Book excerpt: This book examines the process of Poland’s accession negotiations to the European Union between 1998-2003. An empirical study based on Robert Putnam’s two-level game model, it charts the influence and role of key domestic actors and groups on the negotiations especially in three critical, controversial, areas - areas where EU accession threatened to bring about a profound transformation to Polish life - agriculture, with particular emphasis on direct payments and production quotas; the purchase of real estate by foreigners; and the free movement of labour. This book demonstrates the complex interaction between the domestic and international level of negotiations and furthermore, shows how critical this link can be to negotiation outcomes at the international level. It reveals how susceptible Poland’s negotiation process was to domestic pressure, particularly public opinion and interest groups. Drawing heavily on qualitative analysis – such as press releases, news wires, policy documents, as well as quantitative analyses, such as the use of opinion polls, and supported by in-depth, unrestricted interviews with key Polish decision-makers, this book examines the dynamics of policy formation in Poland and shows how this translated into the final conditions of accession.

Book excerpt: Holocaust Education: Promise, Practice, Power and Potential provides timely studies of some of the most pressing issues in teaching and learning about the Holocaust around the world. Europe is experiencing both anti-Semitic attacks, many by radicals claiming the banner of Islam, and the resurgence of right wing movements that are openly hostile to minority rights, particularly for marginalized and vulnerable groups like the Roma/Sinti, and Muslim refugees. Can Holocaust education, an encounter with the most extreme racial ideology to afflict the continent, reduce violence and prejudice against Jewish and other minority groups? The important studies in this volume address these and other pressing issues for the field, including the progress of Central and Eastern European countries that experienced both Soviet hegemony and Nazi terror in grappling with the history of the Holocaust. This book was originally published as a special issue of Intercultural Education.

Available in PDF, EPUB and Kindle. Book excerpt: Bjllrn Tore Godal Norwegian Ambassador to Germany Chairman of the Editorial Advisory Board Several of the contributions to the present volume of The NEBI Yearbook have been inspired by the fact that roughly speaking, ten years have passed since the first steps were taken to initiate cross-border co-operation in the Barents and Baltic Sea areas. One of the most important co-operative organisations in the European Northeast, i. e. The Council of the Baltic Sea States, was launched in 1992. The Barents Euro Arctic Council was established in 1993. An avalanche of co-operative and cross-border initiatives has since hit this part of Europe with all kinds of actors participating - states, regional and municipal authorities, univer sities, national organisations, businesses and private interests. Even international organisations and actors from outside the immediate NEBI area have taken a special interest in this dynamic part of the world. Among the most important is the European Union, whose Finnish-inspired Northern Dimension initiative has become a permanent fixture. As many of the chapters in NEBI 2003 testifY, integration in the NEB I area - across old political and ideological borders and cultural and socio-economic divides that are among the most pronounced anywhere in the world - has on the whole been a great success.

Available in PDF, EPUB and Kindle. Book excerpt: Most scholars attribute systemic causes of food insecurity to poverty, human overpopulation, lack of farmland, and expansion of biofuel programs. However, as Chen argues here, another significant factor has been overlooked. The current food insecurity is not absolute food shortage, since global food production still exceeds the need of the entire world population, but a problem of how to secure access to resources. Distorted agricultural trade undermines world food distribution, and uneven distribution impedes people’s access to food, particularly in poor developing countries. Examining EU and US agricultural policies and World Trade Organization negotiations in agriculture, the author argues how they affect the international agricultural trade, claiming that current food insecurity is the result of inequitable food distribution and trade practices. The international trade regime is advised to reconcile trade rules with the consideration of food security issues. Several other enforceable solutions to reduce world hunger and malnutrition are also advanced, including national capacity building, the improvement of governance, and strategic development of biofuel programs. This book will be of great interest to agricultural trade professionals and consultant policy makers in the EU, US and developing countries. Students and researchers with a concentration on international trade, agriculture economics, global governance and international law will benefit greatly from this study.

Available in PDF, EPUB and Kindle. Book excerpt: Economic globalisation is a long-term international process in which the roles of the EU, ASEAN, Korea, Japan and China are of increasing importance. Trade dynamics and foreign investment, as well as regional policy cooperation in Europe and Asia, are discussed here along with historical developments. Moreover, the book highlights links between European Community law and WTO regulations. The key challenges posed by China's economic expansion are part of the analysis; specific issues concern international outsourcing and off-shoring as well as regional economic integration in a period of financial globalisation. Based on historical dynamics, theoretical analysis and global shifts, policy solutions for Europe, Asia and the world economy can be arrived at: The book offers clear policy options and also reveals crucial issues in terms of the welfare analysis of regional integration.
