Book excerpt: Touts is a historical account of the troubled formation of a colonial labor market in the Gulf of Guinea and a major contribution to the historiography of indentured labor, which has relatively few reference points in Africa. The setting is West Africa’s largest island, Fernando Po or Bioko in today’s Equatorial Guinea, 100 kilometers off the coast of Nigeria. The Spanish ruled this often-ignored island from the mid-nineteenth century until 1968. A booming plantation economy led to the arrival of several hundred thousand West African, principally Nigerian, contract workers on steamships and canoes. In Touts, Enrique Martino traces the confusing transition from slavery to other labor regimes, paying particular attention to the labor brokers and their financial, logistical, and clandestine techniques for bringing workers to the island. Martino combines multi-sited archival research with the concept of touts as "lumpen-brokers" to offer a detailed study of how commercial labor relations could develop, shift and collapse through the recruiters’ own techniques, such as large wage advances and elaborate deceptions. The result is a pathbreaking reconnection of labor mobility, contract law, informal credit structures and exchange practices in African history.

Book excerpt: This book offers a comprehensive political biography of Kingsley Ozuomba Mbadiwe, (1915-1990), a central figure in Nigerian political history for more than forty years. Starting in 1936 as a protégé of Nnamdi Azikiwe, then Nigeria's most renowned nationalist, Mbadiwe himself by the 1950s became a frontline nationalist. And next to Tafawa Balewa from the North who became Prime Minster in 1957, he was the most important figure in the Nigerian Federal Government between 1952 and Nigeria's first military coup in 1966. During this time he held a succession of important Cabinet positions and was Parliamentary Leader of the National Council of Nigeria and the Cameroons (NCNC), which was in a ruling alliance with the Northern People's Congress (NPC). In contrast, his older prominent political contemporaries, Azikiwe of the Eastern Region, Igbo Leader of the NCNC; Obafemi Awolowo of the Western Region, Yoruba Leader of the Action Group (AG); and Ahmadu Bello of the Northern Region, Fulani Leader of the NPC, all carved out their political careers totally or largely at the regional level. Throughout his political career Mbadiwe's focus was always at the national level. Truly, it has been stated that Mbadiwe was one of the founding fathers of the Nigerian State. Nonetheless, Mbadiwe's ambition for himself to lead Nigeria and for his nation to set it on the path to greatness faced insuperable difficulties. In a country of widespread poverty, high illiteracy, and a grossly underdeveloped private sector, there were fierce ethnic and regional conflicts for the control of governments and resources, leading to massive corruption and serious instability. This in turn led to prolonged military rule twenty years in Mbadiwe's lifetime which was often more corrupt and repressive than civilian rule, and was bitterly deprecated by Mbadiwe.

In pre-colonial times, the Tiv, needing additional farm lands, began displacing their southern neighbours and settling on their farms. In retaliation, teams of Ogirinya headhunters targeted lone Tiv women and farmers. The Tiv's answer to this loss of life was to adopt Ogirinya themselves, and clandestine mutual headhunting then became a standing blood feud that escaped the notice of the colonial administration for years. During an official inquiry into the causes of the 1985 Tsar-Obudu War, both parties confessed that Ogirinya was the main cause of their inter-ethnic wars. Once the leaders of the neighbouring local government areas agreed to ban Ogirinya and to set up a joint monitoring committee, peace returned to the borderlands. In addition to the conflicts, Ayangaor also covers the intermarriages, friendships, pacts, and palm wine drinking orgies of these interdependent peoples. At a time many businesses knew nothing of tactical suppleness, Sir Odumegwu originated an indigenous and unique divestment strategy from an increasingly difficult and competitive transportation business into a most successful investment company which excelled in stocks and shares of Nigeria's blue-chip companies and first-class real estate. The doyen of accountancy in Nigeria, Mr. Akintola Williams, effusively affirmed Nigeria's business community and colonial and postcolonial governments, and banks held Sir Odumegwu in the greatest esteem as a founding member and an original subscriber to Nigeria's first stock market, the Lagos Stock Exchange, Sir Odumegwu was the first Nigerian president of the Nigerian Stock Exchange (1963---1966). As Nigeria approached independence from Great Britain, Sir Odumegwu turned his back on unpatriotic politics, rejected his party's proposals to install him Nigeria's Federal Minister of Finance because he did not trust their motives for genuine economic development. Instead he sacrificially refocused on his economic development mission for his people and country and achieved what is to date an unequalled command of the heights of Nigeria's business, commerce, and industry up to his death in 1966. Sir Odumegwu died in September 1966 from heart failure attributable to catastrophic genocidal developments against peoples of Eastern Nigeria.

This book focuses on the modern cultures of Africa, from the consequences of the imposition of Western rule to the current struggles to define national identities in the context of neo-liberal economic policies and globalization.The book argues that it is against the backdrop of foreign influences that Africa has defined for itself notions of identity and development. African cultures have been evolving in response to change, and in other ways solidly rooted in a shared past. The book successfully deconstructs the last one hundred and fifty years of cultures that have been disrupted, replaced, and resurrected. The Power of African Cultures challenges many preconceived notions, such as male dominance and female submission, the supposed unity of ethnic groups, and contemporary Western stereotypes of Africans. It also shows the dynamism of African cultures to adapt to foreign imposition: even as colonial rule forced the adoption of foreign institutions and cultures, African cultures appropriated these elements. Traditions were reworked, symbols redefined, and the past situated in contemporary problems in order to accommodate the modern era. Toyin Falola is a Fellow of the Nigerian Academy of Letters and Fellow of the Historical Society of Nigeria. He is the recipient of the 2006 Cheikh Anta Diop Award for Exemplary Scholarship in AfricanStudies, and the 2008 Quintessence Award by the Africa Writers Endowment. He holds an honorary doctorate from Monmouth University and he is University Distinguished Teaching Professor at the University of Texas at Austin where heis also the Jacob and Frances Sanger Mossiker Chair in the Humanities. His books include Nationalism and African Intellectuals and Violence in Nigeria, both from the University of Rochester Press.
