De la misma forma, se invita a reconocer las particularidades sociales y culturales vinculadas a los usos de energía en los hogares latinoamericanos. El presente trabajo se centra sobre todo en el examen de los factores del mercado energético español que condicionan e incluso determinan que un creciente sector de la sociedad esté o pueda estar próxima a una situación de pobreza energética. Por tanto, la discusión que se ofrece en este artículo no se hace desde la perspectiva de las medidas puramente paliativas, como el bono social eléctrico. Los mecanismos prestacionales (bonos sociales, ayudas al pago de suministros) deben articularse como instrumentos de transición que paulatinamente vayan dejando paso a medidas institucionales y estructurales que busquen afrontar el problema de raíz y a largo plazo, meta que exige observar y reformar los condicionantes mercantiles y regulatorios que hacen que el precio de la electricidad sea inasumible para amplios y crecientes grupos sociales.En este sentido, este trabajo busca sentar algunas bases y premisas para un examen crítico y propositivo de política legislativa sobre el mercado eléctrico y la regulación y supervisión de sus actores a fin de contrarrestar las causas directas de la pobreza energética, comenzando por la moderación económica y transparencia del precio de la electricidad y la tutela jurídica de los consumidores vulnerables.
