Book excerpt: Poland's economic development story is one of success: since the early 1990s, the country has transitioned to a market economy, integrated into the European Union economy and global supply chains and sustained robust growth, avoiding the middle-income trap and increasing the resilience of its economy. Poland has sustained strong growth over the past three decades, making substantial advances in converging towards the European Union (EU-27) average per capita income, although there is still a considerable gap in both productivity and income convergence when compared with aspirational peers. Poland successfully transitioned to an EU-integrated market economy, moving from upper middle-income to high-income status in less than a decade and a half. Its economy underwent a deep structural transformation, supported by cost-competitiveness, and is now well-diversified and more resilient to shocks. Long-term growth has been supported by increased total factor productivity (TFP), grounded in efficiency gains, although capital accumulation has remained the main contributor to growth. While capital deepening did occur, investments in Information Communication and Technology (ICT) and in intangible assets that have high growth potential lagged those of peers. A skilled labor force has contributed more to growth in the case of Poland than it did in peer countries. The COVID-19 pandemic, however, has resulted in important learning losses, as observed throughout the world, and together with reversals in education reforms in recent years could weigh down on labor quality and productivity in the future.COVID-19.

Book excerpt: Economic activity in the Europe and Central Asia (ECA) region is expected to remain resilient but slow this year as a weaker global economy, slowdown in China, and lower commodity prices weigh on the region's growth outlook. Regional growth is likely to drop to 2.8 percent in 2024, following substantial strengthening to 3.3 percent last year because of a shift from contraction to expansion in the Russian Federation and war-hit Ukraine, and a more robust recovery in Central Asia. Regional output growth is projected to moderate further to 2.6 percent in 2025. The outlook faces multiple headwinds. A slower-than-expected recovery in key trading partners, restrictive monetary policies, and exacerbation of geopolitical developments could further dampen growth across the region. Weak productivity growth in ECA in the recent decade has resulted in a sharp slowdown in income convergence with advanced economies. Fundamental drivers of productivity growth, including progress in advancing institutional and market reforms, technology adoption, and innovation, are key for enabling private sector-led growth. Boosting business dynamism in ECA will require addressing several challenges, including upgrading the competitive environment, reducing state involvement in the economy, dramatically boosting the quality of education, and strengthening the availability of finance. While meeting these challenges will look different across countries, addressing them is an essential condition to achieve stronger economic growth and overcome the middle-income trap.

The paper has three principal objectives: • Highlight major issues that Poland is likely to face in implementing the requirements; • Estimate the total costs of compliance for the public sector in certain key sectors, and outline possible options for reducing those costs; and • Assess where the burden of those costs is likely to fall, and the options for financing the investments.

Compliance with EU environmental regulations is especially onerous for Central and Eastern European countries because of the costs involved and the legacy of pollution from communist-era industries. But Andonova argues that EU integration has a positive impact on environmental policies in these countries by exerting a strong influence on the environmental interests of regulated industries. With her empirical study of chemical safety and air pollution policies from 1990 to 2000, she shows that export-competitive industries such as the chemical industry that would benefit from economic integration have an incentive to adopt EU norms. By contrast, industries such as electric utilities that primarily serve the domestic market remain opposed to EU environmental standards and must be prodded by their own governments to implement environmental-protection measures. These differences in domestic interests greatly influence the course of reforms and the adoption of EU standards.
