Available in PDF, EPUB and Kindle. Book excerpt: This intelligence guide was prepared in response to requests from law enforcement executives for guidance in intelligence functions in a post-September 11 world. It will help law enforcement agencies develop or enhance their intelligence capacity and enable them to fight terrorism and other crimes while preserving community policing relationships. The world of law enforcement intelligence has changed dramatically since September 11, 2001. State, local, and tribal law enforcement agencies have been tasked with a variety of new responsibilities; intelligence is just one. In addition, the intelligence discipline has evolved significantly in recent years. As these various trends have merged, increasing numbers of American law enforcement agencies have begun to explore, and sometimes embrace, the intelligence function. This guide is intended to help them in this process. The guide is directed primarily toward state, local, and tribal law enforcement agencies of all sizes that need to develop or reinvigorate their intelligence function. Rather than being a manual to teach a person how to be an intelligence analyst, it is directed toward that manager, supervisor, or officer who is assigned to create an intelligence function. It is intended to provide ideas, definitions, concepts, policies, and resources. It is a primera place to start on a new managerial journey. Every law enforcement agency in the United States, regardless of agency size, must have the capacity to understand the implications of information collection, analysis, and intelligence sharing. Each agency must have an organized mechanism to receive and manage intelligence as well as a mechanism to report and share critical information with other law enforcement agencies. In addition, it is essential that law enforcement agencies develop lines of communication and information-sharing protocols with the private sector, particularly those related to the critical infrastructure, as well as with those private entities that are potential targets of terrorists and criminal enterprises. Not every agency has the staff or resources to create a formal intelligence unit, nor is it necessary in smaller agencies. This document will provide common language and processes to develop and employ an intelligence capacity in SLTLE agencies across the United States as well as articulate a uniform understanding of concepts, issues, and terminology for law enforcement intelligence (LEI). While terrorism issues are currently most pervasive in the current discussion of LEI, the principles of intelligence discussed in this document apply beyond terrorism and include organized crime and entrepreneurial crime of all forms. Drug trafficking and the associated crime of money laundering, for example, continue to be a significant challenge for law enforcement. Transnational computer crime, particularly Internet fraud, identity theft cartels, and global black marketeering of stolen and counterfeit goods, are entrepreneurial crime problems that are increasingly being relegated to SLTLE agencies to investigate simply because of the volume of criminal incidents. Similarly, local law enforcement is being increasingly drawn into human trafficking and illegal immigration enterprises and the often associated crimes related to counterfeiting of official documents, such as passports, visas, driver's licenses, Social Security cards, and credit cards. All require an intelligence capacity for SLTLE, as does the continuation of historical organized crime activities such as auto theft, cargo theft, and virtually any other scheme that can produce profit for an organized criminal entity. To be effective, the law enforcement community must interpret intelligence-related language in a consistent manner. In addition, common standards, policies, and practices will help expedite intelligence sharing while at the same time protecting the privacy of citizens and preserving hard-won community policing relationships.~

Book excerpt: The Financial Crisis Inquiry Report, published by the U.S. Government and the Financial Crisis Inquiry Commission in early 2011, is the official government report on the United States financial collapse and the review of major financial institutions that bankrupted and failed, or would have without help from the government. The commission and the report were implemented after Congress passed an act in 2009 to review and prevent fraudulent activity. The report details, among other things, the periods before, during, and after the crisis, what led up to it, and analyses of subprime mortgage lending, credit expansion and banking policies, the collapse of companies like Fannie Mae and Freddie Mac, and the federal bailouts of Lehman and AIG. It also discusses the aftermath of the fallout and our current state. This report should be of interest to anyone concerned about the financial situation in the U.S. and around the world.THE FINANCIAL CRISIS INQUIRY COMMISSION is an independent, bi-partisan, government-appointed panel of 10 people that was created to "examine the causes, domestic and global, of the current financial and economic crisis in the United States." It was established as part of the Fraud Enforcement and Recovery Act of 2009. The commission consisted of private citizens with expertise in economics and finance, banking, housing, market regulation, and consumer protection. They examined and reported on "the collapse of major financial institutions that failed or would have failed if not for exceptional assistance from the government."News Dissector DANNY SCHECHTER is a journalist, blogger and filmmaker. The public and parliamentary debate about UK abortion law reform is often diverted away from key moral and political questions by disputes regarding basic questions of fact. And all too often, claims of scientific ‘fact’ are ideologically driven. But what effect would decriminalisation be likely to have on women’s health? What would be the impact on the incidence of abortions? Would decriminalisation equate to deregulation, sweeping away necessary restrictions on dangerous or malicious conduct? With each chapter written by leading experts in the fields of medicine, law, reproductive health and social science, this book offers a concise and authoritative account of the evidence regarding the likely impact of decriminalisation of abortion in the UK.

Book excerpt: This is an open access book. The start of the 21st century has seen the world shaken by protests, from the Arab Spring to the Yellow Vests, from the Occupy movement to the social uprisings in Latin America. There are periods in history when large numbers of people have rebelled against the way things are, demanding change, such as in 1848, 1917, and 1968. Today we are living in another time of outrage and discontent, a time that has already produced some of the largest protests in world history. This book analyzes almost three thousand protests that occurred between 2006 and 2020 in 101 countries covering over 93 per cent of the world population. The study focuses on the major demands driving world protests, such as those for real democracy, jobs, public services, social protection, civil rights, global justice, and those against austerity and corruption. It also analyzes who was demonstrating in each protest; what protest methods they used; who the protestors opposed; what was achieved; whether protests were repressed; and trends such as inequality and the rise of women’s and radical right protests. The book concludes that the demands of protestors in most of the protests surveyed are in full accordance with human rights and internationally agreed-upon UN development goals. The book calls for policy-makers to listen and act on these demands.

Book excerpt: Proactive policing, as a strategic approach used by police agencies to prevent crime, is a relatively new phenomenon in the United States. It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term "proactive policing" to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred. Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing. Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.

This book was released on 2008-01-01 with total page 234 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent crime and criminal justice system trends in the countries of Europe and North America are reported, based on data in the sixth through the ninth United Nations Surveys on Crime Trends and the Operations of Criminal Justice Systems (CTS). The CTS is the main source of worldwide data on national recorded crime rates and criminal justice system operations. Data for the years 1995-2004 were obtained from official agencies in Canada, the U.S. and more than 30 countries in Europe, and were analyzed by a working group of international experts. The biggest strength of this dataset is that it allows the study of crime and criminal justice systems over a full ten-year period. Two of the major trends across Europe and North America in this period were: (1) On average, the number of criminal justice personnel and the resources of the national criminal justice systems remained stable. (2) The numbers of recorded assaults, robberies, drug-related offenses and frauds increased, while the numbers of thefts, auto thefts and burglary suspects decreased. The following 11 chapters provide extensive analyses of and statistical data on multinational trends: Introduction by Kauko Aromaa; Trends in Criminal Justice System Resources 1995-2004 by Beata Gruszczynska and Ineke Haen Marshall; Trends of Recorded Crime by Kauko Aromaa and Markku Heiskanen; Persons Brought into Initial Contact with the Police by Markku Heiskanen; Prosecution and Courts by Paul Smit; Juvenile Justice and the United Nations Survey on Crime Trends and Criminal Justice Systems by Steven Malby; Trends in Prison Population 1995-2004 by Roy Walmsley; An Empirical Approach to Country Clustering by Paul Smit, Ineke Haen Marshall andMirjam van Gammeren; Measu

Book excerpt: Murdoch and Hunt's Dictionary of Irish Law defines the principal words, concepts and phrases, their legal source, whether statutory or judicial, and gives a brief introduction to the law. Now in its sixth edition and with its definitions having been cited in the Supreme Court, this book remains essential to the understanding and practice of the law. The dictionary's usefulness lies in the wealth of related information that is pulled together under subject-matter headings. The entries are usually accompanied with the relevant statutory basis, as well as related acts and even, in the case of a major topic of law, noteworthy textbooks in the area. The dictionary draws information from a range of sources including the Rules of the Superior Courts, Law Reform commission Reports, as well as Gazette and Bar Review articles. In this way the dictionary can also be used as a subject-index of Irish law which reflects the up-to-date legislative and judicial developments in each area whilst also encompassing references to academic commentaries. The layout of the dictionary has been carefully designed with alphabetical physical tabulations and bold fonts for entry titles, to ensure the ease and speed of use. The sixth edition of Murdoch and Hunt's Dictionary of Irish Law contains over 10,300 legal definitions from “a coelo usque ad centrum” to “zoonoses”. This new edition adds 533 pages, incorporating 308 acts and 6335 SIs enacted since the 5th edition's publication eight years ago. The ongoing value of the work can be seen in the 23 instances it has been cited by the superior courts in recent years. This value will only grow in this newly expanded and updated edition.
