De la misma forma, se invita a reconocer las particularidades sociales y culturales vinculadas a los usos de energía en los hogares latinoamericanos. Esta obra está dirigida a investigadores, profesores, hacedores de políticas públicas, estudiantes y público en general, que estén interesados en conocer las visiones y enfoques de la pobreza energética desarrollados en América Latina y cómo el acceso a los servicios de energía contribuye al bienestar y calidad de vida de la población.

Over the past few decades, populism has spread across the world – particularly in Europe, but also notably in the US, South America, and Asia. Its essential features – especially its ideological 'thinness' – mean that we can observe considerable variations across populists in their environmental stances. This holds across the political spectrum from the left to the right, despite the traditional tendency of right-wing parties to be skeptical of pro-environmental positions and of left-wing parties to subscribe to them. Regardless of variations, however, ‘true populists’ can be expected to consistently anchor environmental stances in people-centrism and anti-elitism – in ways linked to additional party-specific factors. This book systematizes analytically what the literature observes, corrects some of its empirical limitations, and allows for reflection on the commitment by any one populist party to the environment. The authors undertake a cross-regional analysis of four case studies to illustrate their argument: Marine Le Pen’s National Rally in France, the US Republican Party led by Donald Trump, Spain’s Podemos led by Pablo Iglesias, and Hugo Chávez and Nicolás Maduro’s socialist regime in Venezuela. Su utilidad semántica es la de expresar una manifestación de la pobreza que se da en torno al acceso a un suministro tan básico como la energía. El presente trabajo se centra sobre todo en el examen de los factores del mercado energético español que condicionan e incluso determinan que un creciente sector de la sociedad esté o pueda estar próxima a una situación de pobreza energética. Por tanto, la discusión que se ofrece en este artículo no se hace desde la perspectiva de las medidas puramente paliativas, como el bono social eléctrico. Los mecanismos prestacionales (bonos sociales, ayudas al pago de suministros) deben articularse como instrumentos de transición que paulatinamente vayan dejando paso a medidas institucionales y estructurales que busquen afrontar el problema de raíz y a largo plazo, meta que exige observar y reformar los condicionantes mercantiles y regulatorios que hacen que el precio de la electricidad sea inasumible para amplios y crecientes grupos sociales.En este sentido, este trabajo busca sentar algunas bases y premisas para un examen crítico y propositivo de política legislativa sobre el mercado eléctrico y la regulación y supervisión de sus actores a fin de contrarrestar las causas directas de la pobreza energética, comenzando por la moderación económica y transparencia del precio de la electricidad y la tutela jurídica de los consumidores vulnerables.
