Book excerpt: Research programs have led to the adoption of procedures for all phases of plutonium recovery and purification. This report discusses some of the many procedures required to recover and purify the plutonium contained in the residues generated by LASL research, process development, and production activities. The report also discusses general plant facilities, the liquid and gaseous effluents, and solid waste management practices at the New Plutonium Facility, TA-55. Many of the processes or operations are merely steps in preparing the feed for one of the purification systems. For example, the plutonium is currently removed from noncombustibles in the pickling operation with an HNO3 leach. The HNO3 leach solution is the product of this operation and is sent to one of the nitrate anion-exchange systems for concentration and purification.

Book excerpt: Using pyrochemical oxidation and reduction, we have developed a process to recover the plutonium in impure scrap with less than 95% plutonium. This plutonium metal was further purified by pyrochemical electrorefining. During development of the procedures, depleted electrorefining anodes were processed, and over 80% of the plutonium was recovered as high-purity metal in one electrorefining cycle. Over 40 kg of plutonium has been recovered from 55 kg of impure anodes with our procedures. 6 refs., 2 figs., 5 tabs.

Book excerpt: One mission of the Los Alamos National Laboratory (LANL) is to affect pollution prevention and waste minimization surrounding operations at their Plutonium Facility. Efforts are underway and technologies are being deployed to capture the actinide at the source thereby reducing the amount of nuclear material leaving the facility as transuranic waste. Traditional processing alternatives for decontamination, such as strong acid leaching and surface brushing have not achieved the desired recovery efficiencies for plastic or non-actinide metal matrices. Much of the nuclear material present is fixed in the matrix, and is not susceptible to recovery with surface cleaning techniques. In addition, the relatively large secondary waste volumes associated with the acid leaching have persuaded LANL to evaluate alternative recovery methods. The purpose of this paper is to describe the development and testing of a prototype chemical decontamination and co-precipitation process installed at the Los Al amos Plutonium Facility that is based on the patented TechXtract{reg_sign} system developed by Active Environmental Technologies Inc. (AET). The technology was enhanced under a PRDA contract awarded by DOE in 1997.

Book excerpt: For almost 30 years, Los Alamos National Laboratory has used anion exchange in nitric acid as the major aqueous process or the recovery and purification of plutonium. One of the few disadvantages of this system is the particularly slow rate at which the anionic nitrato complex of Pu(IV) equilibrates with the resin. The Nuclear Materials Process Technology Group at Los Alamos recently completed an ion exchange development program that focused on improving the slow sorption kinetics that limits this process. A comprehensive investigation of modern anion exchange resins identified porosity and bead size as the properties that most influence plutonium sorption kinetics. Our study found that small beads of macroporous resin produced a dramatic increase in plutonium process efficiency. The Rocky Flats Plant has already adopted this improved ion exchange technology, and it currently is being evaluated for use in other DOE plutonium-processing facilities.

This paper describes process-modeling efforts focused on the operations related to the Radioactive Source Recovery Program, which recovers the plutonium from plutonium-beryllium neutron sources. This program accomplishes at least two goals: it is evidence of good stewardship of a national resource, plutonium, and destroys a potential health hazard, the neutron source, by separating the plutonium from the beryllium in sources that are no longer being used in various industries or the military. We examine the processes related to source recovery operations in terms of throughput, ionizing radiation exposure to workers, and mass balances using two discrete-event simulation tools: Extend{trademark}, which is commercially available; and ProMoS, which is in-house software specifically tailored for modeling nuclear-materials operations.

The unit will be functionally tested in May; 3) Completed casting of the first two near net shape W87 hemishells; 4) Delivered Revision 3 of the Plutonium Sustainment and Manufacturing Study; 5) Completed machining and inspecting the first set of Pollux parts on Precitech 1; 6) Attended the Pu Sustainment Second Quarter Mid-Year Review and the Pit Production Integrated Project Team meeting in Livermore, providing technical updates across the Plutonium Sustainment portfolio; 7) Analyzed the program impact of the LANL Voluntary Separation Program. The analysis determined an impact of 24.6 FTEs and a budget impact of approximately $3.2 Million Dollars of pull back; 8) The Power Supply Assembly Area project received a LANL Pollution Prevention "Gold" award in the category of Cradle-to-Cradle - Cleanouts. A gold award is presented to the number one project in its pollution prevention category. There are currently no major issues associated with achieving MRT L2 Milestones 4195-4198 or the relevant PBIs associated with Plutonium Sustainment. There are no budget issues associated with FY12 final budget guidance. Table 1 identifies all Baseline Change Requests (BCRs) that were initiated, in process, or completed during the month. The earned value metrics overall for LANL are within acceptable thresholds, so no high-level recovery plan is required.

The safeguards groups of the Los Alamos National Laboratory have been working since the early design stage of the facility with SRP and other national laboratories to develop a state-of-the-art assay system for this new facility. Not only will the most current assay techniques be incorporated into the system, but also the various nondestructive assay (NDA) instruments are to be integrated with an Instrument Control Computer (ICC). This undertaking is both challenging and ambitious; an entire assay system of this type has never been done before in a working facility. This paper will describe, in particular, the effort of the Los Alamos Safeguards Assay Group in this endeavor. Our effort in this project can be roughly divided into three phases: NDA development, system integration, and integral testing. 6 references.

This paper presents an overview of plutonium process chemistry used at these sites, with particular emphasis on solution chemistry involved in recovery, purification, and waste treatment operations. By extrapolating from the present system of processes, this paper also attempts to chart the future direction of plutonium process development and operation. Areas where a better understanding of basic plutonium chemistry will contribute to development of improved processing are called out.
