Available in PDF, EPUB and Kindle. Book excerpt: As figureheads of the most visible segment of criminal justice, today’s police administrators are forced to tackle challenges never faced by their predecessors. Heightened local and global threats, advanced technologies, and increased demands for procedural transparency require new levels of flexibility, innovative thinking, and the ability to foster and maintain relationships within the community. It is more crucial than ever to recruit and retain capable leaders to guide law enforcement agencies at this pivotal time in history. Covering areas such as leadership in policing, use of force, and understanding how the law shapes police practice, Handbook of Police Administration examines the key topics that must be considered by law enforcement professionals. Recognizing that police leaders need the skills and traits of a politician, accountant, attorney, field lieutenant, and futurist, the authors cover a variety of contemporary issues surrounding police administration and management. Divided into five thematic sections, it considers the legal aspects of overseeing a public sector organization, as well as how research, technology, and training can assist modern police leaders in performing their duties more effectively and efficiently. The book covers problematic issues such as officers accepting gratuities, undercover work, and the time criteria required for promotional consideration. It concludes with a chapter comparing administrative issues in Australia with many of the subjects previously addressed with regard to U.S. protocol. Using a range of perspective, differing viewpoints, and controversial issues, Handbook of Police Administration provides a springboard to stimulate discussion at the cutting-edge of debate in the dynamic field of policing.

Available in PDF, EPUB and Kindle. Book excerpt: Police Administration, 11th Edition, is a best-selling textbook that examines police administration from multiple perspectives: a systems perspective (emphasizing the interrelatedness among units and organizations); a traditional, structural perspective (administrative principles, management functions, and the importance of written guidelines); a human behavioral perspective (the human element in organizations); and a strategic management perspective (communications and information systems, performance evaluation, strategies and tactics, and prevailing and promising approaches to increasing effectiveness of police agencies). Management functions and organizational principles are defined and explained while providing an emphasis on evidence-based policing, diversity principles, and developing police agencies as learning organizations. A concluding chapter covers contemporary themes such as community engagement and collaboration, important issues such as police legitimacy and predictive policing, and modern management perspectives such as emotional intelligence and servant leadership. Case studies based on real-life events invite students to practice managing conflicting circumstances, and Modern Policing blog posts offer up-to-date news and breaking developments in the policing world. This book is suitable for undergraduates studying police management and supervision in the US and for practitioners seeking promotion to senior management roles. The ancillaries available include instructor’s manual, test bank, and lecture slides for faculty and case studies for student use.

Available in PDF, EPUB and Kindle. Book excerpt: "Since the beginning of the Black Lives Matter Movement in 2014, police brutality, police violence, and police reform have emerged as central public policy concerns, and throughout that time, Minneapolis has been at the center of these conversations, both as a leader in progressive police reform and as a demonstration of the failure of those reforms. From solidarity protests with Ferguson in 2014, to an occupation of a police precinct following the killing of Jamar Clark in 2015, protests following the death of Justine Damond (Ruszczyk) in 2017, and the uprising following George Floyd's murder in 2020, activists in Minneapolis have long demanded that the city take measures to make Black Lives Matter. In 2020, these demands shifted from police reform and accountability toward police defunding and abolition, culminating in a deeply contested ballot initiative to replace the Minneapolis Police Department with a new Department of Public Safety-a debate that has come to symbolize the rift in opinion about the role of policing that continues to divide the nation. The Minneapolis Reckoning uses Minneapolis as a case study to understand policing, police violence, and anti-police-violence activism in the twenty-first century. Drawing on fieldwork conducted between 2017 and 2021, as well as detailed historical analyses of transformations in the Minneapolis Police Department from the Great Migration to the present, Michelle Phelps tells the complex story of elected officials, elite interests, activist organizers, and residents struggling to gain power over the police. Tracing the ways in which movements pushing for the transformation of policing have crashed into the local politics of race, inequality, and violence, both in the years leading up to the murder of George Floyd and in its aftermath, Phelps offers revealing lessons about the political struggle over policing and the power of social movements for racial justice to create change"--

Book excerpt: This analysis of social equity and the solicitation and granting of federal funds will examine how police agencies have changed in lieu of the receipt of these funds authorized by the 1994 Federal Crime Bill. In the first part of this study, an analysis of the recent history of federal funding aimed at improving law enforcement capabilities will be examined. Next, the community oriented policing (COP) movement will be analyzed by detailing the types of programs subsidized by the 1994 Crime Bill funding, their original intent, and how they were to be operationalized will be discussed. A theoretical framework will be presented that will use empirical assessments of the number of community (or proactive) programs in place in each agency, degrees of organizational change noted in a three-year review of each department's structure as reported in the LEMAS survey of police departments, the levels of economic inequality present in the jurisdictions that received COP funding, and the ethnic composition of these jurisdictions.
