Book excerpt: The countries of the Latin America and Caribbean region (LAC), like other emerging economies, have benefited from a decade of remarkable growth and some income per capita convergence towards the United States and other industrialized countries. However, even nearly ten years of solid growth in the first decade of the 21st century could not guarantee that LAC would move on to a sustained long-term income convergence path. In fact, despite this recent progress, LAC still faces a significant per capita income gap with the developed world. The papers in this volume contribute to the ongoing debate on the reasons for this persistent income gap and the potential drivers of convergence, and propose some broad avenues for reform. This volume presents new macro-, sectoral-, and micro-level evidence that: (i) differences in total factor productivity (TFP), or efficiency in using the production factors, such as physical and human capital, explain a large part of LAC's persistent income gap; and (ii) resource misallocation is the main factor behind LAC's large efficiency gap. At the same time, the findings of this volume indicate there is significant room for further economic growth gains from technology adoption and innovation more broadly. In fact, the quality of the available technology in LAC is low, and there is very little innovation. Although firms can use innovation to reach productivity at the global productivity frontier, weak institutions reduce incentives to innovate. This volume also proposes that the main priorities for improving resource allocation and the incentives to innovate include: (i) enhancing market competition in key network industries (transport, financial, telecommunications, logistics, communication and distribution services); (ii) increasing labor market flexibility (including skill-mismatches and social barriers); (iii) removing informational frictions (including complex tax regimes and credit rationing); (iv) strengthening property rights; and (v) improving the rule of law.

While many target audiences were on the conflict's original front-lines in Europe, the vast majority resided in areas in the throes of decolonization and experienced the Cold War as public diplomacy- as a media war for their allegiance rather than as violence. In these areas, superpower public diplomacy encountered volatile issues of race, empire, poverty, and decolonization-which intersected with the dynamics of the Cold War and with anti-imperialist currents. The challenge to US public diplomacy was acute. Jim Crow and Washington's European-imperial alliances were inseparable from the image of the United States and put American outreach unavoidably on the defensive. Newly independent voices in the non-European world responded to this media war by launching public-diplomacy campaigns of their own. In addition to validating the strategic importance of public diplomacy, they articulated a different vision of the postwar world. Rejecting the superpowers' Cold War, they forged the "Third World project" around nonalignment, post-imperial economic development, and anti-colonial racial solidarity. In doing so, Jason C. Parker argues, the United States inadvertently helped to nurture the "Third World" as a transnational imagined community on the postwar global landscape. Tracing US public diplomacy during the early years of the Cold War, Hearts, Minds, Voices narrates how US foreign policy engaged with and impacted the Global South and international history more broadly.

Populism and Patronage shows that the populists such as Indira Gandhi and Narendra Modi win elections when the institutionalized ties between non-populist parties and voters decay. Yet, the explanations for this decay differ across different types of party system. Populism and Patronage focuses on the particular vulnerability of patronage-based party systems to populism. Patronage-based systems are ones in which parties depend on the distribution of patronage through a network of brokers to mobilize voters. Drawing on principal agent theory and social network theory, this book argues that an increase in broker autonomy weakens the ties between patronage parties and voters, making latter available for direct mobilization by populists. Decentralization is thus a major factor behind populist success in patronage democracies. The volume argues that populists exploit the breakdown in national patronage networks by connecting directly with the people through the media and mass rallies, avoiding or minimizing the use of deeply-institutionalized party structures.This book not only reinterprets the recurrent appeal of populism in India, but also offers a more general theory of populist electoral support that is tested using qualitative and quantitative data on cases from across Asia and around the world, including Indonesia, Japan, Venezuela, and Peru.
