able to carry out their political work in relative safety after escaping surveillance in Britain and France. By analyzing the emergence of ever more sophisticated counter-terrorism schemes and surveillance apparatuses, Br ckenhaus also contributes a pre-history of similar phenomena characterizing the post-9/11 world. He shows how, then as now, an intensification of a "war on terror" went hand in hand with concerns about encroachments on civil liberties, often expressed in open protest against such governance measures. Policing Transnational Protest informs current debates about intelligence gathering and surveillance in several European countries as well as their new cooperative partner, the United States.

In Tunisia, political elites passed a new constitution, held parliamentary elections, and demonstrated the strength of their democracy with a peaceful transfer of power. Yet in Egypt, unity crumbled due to polarization among elites. Presenting a new theory of polarization under authoritarianism, After Repression reveals how polarization and the legacies of repression led to these substantially divergent political outcomes. Drawing on original interviews and a wealth of new historical data, Elizabeth Nugent documents polarization among the opposition in Tunisia and Egypt prior to the Arab Spring, tracing how different kinds of repression influenced the bonds between opposition groups. She demonstrates how widespread repression created shared political identities and decreased polarization—such as in Tunisia—while targeted repression like that carried out against the Muslim Brotherhood in Egypt led opposition groups to build distinct identities that increased polarization among them. Drawing on new evidence from policing in Iraq and Israel, Policing for Peace shows that an inclusive police force provides better services and reduces conflict, but not in the ways we might assume. Including members of marginalized groups in the police improves civilians' expectations of how the police and government will treat them, both now and in the future. These expectations are enhanced when officers are organized into mixed rather than homogeneous patrols. Iraqis indicate feeling most secure when policed by mixed officers, even more secure than they feel when policed by members of their own group. In Israel, increases in police officer diversity are associated with lower crime victimization for both Arab and Jewish citizens. In many cases, inclusive policing benefits all citizens, not just those from marginalized groups.
