Book excerpt: This book assesses the impact of decentralization on Mexico’s intergovernmental relations and examines the constraints upon the devolution of political power from the center to the lower levels of government. It also discusses the distribution of power and authority to governments of opposition parties within the context of a more open political space. Victoria Rodríguez uncovers a new paradox in the Mexican political system: retaining power by giving it away. She argues that since the de la Madrid presidency (1982–1988), the Mexican government has embarked upon a major effort of political and administrative decentralization as a means to increase its hold on power. That effort continued under Salinas, but paradoxically led to further centralization. However, since Zedillo assumed the presidency, it has become increasingly clear that the survival of the ruling party and, indeed, the viability of his own government require a genuine, de facto reduction of centralism.

The terms are often used interchangeably, but we believe that in fact, both in scholarly works and in popular usage, very different connotations are conveyed by these concepts. Frontiers evoke a strong positive image, of sparsely settled territories, offering challenges, adventure, unspoiled natural land scapes, and a different, and for many an attractive life style. Frontiers are lands of opportunity. Peripheries conjure up negative images, of inaccessibility, inadequate services and political and economic marginality. They are places to escape from, rather than frontiers, which is were people escape to. Peripheries are places of and for losers.

This book, based on extensive research in low-income districts of Lima, provides a sophisticated analysis of the relationship between a resurgent civil society and democratization. Exploring the complex interactions among urban popular movements, local government, political parties, and nongovernmental organizations (NGOs), Schönwälder shows that the democratic potential of these movements is genuine but that their influence has been limited. His balanced assessment credits their achievements while illuminating the sources of their failures, mainly a variety of institutional barriers and a persistent threat of manipulation and co-optation by stronger actors, especially political parties. His analysis helps us understand better why the left has so often failed to convert its considerable support at the grassroots into political successes at higher levels.
