The prevalence and centrality of private violence in the past and present warns against such complacency. An increasing academic interest in 'non-state' or private violence in International Relations has been mirrored in the world of policy as terrorists, insurgents, private military companies, and more recently pirates, have all become the focus of international security. Despite the increasing interest, the historical analysis of such actors has not been at a premium. This volume seeks to rectify this gap. Setting private violence in an historical context the contributors consider the development of private violence in time, as well as offering a comparative analysis of its unfolding across different geographical planes. The nine chapters that form the volume critically explore the lives of pirates, privateers, mercenaries, warlords, bandits and smugglers - groups of men (and occasionally women) that have sustained themselves and their kin principally through recourse to violence, but generally from outside or on the margins of public, state authority. It is particularly focused on the United States’ use of the drones, and the systemic dysfunctions that globalization has caused to international political economy and national security, creating backlash in which the desirability of globalization is not only increasingly questioned, but the resultant dissension about its desirability appears increasingly militating against the international consensus needed to fight the war on terror. To underline the controversial nature of the war on terror and the pragmatic weapon (armed drones) fashioned for its prosecution, some of the elements of this controversy have been interrogated in this book. They include, amongst others, the doubt over whether the war should have been declared in the first place because terrorist attacks hardly meet the United Nations’ casus belli – an armed attack. There are critics, as highlighted in this book, who believe that the war on terror is not an armed conflict properly so called, and, thus, remains only a law enforcement issue. The United States and all the states taking part in the war on terror are obligated to observe International Humanitarian Law (IHL). It is within this context of IHL that this book appraises the drone as a weapon of engagement, discussing such issues as personality and signature strikes as well as the implications of the deployment of spies as drone strikers rather than the Defence Department, the members of the U.S armed forces. Book excerpt: This book examines the question of how to deter a non-state terrorist actor. Can terrorism be deterred? This book argues that current research is unable to find strong cases of deterrence success, because it uses a flawed research design which does not capture the longitudinal dynamics of the process. So far, the focus of inquiry has been on the tactical elements of a state’s counterterrorism strategy, instead of the non-state actor’s grand strategies. By studying the campaigns of Hezbollah, the Palestinians, the Irish Republican Army, Chechens, the Kurdistan Workers' Party, and Al-Qaeda/Taliban and ISIS over time, we can see that deterrence strategies that target the cost-benefit calculus of terrorist organizations lead to wars of attrition – which is the non-state organization’s strategy for victory. To escape the attrition trap, the state must undermine the attrition strategy of terrorist organizations by using offensive campaigns that become critical educational moments. The case studies presented here uncover an evolutionary process of learning, leading to strategic deterrence successes. Some terrorist organizations abandoned the use of force altogether, while others abandoned their aspirational goals or resorted to lower levels of violence. These findings should enable policymakers to transition from the failed policy that sought to defeat the Taliban and al-Qaeda in the unending war in Afghanistan to a policy that successfully applies deterrence. This book will be of much interest to students of deterrence theory, terrorism studies, war and conflict studies, and security studies.

Book excerpt: Originally published in 1824, this firsthand account describes how, in June 1822, young English seaman Aaron Smith was taken captive by Cuban pirates when his ship was boarded en route from Jamaica to England. A skilled navigator, fluent in Spanish, and regarded as what was then acceptable as a ship’s surgeon, he was an attractive candidate for conscription. Forced to work as a navigator and participate in pirate boarding parties for ten months, he suffered mightily and witnessed unspeakable acts of murder and torture. He struggled between resisting the orders of the cruel pirate captain and acting against his conscience to preserve his own life from the wrath of the pirates. After failed attempts to get away, he managed to narrowly escape with his life, but was arrested as a pirate upon arrival in Havana. Smith was jailed in Cuba and then sent back to England in chains, where he found himself on trial for his life at the Old Bailey courthouse. The attorney general himself led the prosecution, with the captains of the ships boarded by Smith and the pirates as the principal witnesses.

Book excerpt: The 1990s heralded waves of spectacular forms of local resistance and globalized protest against oil exploitation and environmental pollution in oil-producing regions of the developing world. One of the most spectacular local uprisings against global oil multinationals was led by the Ogoni people who were protesting against the exploitation and marginalization of oil-producing ethnic minority communities in the Niger Delta region of Nigeria. However, the hanging on November 10, 1995 of nine Ogoni ethnic minority and environmental justice activists, including Ken Saro-Wiwa, only served to exacerbate protests in later years. Within a decade, dozens of locally rooted insurgent groups emerged in the Niger Delta and construed themselves as part of the social movement for ethnic minority rights and environmental justice which dates back to colonial times. However, the trajectory of the revolutionary momentum has changed over time, reflecting a mix of progressive, opportunistic and retrogressive trends. This book provides a critical study of the trajectory of struggles in the Niger Delta since 1995, paying attention to continuities and changes, including recent developments linked to the shift from local resistance, to the rupturing of the Presidential Amnesty peace deal (largely to the Movement for the Emancipation of the Niger Delta) and the resurgence low-intensity sporadic armed militancy—led by the Niger Delta Avengers militia among others. The contributors critically interrogate the nature of the region’s political economy, socio-economic trends and trajectories over the past two decades.
