This book originates from the NATO Advanced Research Workshop (ARW) Counter-Terrorism Lessons from Maritime Piracy and Narcotics Interdiction, held in Copenhagen, Denmark, in May 2019. Participants in the three-day workshop included policymakers, senior military officers, and academics from NATO member states, international organizations, and two partner nations: Colombia and Israel. Their extensive discussions focused on methods for protecting critical maritime infrastructure, such as ports, supplies, and personnel, from seaborne terrorist attacks. Presentations and roundtables also addressed the human and social factors that contribute to the defense against terrorism in the maritime domain. The book is divided into three sections: organized crime and narcotrafficking; maritime piracy; and terrorism, and aims to bridge the gaps between these three substantive areas of maritime security research. These have remained largely separate areas of research in the past, with the result that valuable maritime security lessons from counter-piracy and counter-narcotics operations have not been fully incorporated into counter-terrorism best practice. The book facilitates the transmission of lessons learned from counter-piracy and counter-narcotic operations to formulate recommendations for best practice and technological innovations to manage maritime terrorism, and will be of interest to all those working in the field.

Book excerpt: In the time of the 'Great Powers', Stratford Canning served as British ambassador to the Ottoman Empire during several long missions throughout the first half of the nineteenth century. Drafted into diplomacy by his older cousin and mentor, the statesman George Canning, Stratford arrived in the Ottoman capital at the age of 22 in January 1809, at the height of the Napoleonic Wars. He concluded his final mission there in October 1858, more than two years after the end of the Crimean War. His name became synonymous across Europe with the so-called Eastern Question, the imperial contest between the Powers for leverage in the Levant. Canning was a prominent figure in major diplomatic episoes of the period, including the crucial peace-treaty reached by the Ottomans and Russians in late May 1812, only weeks before Napoleon's invasion of Russia; the war of Greek independence in the 1820s and the negotiation of an independent Greek state in 1832; and the preliminaries of the Crimean War in 1853. He witnessed and documented dramatic moments of Ottoman politics, such as the Vaka-i Hayriye or 'Auspicious Event'- the elimination of the ancient elite palace guards, the Janissaries, by Sultan Mahmud II in June 1826. For decades Canning supported the Ottoman reform movement, and he played a role in developments preceding Sultan Abdulmecit's abolition of capital punishment for apostasy from Islam in March 1844. In The Voice of England in the East, Steven Richmond reconstructs the imperial objectives and diplomatic pratices of the period; and depicts the characters, customs and scenes of Konstantniyye, Ottoman Constantinople. Blamed by the Whig opposition for many of the disasters of the American War, he was additionally loaded by 19th-century Whig historians with the false image of a corrupt libertine. It was the publication of these volumes of his correspondence and papers (then in the family home, now in the National Maritime Museum), covering the years 1771 to 1782, which restored his reputation as a conscientious and imaginative naval administrator and reformer, especially of the dockyards and of the timber question. Without entirely rescuing his status as a strategist, they showed very clearly the weaknesses at the heart of the North administration which damaged its handling of the war, and undermined Sandwich’s efforts. A fifth volume intended to cover his handling of naval patronage was overtaken by the war. This volume is from 1781 to 1782. The planned fifth volume was never completed.
