US EPA is in the process of creating the first national rule on coal ash management. However, due to the complexity of coal fly ash composition, the leaching characteristics of trace elements are not well understood. Meanwhile, driven by the tightening emission regulations, new types of coal fly ashes are continuously generated as a result of the technological evolution at coal energy industry. The changing landscape highlights the needs for a comprehensive database to assess the leaching characteristics of different types of coal fly ashes, evaluation of the emission control technology on the ashes produced in the power industry, a practical method to predict the leachability of trace contaminants, and effective methods to remediate inorganic contaminants in fly ash. This study investigated the leaching of a group of concerned inorganic contaminants from different types of fly ashes, and assessed the impact of trona inject for SO2 emission control at coal combustion plants on the fly ash produced. The results showed that trona injection greatly changed the fly ash physical and chemical composition, and significantly enhanced the leaching characteristics of oxyanionic trace elements, especially arsenic (As) and selenium (Se). A protocol was developed to quantify the availability and stability of As and Se in raw bituminous fly ash under various field conditions. The effectiveness of EDT A-washing in remediating fly ash was studied, and the results demonstrated promising application of EDT A in removing toxic trace elements, including As and Se, from low-Ca coal fly ashes"--Abstract, leaf iv.

Book excerpt: The disposal or use of coal fly ash in ponds, landfills or in construction of roads is a great concern, because of its leaching behavior. It has problem especially when elements from fly ash get leached and contaminate or degrade the quality of drinking water. The aim of this study is to investigate leaching behavior of metals from northeastern coal fly ash. Serial batch leaching test for elements namely Fe, Mn, Zn, Cu and Pb has been carried out with liquid to solid (L/S) ratio at 4 and 12. The pH of the leachate was weekly alkaline in nature, ranging from 7.39 to 7.90. Concentration of Fe and Mn in the leachate is higher than the maximum contaminant level of drinking water. However, concentration of elements in the leachate from the northeastern fly ash is less than that of the Gondwana fly ash. This is possibly due to the different physico-chemical properties of the fly ash.

Book excerpt: Coal fly ash is a by-product of coal combustion that has drawn renewed public scrutiny due to the negative environmental impacts from accidental release of this waste material from storage facilities. Historically, the leaching of toxic elements from coal fly ash into the environment has always been a major environmental concern. Despite extensive efforts into the characterization of coal fly ash, effective models for the fate and transport of toxic fly ash constituents have remained lacking, making it difficult to perform accurate environmental impact assessment for coal fly ash. To close this critical knowledge gap, the overall objective of this study was to develop a predictive model for the leaching of toxic elements from fly ash particles. First, physical properties of coal fly ash were characterized to evaluate their contribution to elemental transport. Unburned carbon was shown to contribute to the sorption of arsenic to fly ash, which slowed the release of arsenic from fly ash. In parallel, leaching properties of various elements were determined to differentiate species of varying leaching capacities, demonstrating that the majority of toxic elements were not mobile under environmentally relevant conditions. Subsequently, a mechanistic model for the dissolution of fly ash elements was developed and validated with batch kinetics studies. Furthermore, elemental dissolution was integrated with hydrodynamic modeling to describe the leaching of toxic elements from fly ash in dry disposal facilities, which was validated by column studies. The mechanistic model developed and validated in this research represents the first such model that successfully characterized the complex processes underlying the release and transport of toxic elements in coal fly ash, providing a valuable tool to predict the environment impact of coal fly ash and develop more effective management practices for both the industry and regulators.

In this chapter, the available fly ash treatment techniques to minimize future release of toxic trace elements (arsenic, boron, and selenium) have been documented, and the recent investigations dealing with leaching suppression effect of arsenic, boron, and selenium from coal fly ash have been reviewed. The leaching characteristics of arsenic, boron, and selenium are discussed, and a simple and low-cost leaching control method is presented in the context of treating the fly ash through chemical stabilization technique using additives containing high levels of calcium. Experimental results described in this chapter show the chemical stabilization technique utilizing Ca-containing additives is an effective technique for simultaneous suppressing of As, B, and Se leaching from coal fly ash.

Book excerpt: This paper presents the results of a study of the physical and environmental properties of pre- and post-processed fly ashes (termed Raw and Processed fly ashes, respectively). The ashes were collected from a coal-fired power plant in the northeastern U.S. which utilizes a carbon burn-out unit (CBO) to prepare the fly ash for concrete and other construction applications. Measured physical properties included carbon contents via loss-on-ignition (LOI), specific gravities, gradation analyses, and scanning electron microscopy (SEM). In addition, total and leachable concentrations of lead, selenium, and arsenic were determined. Leachable concentrations were determined for leaching solution pHs varying between 1.5 and 11.5. When compared to Processed fly ash, Raw fly ashes had an expectedly higher LOI (approximately 2% versus 6% carbon content, respectively) and lower specific gravity (2.37 versus 2.18, respectively). Although the total metal content of the fly ashes was similar, leachable metal concentrations were notably higher for the Processed fly ash over the full range of leaching solution pHs evaluated. The test results indicate that the CBO process, at times necessary to create usable fly ash, can result in fly ashes with notably altered physiochemical properties that lead to higher leachable contaminant concentrations.

In this test, leach conditions are used which aim at close approximation with field conditions. The standard test consists of three main parts: a column leaching test, a serial batch leaching test, and a test for the determination of maximum leachability. As a time scale the liquid/solid ratio (LS) is used, where LS is the ratio between the total quantity (L) of liquid used for leaching and the weight (kg) of the leached material. The relation between this relative time scale and the actual time scale depends on the time required for a given LS ratio to be reached in the actual situation.
