This second test, known as Pokhran-II, caught the world by surprise and 17 days later it was followed by Pakistan’s first test of a nuclear device. The international community sought clarification for these developments and Indian and Pakistani leaders issued messages to explain their respective country’s rationale for testing. This report, focusing on the statements of then Indian Prime Minister Atal Bihari Vajpayee, argues that India’s motivations for testing can only be fully understood through consultation with both English and Hindi language statements. Four established models that explain why nations develop and test nuclear weapons are used to parse these sources to determine the contrast of rationale between each language. These models – gaining “security” from external threat, the interests of “domestic politics”, nuclear weapons as one of the “norms” indicating modernity, and the centering of victimhood and entitlement in “post-imperial ideology” – are variously represented across the statements. This displays that the complete picture of why the tests were conducted only can be seen by studying statements made in both languages. The implications of these findings suggest that attempts to clarify events that originate in multilinguistic settings should be made via consultation with sources in all of the languages that constitute the setting of the original event.

The nuclear forces, however, are sought only to be minimum possible to credibly deter nuclear weapons use or coercion against India, Considering the imperatives of the Indian deterrence posture as per the draft doctrine, and the state of her weapons and missile program an estimate of the number and type of weapons and delivery systems has been made, The information used in arriving at the conclusion is from unclassified sources, A countervalue target set of top ten cities of a hypothetical country is selected, Assumptions have been made, using other such authoritative works, wherever specific data was not available due to its classified nature, Within these limitations, it was found that India needed to develop and deploy 165 nuclear weapons of 50 KT yield, 70 weapons of 20 KT yield, 200 Agni 2/3 missiles, and 35 Prithvi 2/3 missiles to achieve the deterrence posture sought in the draft nuclear doctrine.

Book excerpt: The United States–India nuclear cooperation agreement to resume civilian nuclear technology trade with India—a non-signatory of the Nuclear Nonproliferation Treaty (NPT) and a defacto nuclear weapon state—is regarded as an impetuous shift in the US nuclear nonproliferation policy. The 2008 nuclear agreement aroused sharp reactions and unleashed a storm of controversies regarding the reversal of the US nonproliferation policy and its implications for the NPT regime. This book attempts to overcome the significant empirical and theoretical deficits in understanding the rationale for the change in the US nuclear nonproliferation policy toward India. This nuclear deal has been largely related to the US foreign policy objectives, especially establishing India as a regional counter-balance to China. The author examines the US–India nuclear cooperation agreement in a bilateral context, with regard to the nuclear regime. In past discourse India has been mainly viewed as a challenger to the nuclear regime, but this reflects the paucity in understanding India’s approach to the issue of nuclear weapons. The author relates the nuclear estrangement to the disjuncture between the US and India’s respective approach to nuclear weapons, evident during the negotiations that led to the framing of the NPT. The change in the US approach towards India, the nuclear outlier, has been exclusively linked to the Bush administration, which faced considerable criticism for sidelining the nonproliferation policy. This book instead traces the shifting of nuclear goalposts to the Clinton administration following the Pokhran II nuclear tests conducted by India. Contrary to the widespread perception that the decision to offer the nuclear technology to India was an impromptu decision by the Bush administration, the author contends that it was the result of a diligent process of bilateral dialogue and interaction. This book provides a detailed overview of the rationale and the developments that led to the agreement. Employing the regime theory, the author argues that the US–India nuclear agreement was neither an overturn of the US nuclear nonproliferation policy nor an unravelling of the NPT-centric regime.
