Book excerpt: This book introduces community planning as practiced in the United States, focusing on the comprehensive plan. Sometimes known by other names—especially master plan or general plan—the type of plan described here is the predominant form of general governmental planning in the U.S. Although many government agencies make plans for their own programs or facilities, the comprehensive plan is the only planning document that considers multiple programs and that accounts for activities on all land located within the planning area, including both public and private property. Written by a former president of the American Planning Association, Community Planning is thorough, specific, and timely. It addresses such important contemporary issues as sustainability, walkable communities, the role of urban design in public safety, changes in housing needs for a changing population, and multi-modal transportation planning. Unlike competing books, it addresses all of these topics in the context of the local comprehensive plan. There is a broad audience for this book: planning students, practicing planners, and individual citizens who want to better understand local planning and land use controls. Boxes at the end of each chapter explain how professional planners and individual citizens, respectively, typically engage the issues addressed in the chapter. For all readers, Community Planning provides a pragmatic view of the comprehensive plan, clearly explained by a respected authority.

Book excerpt: "For so long we were floundering and taking ad hoc measures, but the minute I understood what a downtown plan really was I said 'We need one of those!' As it turned out, it was the most fantastic vehicle I've ever seen," said Susan Moffat-Thomas of New Bern, North Carolina. Her hometown got a much-needed shot in the arm from a good downtown plan. Does yours need a similar boost? The Author, an experienced downtown-planning consultant, offers practical tips for preserving a sense of place, improving fiscal efficiency, and enhancing quality of life in Downtown Planning for Smaller and Midsized Communities. Planners and revitalization officials will learn how to address physical components of the downtown, as well as economic development. The Author, an experienced downtown-planning consultant, also explains how to develop an organization to implement a downtown plan; how federal, state, and local policies may influence the planning process; and how to fund a downtown revitalization effort.

Available in PDF, EPUB and Kindle. Book excerpt: We tend to associate small town economic development with the decline of the rural United States--empty houses, shuttered shops and rusting factories. A common diagnosis of sluggish small town recovery is their lack of lifestyle amenities that attract new residents and businesses. Yet many small towns have shown progress and potential in recent years. This collection of recent articles by experts presents stories of small-town America's struggle and describes innovations and practices behind successful revivals.

Book excerpt: This easy-to-use guide shows citizens, students, and government officials how to approach planning in a small town. Rather than restating the principles of urban planning, the authors offer insightful, practical advice specifically aimed at towns with limited resources and fewer than 10,000 residents. The second edition covers the planning process from the assessment of community needs to the creation of zoning ordinances and capital improvement programs. It features expanded sections on plan implementation and economic development and includes a glossary of planning terms, an updated bibliography, and many more tables and graphs than the first edition.

Book excerpt: Community Character provides a design-oriented system for planning and zoning communities but accounts for how people who participate in a community live, work, and shop there. The relationships that Lane Kendig defines here reflect the complexity of the interaction of the built environment with its social and economic uses, taking into account the diverse desires of municipalities and citizens. Among the many classifications for a community’s “character” are its relationship to other communities, its size and the resulting social and economic characteristics. According to Kendig, most comprehensive plans and zoning regulations are based entirely on density and land use, neither of which effectively or consistently measures character or quality of development. As Kendig shows, there is a wide range of measures that define character and these vary with the type of character a community desires to create. Taking a much more comprehensive view, this book offers “community character” as a real-world framework for planning for communities of all kinds and sizes. A companion book, A Practical Guide to Planning with Community Character, provides a detailed explanation of applying community character in a comprehensive plan, with chapters on designing urban, sub-urban, and rural character types, using character in comprehensive plans, and strategies for addressing characteristic challenges of planning and zoning in the 21st century.

Available in PDF, EPUB and Kindle. Book excerpt: The Tennessee Valley Authority (TVA) is a world-renowned model for regional planning and development. Based along the Tennessee River and its series of hydro-electric power stations, dams and reservoirs, the TVA development program envisioned a broad regional planning program. The program focused on development opportunities and problems around the array of TVA dams and their reservoirs. It also created new 'model' towns and pioneered land-use planning bringing together federal, state, and local agencies, farmers, foresters and industrial firms to further the economic, social, and physical conditions of what had been one of the most seriously lagging regions of the U.S. This book is based on the memoirs and experiences of Aelred J. Gray, former planner with the TVA, who saw the 'big picture' and introduced much of the pioneering work of the agency. Gray worked as a staff planner at the TVA for nearly 40 years including a decade as its chief planner, overseeing numerous changes and developments to the Authority's program. As well as building up the regional industrial development and the foundation of state parks, he also had a strong interest in the region's cities. In the 1950s he introduced TVA's landmark Flood Prevention Program, which became a national model. His review of how this innovative and influential regional development agency functioned and changed through the decades will be of value to all those interested in planning practice, planning history, and regional politics.
