CITES is one of the oldest international environmental agreements and has been responsible for some striking conservation successes. But, given the way it has evolved, there are also some critical weaknesses that unscrupulous countries and commercial interests can exploit, especially regarding information, institutions and enforcement. The convention needs reform and this book gives a trenchant critique, including practical and effective recommendations for change.

Available in PDF, EPUB and Kindle. Book excerpt: The Investors' Environmental Guidelines will be useful to all those associated with the process of investment in Central & Eastern Europe. The Guidelines have been designed for rapid use by the investor who knows very little about the environment, as well as for the environmental specialist working in the corporate environment unit. The Guidelines , in particular the sections covering liability & regulatory compliance, will also be of particular interest to lawyers. The Guidelines give a unique & up-to-date coverage of environmental legislation which will be of far wider interest to policy makers, consultants, NGOs & others, both from within the region & from western countries. In particular, they will be able to compare how investor-related environmental requirements are handled in other countries in the region. The Investors' Environmental Guidelines is based on a major project executed by the European Commission, with the theme of 'Harmonisation of Environmental Legislation & Standards' between Eastern & Western Europe.

Available in PDF, EPUB and Kindle. Book excerpt: This revealing and compelling title analyzes the illegal trade in endangered species from a criminological viewpoint and presents specific crime reduction techniques that could help save thousands of species from extinction. The illegal trade in endangered species is a worldwide problem that involves not only animals but also plants, and it contributes to troubling factors such as organized crime as well as the further decline of the earth's natural climate. This book explores the extensive endangered species illegal market, spotlighting the worldwide nature and extent of the problem, and presents revealing case studies of terrestrial, marine, plant, and avian species. Sold into Extinction: The Global Trade in Endangered Species focuses attention on the plight of endangered wild flora and fauna as well as the specific illegal acts committed against them that have long and largely been ignored by criminology. The author provides a fresh look at the topic by presenting it within a crime reduction framework, an approach rarely taken by those with traditional criminological or conservation backgrounds, demonstrating how an innovative strategy to reduce illegal market activities can simultaneously further the conservation of these endangered species. International treaties, national and domestic laws, and international policing efforts pertaining to crimes involving endangered species are also examined.

This book was released on 2014-01-14 with total page 198 pages. Available in PDF, EPUB and Kindle. Book excerpt: Debates over U.S. government policy frequently follow a philosophy of devolution in authority from federal government to local government. This concept opens the possibility of greater local involvement in national policy implementation—and provides international treaties an opportunity to advance global policy by incorporating the efforts of local actors into their implementation framework. Much of international policy involves enforcement through international-to-national linkages forming an “implementation chain,” but devolution offers the potential to extend the implementation chain by providing national-to-local linkages. This book explores the nature of such linkages, taking as a case study the Convention on the International Trade in Endangered Species (CITES) via its domestic analog in the U.S., the Endangered Species Act (ESA). The analysis employs both quantitative and qualitative methods including interviews, surveys, statistical analysis, and document review. The author concludes that while the framework of CITES enforcement in the U.S. allows for national-to-local extension of the CITES implementation chain, it also presents challenges that should be addressed by international policymakers who consider devolution as a way of assisting global policy. The book includes a Foreword by Scott A. Frisch, a professor of political science (and chair of the department) at California State University, Channel Islands. Frisch notes that "in this book Jonathan Liljeblad offers an enlightening and long-overdue look at the issue of local implementation of international policy.... Liljeblad is able to arrive at insightful conclusions as well as concrete recommendations for policymakers wishing to improve coordination and execution of international policies that rely on local governments for their implementation." He concludes, "Liljeblad's recommendations would foster a climate of greater understanding of the connections between international and domestic policy and should be heeded by all levels of government to remove unnecessary roadblocks that can derail implementation." A new study in the international protection of animal and plant species, presented by Quid Pro Books.

Available in PDF, EPUB and Kindle. Book excerpt: The Convention on International Trade in Endangered Species (CITES) is the best known and most controversial of international conservation treaties. Since it came into force 25 years ago, debate has raged over its most basic assumptions. CITES treats the international trade in wildlife as the most important threat to the continued existence of wild species. It offers a prescription of trade bans and restrictions for endangered species. However, it is now generally acknowledged that for most species habitat loss is a much more significant threat. Some argue that the CITES remedy actually exacerbates the problem by removing the incentive to conserve wildlife habitat. This collection of essays, the first of its kind, charts the controversies and changes within CITES. It provides case studies of the way CITES has dealt with particular species and notes the growing role of the South in shaping the direction of the treaty. It considers the role of sustainable use, the precautionary principle and unilateralism within CITES. Finally, it examines options for the future of CITES. Implicit within a number of the contributions is the recognition that questions of wildlife conservation cannot be divorced from wider issues of land use, development and social justice. This book provides an essential resource for policy makers, practitioners, academics and students concerned with conservation, development and trade.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the legality, adequacy and efficacy of using the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) for commercially-exploited fish species and assesses whether the existing institutional cooperation with the Food and Agriculture Organization (FAO) and regional fisheries management organizations (RFMOs) is efficient. This case-study also provides an interesting lens to approaching wider international law issues. Indeed, finding ways to achieve effective governance of transboundary or global natural resources is central to the peaceful use of oceans and land. Furthermore, the role of science in advising decision-makers is a sensitive issue, which deserves scrutiny and is similar in many regimes. Finally, the complex problem of fragmentation of international law is acute in various fields of environmental law, as in all rapidly developing areas of international regulations.
