Book excerpt: With the end of the Cold War and break-up of the Soviet Union in the early 1990s, control of surplus nuclear weapons material became an urgent U.S. foreign policy goal. Particular U.S. concern focused on plutonium from Soviet nuclear warheads, which it was feared posed a major nuclear weapons proliferation risk. The United States supported a successful effort to consolidate the storage of Soviet nuclear weapons and materials in Russia, and then began negotiating reductions in weapons material stockpiles. Congress has been closely involved in formulating U.S. policy on surplus plutonium disposition, as well as funding the necessary facilities, operations, and Russian assistance to implement the program. Congressional debate is now focusing on the U.S. program's escalating costs and the Obama Administration's FY2015 proposal to halt construction of plutonium disposition facilities in South Carolina and prepare a new strategy. This book discusses the mixed-oxide fuel fabrication plant and plutonium disposition. It also examines drivers the National Nuclear Security Administration (NNSA) identified for the cost increases of construction projects for plutonium disposition; the extent to which NNSA analysed underlying causes of the cost increases; steps NNSA took to hold construction contractors accountable for their role, if any, in the cost increases; and the extent to which NNSA's most recent estimates met cost- and schedule-estimating best practices.

Book excerpt: MOX fuel, a mixture of weapon-grade plutonium and natural or depleted uranium, may be used to deplete a portion of the world's surplus of weapon-grade plutonium. A number of reactors currently operate in Europe with one-third MOX cores, and others are scheduled to begin using MOX fuels in both Europe and Japan in the near future. While Russia has laboratory-scale MOX fabrication facilities, the technology remains under study. No fuels containing plutonium are used in the U.S. The 25 presentations in this book give an impressive overview of MOX technology. The following issues are covered: an up to date report on the disposition of ex-weapons Pu in Russia; an analysis of safety features of MOX fuel configurations of different reactor concepts and their operating and control measures; an exchange of information on the status of MOX utilisation in existing power plants, the fabrication technology of various MOX fuels and their behaviour in practice; a discussion of the typical national approaches by Russia and the western countries to the utilisation of Pu as MOX fuel; an introduction to new ideas, enhancing the disposition option of MOX fuel exploitation and destruction in existing and future advanced reactor systems; and the identification of common research areas where defined tasks can be initiated in cooperative partnership.

Book excerpt: In 2018, the National Academies of Sciences, Engineering, and Medicine issued an Interim Report evaluating the general viability of the U.S. Department of Energy's National Nuclear Security Administration's (DOE-NNSA's) conceptual plans for disposing of 34 metric tons (MT) of surplus plutonium in the Waste Isolation Pilot Plant (WIPP), a deep geologic repository near Carlsbad, New Mexico. It provided a preliminary assessment of the general viability of DOE-NNSA's conceptual plans, focused on some of the barriers to their implementation. This final report addresses the remaining issues and echoes the recommendations from the interim study.

Book excerpt: "This volume brings together an international group of distinguished scholars to provide a fresh assessment of China's strategic military capabilities, doctrines, and perceptions in light of rapidly advancing technologies, an expanding and modernizing nuclear arsenal, and increased great-power competition with the United States. China's strategic weapons are its expanding nuclear arsenal and emerging conventional weapons systems such as hypersonic missiles and anti-satellite missiles. China's strategic arsenal is important because of how it affects the dynamics of US-China relations and the relationship between China and its neighbors. Without a doubt China's strategic arsenal is growing in size and sophistication, but this book also examines key uncertainties. Will China's new capabilities and confidence lead it to be more assertive or take more risks? Will China's nuclear traditions (i.e., no first use) change as the strategic balance improves? Will China's approach to military competition in the domains of cyberspace and outer space be guided by a notion of strategic stability or not? Will there be a strategic arms race with the United States? The goal of this book is to update our understanding of these issues and to make predictions about how these dynamics may play out"--

Book excerpt: The end of the Cold War left the U.S. with a surplus of weapons-grade plutonium, which poses proliferation and safety risks. Much of this material is found in a key nuclear weapon component known as a pit. The DoE plans to dispose of at least 34 metric tons of plutonium by fabricating it into mixed oxide (MOX) fuel for domestic nuclear reactors. To do so, two facilities are being constructed -- a MOX Fuel Fabrication Facility and a Waste Solidification Building. This report assessed the: (1) cost and schedule status of the construction projects; (2) status of NNSA's plans for pit disassembly and conversion; (3) status of NNSA's plans to obtain customers for MOX fuel; and (4) actions to provide independent nuclear safety oversight. Charts and tables.

The Department of Energy (DOE) plans to dispose of at least 34 metric tons of plutonium by fabricating it into mixed oxide (MOX) fuel for domestic nuclear reactors. GAO was asked to assess the (1) cost and schedule status of the MFFF and WSB construction projects, (2) status of NNSA's plans for pit disassembly and conversion, (3) status of NNSA's plans to obtain customers for MOX fuel from the MFFF, and (4) actions that the Nuclear Regulatory Commission (NRC) and DOE have taken to provide independent nuclear safety oversight. GAO reviewed NNSA documents and project data, toured DOE facilities, and interviewed officials from DOE, NRC, and nuclear utilities. "

This book was released on 2003-06-09 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: The production of nuclear materials for the national defense was an intense, nationwide effort that began with the Manhattan Project and continued throughout the Cold War. Now many of these product materials, by-products, and precursors, such as irradiated nuclear fuels and targets, have been declared as excess by the Department of Energy (DOE). Most of this excess inventory has been, or will be, turned over to DOE's Office of Environmental Management (EM), which is responsible for cleaning up the former production sites. Recognizing the scientific and technical challenges facing EM, Congress in 1995 established the EM Science Program (EMSP) to develop and fund directed, long-term research that could substantially enhance the knowledge base available for new cleanup technologies and decision making. The EMSP has previously asked the National Academies' National Research Council for advice for developing research agendas in subsurface contamination, facility deactivation and decommissioning, high-level waste, and mixed and transuranic waste. For this study the committee was tasked to provide recommendations for a research agenda to improve the scientific basis for DOE's management of its high-cost, high-volume, or high-risk excess nuclear materials and spent nuclear fuels. To address its task, the committee focused its attention on DOE's excess plutonium-239, spent nuclear fuels, cesium-137 and strontium-90 capsules, depleted uranium, and higher actinide isotopes.

Book excerpt: This Safety Guide supplements the Safety Requirements publication Safety of Fuel Cycle Facilities, and addresses all the stages in the life cycle of MOX fuel fabrication facilities (MFFFs), with emphasis placed on design and operation. It describes the actions, conditions and procedures for meeting safety requirements and deals specifically with the handling, processing and storage of plutonium oxide, depleted, natural or reprocessed uranium oxide, mixed oxide manufactured from the above to be used as a feed material to form MOX fuel rods and assemblies for export and subsequent use in water reactors and fast breeder reactors. The publication is intended to be of use to designers, operating organizations and regulators to ensure the safety of MOX fuel fabrication facilities.
