Book excerpt: The success of Brazil in the large-scale production and use of fuel ethanol has been widely discussed and analyzed by other countries interested in adopting policies designed to encourage the use of biofuels. Within this context, certain questions arise: Could the Brazilian experience be replicated in other countries? What were the conditions that enabled the creation of the Brazilian Proálcool (National Ethanol Program and what lessons can be learned? To examine these issues, it is important to understand the functioning of the key, interconnected markets (those for sugarcane, sugar and ethanol), which, from their inception, were the objects of extensive government intervention until 1999. Two main conditions enabled the creation of Proálcool: robust production of sugarcane and sugar (tightly regulated by the government, which applied the numerous regulations then in place); and the military regime that was in place at the time, whose decision-making and enforcement powers were quite broad, facilitating the carrying out of the necessary actions, as well as making it easier to coordinate the activities of the various stakeholders and sectors involved. This book increases understanding of the functioning of the sugarcane supply chain in Brazil, not only during the phase of government intervention but also in recent years (in the free-market environment). The lessons, positive and negative, gleaned from the Brazilian experience can contribute to reflection on and the development of alternative modalities of biofuel production in other countries, making the book of interest to scholars and policy-makers concerned with biofuel and renewable resources as well as economic development.

Over the last three decades, the country has made impressive gains on socioeconomic, environmental and rural development policy fronts. Nonetheless, an overall analysis of Brazils policy framework pertaining to land use shows contradictions and constraints that need to be addressed in the long run. One such contradiction is given by disparities in rural credit and finance policies, with greater amounts favoring large-scale farming as opposed to family farming, despite the key role of smallholders in food production and job creation, and still low resources allocated to programs promoting low-carbon agricultural practices. Another contradiction is the dichotomy between climate change policies and mainstream agricultural and rural development policies. Brazils overriding challenge is harmonizing and effectively coordinating these different policy agendas at their various levels of implementation so as to effectively manage trade-offs. The question is what measures can be put in place to enable continued growth of agricultural production while also reducing its negative social and environmental costs? The answer lies partly in increasing support for implementing and up-scaling initiatives to promote low emissions agriculture and providing other economic incentives for adopting more sustainable use and conservation-oriented agricultural and land-use practices. Ultimately, reconciling agricultural production with conservation and rural livelihoods requires greater coordination and harmonization among sectoral policies at various levels of government. Achieving this goal requires the adoption of a combination of a value chain-based and territorial approach to land-use planning with more integrated farming systems in order to enable making improved decisions according to multiple trade-offs and impacts.

Rapidly rising energy prices are expected to remain high for an extended period of time because of the increasing demand in prospering and populous countries such as China and India, the depletion of easily accessible supplies of crude oil, and concern over global climate change. As a result, there is renewed interest in biofuels as an alternative to fossil fuels. Africa is uniquely positioned to produce these new cash crops for both domestic use and export. The region has abundant land resources and preferential access to protected markets with higher-than-world-market prices. The rapid growth in the demand for transport fuels in Africa and high fuel prices create domestic markets for biofuels. The European Union and the United States have approved legislation that requires large increases in the consumption of biofuels over at least the next decade. Imports are expected to be needed to meet these mandates, thus opening the door to African and other developing countries that can produce biofuels or feedstocks for biofuels competitively. Expanding the production of crops for biofuels will affect the entire rural sector in Africa as resources are shifted away from traditional crops and the prices of all agricultural commodities rise. Even smallholders can participate in producing biofuel crops. The biomass feedstock production (BFP) subsystem provides the necessary material inputs to the conversion processes for energy production. This subsystem includes the agronomic production of energy crops and the physical handling and delivery of biomass, as well as other enabling logistics. Achieving a sustainable BFP system is therefore paramount for the success of the emerging bioenergy sector. However, low bulk and energy densities, seasonal and weather sensitive availability, distributed supply and lack of commercial scale production experience create unique challenges. Moreover, novel region specific feedstock alternatives continue to emerge. Engineering will play a critical role in addressing these challenges and ensuring the techno-economic feasibility of this sector. It must also integrate with the biological, physical and chemical sciences and incorporate externalities, such as social/economic considerations, environmental impact and policy/regulatory issues, to achieve a truly sustainable system. Tremendous progress has been made in the past few years while new challenges have simultaneously emerged that need further investigation. It is therefore prudent at this time to review the current status and capture the future challenges through a comprehensive book. Book excerpt: Over the past decade, the Brazilian government has actively promoted oil palm in the Amazon biome as an alternative biodiesel feedstock to soy. Because of oil palms comparatively high productivity, it places less demand on land than soy and could thereby contribute to reducing pressure on the Amazonian forest. Although oil palm has long been a leading driver of deforestation and social conflict in major producer countries in Southeast Asia, the Brazilian government has put in place a number of mechanisms to ensure oil palm is cultivated sustainably and the sector is inclusive of the rural poor. Through research conducted in Brazils leading palm oil producing state of Pará, this paper analyzes the evolution and dynamics of the Brazilian palm oil value chain and the economic, environmental and social challenges faced by the sector. In so doing, it shows that under the right institutional and regulatory conditions, the palm oil sector can expand sustainably and inclusively within forested ecosystems. This though translates into considerably higher production costs for producers, thus undermining the international competitiveness of the Brazilian palm oil sector.
