Available in PDF, EPUB and Kindle. Book excerpt: This edited collection, first published in 1988, was the first title to bring international perspectives into the field of rural planning. Using a comparative approach and a broad range of case studies, including Britain, Scandinavia, the U.S.S.R. and New Zealand, the authors review the major problems faced within rural areas, and policy responses to these problems. Each study deals with the political and institutional frameworks involved in the management of rural areas and the means by which policies have been implemented. With an introduction from Paul Cloke that places rural policies and plans within the context of the state, this reissue will be of great value to any students with an interest in the planning and organisation of rural communities across the world.

Available in PDF, EPUB and Kindle. Book excerpt: Contemporary processes of economic, social, political and cultural restructuring are having profound impacts on the form and function of rural areas within the countries of the European Union and beyond. Furthermore, rural development policies and programmes at EU and national levels have been critical in shaping the responses of different rural areas across Europe to these wider processes of restructuring. Contrasting empirical studies of ten European countries, this volume provides a comprehensive analysis of the restructuring processes and the various national, regional and local rural development programmes. Adopting a different national perspective in each chapter, it focuses particularly on issues of power and leadership in the evolution and administration of these programmes. Five broad issues are examined in each case: socio-economic changes in rural areas, the administrative context in which rural development and political activities take place, the sociological context, the political control of rural development, and the use of different discourses of rurality in shaping the development process.

Available in PDF, EPUB and Kindle. Book excerpt: First Published in 1983. Social problems have assumed a growing importance in France, as in all developed countries, especially since the end of the last century. While traditional early nineteenth century liberalism denied the existence of social problems as such, believing the greatest possible economic freedom to be the sole solution to all evils, the emphasis is still placed more and more insistently on the need for a definite and concerted welfare effort, to increase the material well-being of individuals and families. Since the second edition of this book was published in 1962, legislation and welfare services, and social reality itself have changed as much through circumstances as through political and economic evolution. It follows that the present edition of this book is, in fact, an almost wholly new book. It attempts to present a comprehensive view of French social life, drawing attention especially to welfare services and legislation as they are at the beginning of 1979.

Clark PADC Environmental Impact Assessment and Planning Unit Project Director Events throughout the world substantiate the view that planning and decision-making systems need a better integration of environ mental, economic and social considerations. Many organizations are showing considerable interest in Environmental Impact Assessment (EIA) and its role in project planning and policy evaluation and as an aid to decision-making. Consequently, it was decided to hold a NATO Advanced Study Institute on EIA for the following reasons. First there is evidence of uncertainty, particularly amongst many scientists and decision-makers, as to the nature, scope and object ives of EIA. Secondly, there is much confusion over the objectives and utility of certain EIA methods. Third, there appears to be a gulf developing between decision-makers and what they require from EIA, and the ability of the scientist to provide information which is scientifically rigorous. Finally, there appears to be little concern as to the relationship between "impact prediction" and the actual consequences ofa development activity, suggesting that if EIA is not to become both politically and scientifically disreput able greater emphasis should be placed on prediction, monitoring and post-audit studies. As will be seen from the contents of this volume the ASI attempted to address all of the above topics and indeed many more. It was perhaps inevitable that the ASI raised more questions than were answered but this is indicative of the vigorous debate that is now taking place about the role and utility of EIA.

Book excerpt: This volume examines the discursive relations between indigenous, colonial and post-colonial legacies of place-naming in Africa in terms of the production of urban space and place. It is conducted by tracing and analysing place-naming processes, particularly in sub-Saharan Africa during colonial times (British, French, Belgian, Portuguese), with a considerable attention to both the pre-colonial and post-colonial situations. By combining in-depth area studies research – some of the contributions are of ethnographic quality – with colonial history, planning history and geography, the authors intend to show that culture matters in research on place names. This volume goes beyond the recent understanding obtained in critical studies of nomenclature, normally based on lists of official names, that place naming reflects the power of political regimes, nationalism, and ideology.
