Book excerpt: This report outlines the knowledge of the phosphorus budget in Lake Erie and describes a long-term total phosphorus model that has been used to simulate the phosphorus dynamics in the lake. The model incorporates the input of phosphorus to the lake from the drainage basin, exchange of phosphorus at the sediment-water interface and export of phosphorus from the lake by river outflow. Using available data and assuming equilibrium, the model was calibrated and used to project future in-lake phosphorus concentrations for a recommended objective loading of 11,000 metric tons of total phosphorus. The findings indicate that management of nonpoint, as well as point sources, will be required to meet the loading objective. The model output also enables the projection that the trophic status of the central basin of Lake Erie will be significantly improved (mesotrophic) if the recommended objective loading is obtained. Book excerpt: Available phosphorus soil test levels in Ohio and Michigan agricultural soils have increased steadily since the 1960's. These increases are reported here, by county, for those counties in the Lake Erie Basin of these two states. An economic analysis of phosphate fertilizer use in Ohio Lake Erie Basin counties for corn, soybeans and wheat, shows that there is an overuse of phosphate on corn and insufficient P fertilization of soybeans. P fertilizer use on wheat is at the economic optimum. The dissolved and particulate phosphate load reductions which could be obtained by reducing available P in agricultural soils from their 1980 levels down to the sufficiency level for corn and soybeans were estimated for the Ohio and Michigan Lake Erie counties. Reductions were small compared to the reductions which could be achieved with conservation tillage, but could become more significant if available phosphorus level in Basin agricultural soils continue to rise. The costs and phosphorus reductions obtainable with a side range of agricultural management practices were compared. Conservation tillage offered the most cost-effective means of greatly reducing the agricultural diffuse phosphorus load to Lake Erie. (Author).

This research aims to inform the development of alternative phosphorus management approaches that contribute to reducing phosphorus loss into Lake Erie from agricultural sources, particularly cash crop and vegetable farms. The research employs a mixed-methods approach: a Policy Delphi to identify supported phosphorus management approaches followed by one-on-one interviews with farmers to determine place-based implementation considerations of the identified options and to provide their own suggestions. The Policy Delphi generated 88 ideas for agricultural phosphorus management. 37 of these received ratings of High Consensus, Weakly Support-Strongly Support and/or Strongly Support in the Policy Delphi. This thesis offers an overview of desirability and feasibility considerations of these policy options, as well as an improved understanding of farmer preferences and challenges and the interplay between agri-environmental policy development, implementation and communication.

In addition, nutrient loadings by tributaries are a major source of phosphorus to the lake; of this load, the diffuse load, and especially the agricultural diffuse load is a major component of the total P input to Lake Erie. The particulate P load carried by a stream has several sources: native soil P, P from fertilizer, manure, and waste, P from crop residues and detritus. The bulk of sediment-P, however, is native soil P except where additions of manure have been heavy over many years. In light of these issues, a study was initiated to investigate levels of available-P in agricultural soils in the Lake Erie drainage basin. This report is concerned with two major objectives: (1) To survey actual field levels of available P in a county in Ohio and compare these with published soil test summary data for the same area; and (2) to determine if similar data were available in other Lake Erie Basin states and to determine if soil test methods and recommendations varied significantly from state to state. Book excerpt: The deteriorated condition of the Lake Erie water resource, which had been well publicized during the 1960's contributed to the decline in the fishing industry and prohibited the full recreational use of the lake. Lake Erie, like many similar lakes exposed to cultural changes in the drainage basins, was undergoing accelerated eutrophication. A eutrophic lake is characterized by high algal production, turbidity, and at times, low oxygen content. These conditions combine to cause unpleasant tastes and odors, nuisance weeds on surface waters and on beaches, and a general degradation of the lake's ecosystem which leads to less desirable fish species in the lake. This study has established some of the important cause and effect relationships that have contributed to this accelerated eutrophication. The major pollutant responsible for the eutrophication, or advanced aging of the lake, is the nutrient, phosphorus. A specific plan has been developed which will lead to significant improvement in the quality of Lake Erie water and bring about a restoration of this vital fresh water resource. This management plan addresses the cause and effect relationships between land use in drainage basin and the level of phosphorus concentrations in the lake. The implication of the findings is that land management will be equally important as municipal and industrial wastewater renovation in the development of an overall plan for the reduction of phosphorus loadings to Lake Erie. One of the mechanisms for reducing soil erosion and ultimately phosphorus loadings in Lake Erie is the adoption of reduced tillage technologies on selected soils series. The general purpose of this analysis is to rank geographic areas in the Lake Erie basin with respect to the apparent economic incentive for the adoption of reduced tillage technologies. At this point in time, the analysis investigates only 'apparent' economic incentives. Reduced tillage technologies are used on a widespread basis; thus, analysis of the results of using these technologies are projections based on research results rather than actual farm experience.
