Aboriginal people continue to have a strong connection to water. Their beliefs require the traditional owners to regularly perform rituals and to conduct law business at water sources located in their country. Access to water sources is important not only to exercise custodial responsibilities but also for gathering bush-tucker. Water sources of various types also act as boundaries to the countries of different language or tribal groups. Since European settlement in the Pilbara region, Aboriginal people have increasingly experienced problems using water sources in culturally traditional and appropriate ways. The Department of Water is committed to working with Aboriginal people in its planning and management activities. The department recognises that Native Title provides an important framework for water management. Native Title is the recognition in Australian law that some Aboriginal people continue to hold Native Title rights to lands and water arising from their traditional laws and customs. Given the centrality of minerals and metals to our way of living, Building Resilience: A Green Growth Framework for Mobilizing Mining Investment investigates the extent to which the mining industry can contribute to green growth. Despite what ought to be a tight nexus of public and private interest in targeted green sector investment, this report finds that there is a misalignment between mining companies’ investment in climate-sensitive production processes, and policy makers’ efforts to develop a cohesive green economy framework for industry to navigate. The private and public sectors regard the climate agenda and the development of local economic opportunity as separate matters. Neither industry nor government have yet to effectively leverage their climate imperatives and mandates to seize green growth opportunities. The butterfly and diurnal moth assemblages of the area, and their intimate associations with vascular plants (and sometimes ants), exemplify these points. However, the opportunity to fill knowledge gaps is quickly closing: proposals for substantial development and exploitation of Australia’s north will inevitably repeat the ecological devastation that has occurred in temperate southern Australia—loss of species, loss of ecological communities, fragmentation of populations, disruption of healthy ecosystem function and so on—all of which will diminish the value of the natural heritage of the region before it is fully understood and appreciated. Written by several experts in the field, the main purpose of this atlas is to compile a comprehensive inventory of the butterflies and diurnal moths of northern Australia to form the scientific baseline against which the extent and direction of change can be assessed in the future.
