It presents new evidence on the limited coverage of existing programs and emphasizes the challenges caused by high informality for achieving universal social protection for old age income, health, unemployment risks and anti-poverty safety nets. It identifies interaction effects between SP programs and the behavioral responses of workers, firms and social protection providers, which can further undermine efforts to expand coverage, summarizing evidence from recent work across the region. The book argues for a re-design of financing to eliminate cross subsidies between members of contributory programs and subsidies that effectively tax income from formal employment. It advocates well-targeted, tax-funded, tapered subsidies to provide incentives to the savings efforts of low-income workers, coupled with an effective safety net for the extreme poor who have no capacity to contribute to financing their own social protection arrangements. It also argues for the consolidation of programs and harmonization of benefits packages across different insurers. The book develops an overall conceptual framework and presents in-depth analysis of the main SP sectors of pensions, health, unemployment insurance and labor market programs, and safety net transfers.

Safety nets redistribute income, thereby immediately reducing poverty and inequality; they enable households to invest in the human capital of their children and in the livelihoods of their earners; they help households manage risk, both ex ante and ex post; and they allow governments to implement macroeconomic or sectoral reforms that support efficiency and growth. To be effective, safety nets must not only be well intended, but also well designed and well implemented. A good safety net system and its programs are tailored to country circumstances, adequate in their coverage and generosity, equitable, cost-effective, incentive compatible, and sustainable. Good safety nets are also dynamic and change over time as the economy changes or as management problems are solved and new standards are set. Drawing on a wealth of research, policy, and operational documents from both academia and the World Bank s work in over 100 countries, For Protection and Promotion provides pragmatic and informed guidance on how to design and implement safety nets, including useful information on how to define eligibility and select beneficiaries, set and pay benefits, and monitor and evaluate programs and systems. The book synthesizes the literature to date and enriches it with new examples on various program options cash transfers (conditional and unconditional), in-kind transfers, price subsidies, fee waivers, and public works. It concludes with a comprehensive diagnostic for fitting safety net systems and programs to specific circumstances.

Book excerpt: Bolivia's challenges with regard to policy are multiple, deep and multifaceted, and as such they require integral proposals. The book tries to cover these challenges in their different dimensions and presents options to grow more and better - creating jobs, with benefits for all, and without corruption and with civic participation. The design and implementation of all these options, simultaneously or in the short- and medium-term, is not feasible; and from here blooms options.

Book excerpt: Paraguay has faced multiple shocks in the past five years as the COVID-19 pandemic was bookended by severe droughts that affected two key sectors, electricity production and agricultural production. The economy has demonstrated remarkable resilience during this period, supported by policy measures commensurate with the magnitude of the challenge, like the USD 2 billion fiscal response to the pandemic. These shocks have also exposed key underlying vulnerabilities in the country’s economy and development model, including reliance on agricultural exports, informality, limited revenue-raising capacity, and exposure to the consequences of climate change. The response and stimulus recognised these issues and found new ways to address or circumvent them, albeit in many cases not efficiently or permanently. This report draws lessons from policy measures implemented during the pandemic and recovery phase and applies them to current strategic challenges. In doing so, it highlights policy priorities to make Paraguay’s development path more inclusive, stronger and more resilient.

Book excerpt: In the four years since the first edition was published, Mexico's political system—exceptional among Latin American nations—has been severely tested. The administration has been struggling to cope with the effects of a depressed market for oil, the demands of an increasingly vocal opposition, and the foreign policy challenges posed by violence in Central America. In this timely second edition of a work that has received favorable attention in the United States and in Mexico, the authors extend their analysis of Mexico's current and future prospects to cover the dramatic developments of the past few years. Throughout, the authors have updated their discussion to assess the social and political impact of the latest elections, the recent earthquakes, and the continuing cycle of economic crisis, recovery, and renewed crisis. They also pay special attention to Mexico's initiatives for peace in Central America and to recent shifts in Mexican-U.S. relations. Appropriate for courses in Mexican studies, Latin American politics, and Third World development, this text also will be of value to anyone interested in Mexico's political and economic affairs.

Available in PDF, EPUB and Kindle. Book excerpt: The Mexican economy, like many other economies in the Third World, has grown as the result of a flourishing oil industry. One major problem which faces economic development planners in such economies is how to ensure that development in the oil sector leads on to more general development in the rest of the economy. Often, oil led development may induce agricultural stagnation, increasing food imports, inflation and income concentration. Planning the Mexican Economy (originally published in 1984), based on original research, looks at how this problem has been and might be faced in the Mexican economy. It uses econometric modelling to chart the relationship between different sectors of the economy and to show how change in one factor—such as income redistribution—affects other factors. It puts forward and compares different comprehensive development strategies and makes recommendations about the most effective approaches and policies.

Available in PDF, EPUB and Kindle. Book excerpt: A region known for its volatility, Latin America and the Caribbean (LAC) has suffered severe economic and social setbacks from crises—including the COVID-19 pandemic. These crises have taken their toll on careers, wage growth, and productivity. Employment in Crisis: The Path to Better Jobs in a Post-COVID-19 Latin America provides new evidence on the effects of crises on the region’s workers and firms and suggests several policy responses that can bolster long-term and inclusive economic growth. This report has three key findings. First, crises lead to persistent employment losses and accelerate structural changes away from the formal sector. This change occurs more through reductions in the creation of formal jobs than through job destruction. Second, some workers recover from crises, while others are permanently scarred by them. Low-skilled workers can suffer up to a decade of lower earnings caused by crises, while high-skilled workers rebound fast, exacerbating the LAC region’s high level of inequality. Formal workers suffer smaller employment and wage losses in localities with higher rates of informality. And the reduced job flows caused by crises decrease welfare, but workers in localities with more job opportunities, whether formal or informal, bounce back better. Third, crises’ cleansing effects can increase efficiency and productivity, but these effects are dampened by the LAC region’s less competitive market structure. Rather than becoming more agile and productive during economic downturns, protected sectors and firms gain market share and crowd out others, trapping valuable resources. This report proposes a three-pronged mix of policies to improve the LAC region’s responses to crises: • Create a more stable macroeconomic environment to smooth the impacts of crises, including automatic stabilizers such as unemployment insurance and short-term compensation programs; • Increase the capacity of social protection and labor programs to respond to crises and coalesce these programs into systems that complement income support with reemployment assistance and reskilling opportunities; and • Tackle structural issues, including the lack of product market competition and the spatial dimension behind poor labor market adjustment—a “good jobs and good firms†? agenda.
