Available in PDF, EPUB and Kindle. Book excerpt: This groundbreaking history of how American police forces have been militarized is now revised and updated. Newly added material brings the story through 2020, including analysis of the Ferguson protests, the Obama and Trump administrations, and the George Floyd protests. The last days of colonialism taught America’s revolutionaries that soldiers in the streets bring conflict and tyranny. As a result, our country has generally worked to keep the military out of law enforcement. But over the last two centuries, America’s cops have increasingly come to resemble ground troops. The consequences have been dire: the home is no longer a place of sanctuary, the Fourth Amendment has been gutted, and police today have been conditioned to see the citizens they serve as enemies. In Rise of the Warrior Cop, Balko shows how politicians’ ill-considered policies and relentless declarations of war against vague enemies like crime, drugs, and terror have blurred the distinction between cop and soldier. His fascinating, frightening narrative that spans from America’s earliest days through today shows how a creeping battlefield mentality has isolated and alienated American police officers and put them on a collision course with the values of a free society.

Book excerpt: This volume provides fresh insights and management understanding of the changing role of policing against the backdrop of massive cuts in public expenditure experienced and the changing landscape of policing. The challenges of funding, training, online-crimes and cultural transformation are now felt globally. The need to learn and adapt from suitable models of police service delivery have never been greater. The book offers critical insights into the theory and practice of strategic and operational management of police services and the related professional and policy aspects. One of the highlight of this volume is to bring together scholarship using experts- academics, practitioners and professionals in the field, to each of the chosen topics. The chapters are based in the practical experiences of the authors and are written in a way that is accessible and suitable for a range of audiences. We are confident that this book will cater to a wider audience to inform policy and practice, both in the UK and internationally. Sir Peter Fahy QPM, Chief Constable, Greater Manchester Police Policing across the world is facing an increasing complexity of demand and public expectation creating new challenges for leadership and management. The contributors to this work are among the leading thinkers in policing and present important new insights into both the past and the way forward. It will be welcomed by all those convinced that radical new approaches are required across the public services. Bill Skelly, Deputy Chief Constable, Devon and Cornwall Police, UK At times it feels that the focus on leadership in the police service is all about what went wrong; the negative influences of a tightly-knit culture; and the almost inevitable rise of the technocrat. It is refreshing to read a book that seeks new insights into the positive influences of police leadership and offers the prospect of a more emotionally aware and spiritually rich approach as to how those insights may be practically employed for the benefit of all in the police family and the communities we serve.

Available in PDF, EPUB and Kindle. Book excerpt: Contemporary police service delivery and performance are complex phenomena. Law enforcement, particularly at the local level, must therefore face the additional challenges of globalization, cybercrime, counter-terrorism and calls for reform, at a time when extreme budgetary constraints are being implemented. Policing operations encompass multiple critical tasks and responsibilities not routinely measured and evaluated, such as response to incidents involving medical assistance, homelessness, mental illness, community engagement, and neighborhood problem-solving endeavors. This volume aims to provide government, criminal justice and policing administrators, policy makers and criminal justice scholars and researchers with comprehensive analyses of the critical issues impacting the challenges inherent in providing effectual public safety, security and service, all from a global perspective. It takes into account popular criticism, extreme budgetary constraints, and the relatively novel and overwhelming challenges of terrorism and cybercrime. The book merges study and practice to identify avenues to best serve community interests, ensure organizational success, and enhance public confidence in policing and in rule of law.

Committee of Public Accounts and published by The Stationery Office. This book was released on 2015 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Home Office is responsible for allocating grants to Police and Crime Commissioners (who decide how much goes to police forces and how much to other crime reduction initiatives); establishing an accountability framework to assure Parliament on the regularity, propriety and value for money of police spending; and intervening if Chief Constables or Commissioners fail to carry out their functions effectively. The Committee is concerned that the Department lacks all the information it needs to know the impact of reductions in funding on police capability at local level. Most police forces lack sufficient information on the current and future demands they face, which is essential for the Department, Commissioners and the police to ensure forces have the right skills and resources and understand the impact of savings measures. There is limited information on the impact of cost reductions made by other government departments on the police's workload (cost shunting). It is not clear how the structural reforms necessary to make expected further significant savings will be made within the devolved delivery model.

This book was released on 1973 with total page 692 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report provides suggestions for overall improvement in delivery of police services for greater protection against crime. The National Advisory Commission on Criminal Justice Standards and Goals considers the patrolman the primary force in reducing and preventing crime and thus directs its report recommendations toward increasing police effectiveness. Suggestions for improvements in police functions are presented in the areas of community, planning and organization, technology and support services, fiscal management, and coordination with other criminal justice agencies. These proposals appear in the form of more than 120 specific standards and recommendations that spell out where, why, and how these improvements can and should be made in the police segment of the criminal justice system. Report on police is a reference work for the practitioner -- patrolman to police chief -- as well as for the interested layman. Before implementing any of the changes advocated, police departments are advised to detail the legal limits of police authority and develop guidelines for the exercise of that authority. In order to improve cooperation between the police and the community it is suggested that police agencies establish a specialized unit for maintaining communication with citizens. Each police department should encourage and participate in neighborhood security programs and establish procedures to facilitate processing of complaints. Suggestions for more effective utilization of manpower include continued consolidation, stricter personnel requirements, increased employee benefits, and the employment of more women, minorities, and civilians in police work.

The book offers readers an unparalleled insider’s perspective on police goals, practices, and management in nationwide, regional, and city environments. Conducted by a team of academic and practitioner experts following the same schema of topics, the interviews explore the executives’ backgrounds, education, and careers and provide insight on a number of topics relevant to their work, including: Conception of the police mission and police role Views on strategy and tactics Experience with democratic policing Major changes in policies and procedures The relationship between police theory and practice The impact of globalization The interview participants are drawn from four continents and from a broad variety of policing contexts—from metropolitan to largely rural areas, developed and developing countries, from emerging democracies to stable democracies. They are diverse in age, ethnicity, education, background, and career trajectories. This volume constitutes a resource of immense value to academic analysts of policing philosophies and leadership, as well as to policymakers and practitioners who wish to have a sense of where the leaders in their field have come from and where they are going. The book and its predecessors are a major contribution to the study and practice of policing around the world.
