The reference plant design is driven by a high-temperature helium-cooled nuclear reactor coupled to a direct Brayton power cycle. The reference design reactor power is 600 MWt, with a primary system pressure of 7.0 MPa, and reactor inlet and outlet fluid temperatures of 540°C and 900°C, respectively. The electrolysis unit used to produce hydrogen includes 4,009,177 cells with a per-cell active area of 225 cm2. The optimized design for the reference hydrogen production plant operates at a system pressure of 5.0 MPa, and utilizes an air-sweep system to remove the excess oxygen that is evolved on the anode (oxygen) side of the electrolyzer. The inlet air for the air-sweep system is compressed to the system operating pressure of 5.0 MPa in a four-stage compressor with intercooling. The alternating-current, AC, to direct-current, DC, conversion efficiency is 96%. The overall system thermal-to-hydrogen production efficiency (based on the lower heating value of the produced hydrogen) is 47.12% at a hydrogen production rate of 2.356 kg/s. An economic analysis of this plant was performed using the standardized H2A Analysis Methodology developed by the Department of Energy (DOE) Hydrogen Program, and using realistic financial and cost estimating assumptions. The results of the economic analysis demonstrated that the HTE hydrogen production plant driven by a high-temperature helium-cooled nuclear power plant can deliver hydrogen at a competitive cost. A cost of $3.23/kg of hydrogen was calculated assuming an internal rate of return of 10%.

A required cost of $3.23 per kg of hydrogen produced was calculated assuming an internal rate of return of 10%. Approximately 73% of this cost ($2.36/kg) is the result of capital costs associated with the construction of the combined nuclear plant and hydrogen production facility. Operation and maintenance costs represent about 18% of the total cost ($0.57/kg). Variable costs (including the cost of nuclear fuel) contribute about 8.7% ($0.28/kg) to the total cost of hydrogen production, and decommissioning and raw material costs make up the remaining fractional cost.

The overall system thermal-to-hydrogen production efficiency (based on the higher heating value of the produced hydrogen) is 40.4% at a hydrogen production rate of 1.75 kg/s and an oxygen production rate of 13.8 kg/s. An economic analysis of this plant was performed with realistic financial and cost estimating assumptions. The results of the economic analysis demonstrated that the HTE hydrogen production plant driven by a high-temperature helium-cooled nuclear power plant can deliver hydrogen at a cost of $3.67/kg of hydrogen assuming an internal rate of return, IRR, of 12% and a debt to equity ratio of 80%/20%. A second analysis shows that if the power cycle efficiency increases to 44.4%, the hydrogen production efficiency increases to 42.8% and the hydrogen and oxygen production rates are 1.85 kg/s and 14.6 kg/s respectively. At the higher power cycle efficiency and an IRR of 12% the cost of hydrogen production is $3.50/kg.

The overall system thermal-to-hydrogen production efficiency (based on the higher heating value of the produced hydrogen) is 42.8% at a hydrogen production rate of 1.85 kg/s (66 million SCFD) and an oxygen production rate of 14.6 kg/s (33 million SCFD). An economic analysis of this plant was performed with realistic financial and cost estimating The results of the economic analysis demonstrated that the HTE hydrogen production plant driven by a high-temperature helium-cooled nuclear power plant can deliver hydrogen at a competitive cost. A cost of $3.03/kg of hydrogen was calculated assuming an internal rate of return of 10% and a debt to equity ratio of 80%/20% for a reactor cost of $2000/kWt and $2.41/kg of hydrogen for a reactor cost of $1400/kWt.

These plants had been referred to as “decarbonized fuel plants,” but are now called “hydrogen fuel plants.” The scope of work for this analysis entailed the following: Identifying alternative processes and technologies utilized for production of hydrogen from coal; Reviewing the technical and economic characteristics of developmental materials and technologies for separating hydrogen and oxygen from gas mixtures; Conceptualizing process plant designs that utilize developing technologies and materials, resulting in costs of product and CO2 sequestration significantly lower than with conventional approaches; Comparing the costs of a hydrogen fuel plant with plants designed to produce hydrogen from coal utilizing conventional technology; Performing sensitivity analyses on the baseline conceptual hydrogen fuel plants to determine the effect of modifying plant design on cost of product; Presenting data and results on this study at periodic conferences and workshops. An alternative plant was conceived for producing hydrogen from coal utilizing a hydrogen separation device (HSD) being developed by Oak Ridge National Laboratory (ORNL). The HSD is based on a high-temperature membrane separation concept that can be designed to selectively separate hydrogen from other gases. By utilizing the HSD, it should be possible to separate hydrogen from CO2 passively and economically. This report is a compilation of a series of letter reports issued between 1999 and 2001 to document the activity and results from this investigation. It includes the following: An establishment of a baseline plant design for hydrogen production based on the ORNL membrane concept, A comparison of this design to the conventional methods of producing hydrogen from natural gas and coal, and An evaluation of the HSD based on gasifying a mixture of Wyodak coal and biomass.

Book excerpt: This book describes recent technological developments in next generation nuclear reactors that have created renewed interest in nuclear process heat for industrial applications. The author’s discussion mirrors the industry’s emerging focus on combined cycle Next Generation Nuclear Plants’ (NGNP) seemingly natural fit in producing electricity and process heat for hydrogen production. To utilize this process heat, engineers must uncover a thermal device that can transfer the thermal energy from the NGNP to the hydrogen plant in the most performance efficient and cost effective way possible. This book is written around that vital quest, and the author describes the usefulness of the Intermediate Heat Exchanger (IHX) as a possible solution. The option to transfer heat and thermal energy via a single-phase forced convection loop where fluid is mechanically pumped between the heat exchangers at the nuclear and hydrogen plants is presented, and challenges associated with this tactic are discussed. As a second option, heat pipes and thermosyphons, with their ability to transport very large quantities of heat over relatively long distance with small temperature losses, are also examined.
