Book excerpt: A phase I cultural resources survey was undertaken of the area within the Virgin Islands Water and Power Authority's complex at Estate Richmond, S. Croix, which will be leased to CEC Energy Co., for a proposed diesel generation facility. Despite subsurface testing no prehistoric remains were found within the area surveyed. The earliest documented structure in the vicinity is the extant warehouse nearby connected with the 1878 central sugar factory. However, destroyed foundations were found i one test pit which may date to 1775-1810, or possibly somewhat later. No further archaeological work is recommended inside this are. Although it is beyond the scope of this survey, it is recommended that the extant warehouse nearby connoted with the 1878 central sugar factory, which is owned by the Virgin Islands Water and Power Authority, be nominated to the NAtional Register of Historical Places.

It is recommended that these resources be preserved. No other cultural resources were located. No further archaeological work is recommended in view of nature and the location of planned development.

A small prehistoric site was reported in this area twenty-three years ago. The proximity of the historical estate complex raised the possibility of historical resources. It was discovered, however, that recent bulldozing and perhaps weather action removed virtually all the cultural resources which may once have obtained. Only nine presumably prehistoric pieces of earthenware, about an inch across each, were found on the surface. No historic evidence was found on the surface, whether artifactual or structural, an neither prehistoric nor historic stratified remains were found as a result of a test pitting program. It is recommended that no further archaeological work be done.

This included a 100% surface reconnaissance, and selected stratigraphic tests. The survey failed to locate significant cultural resources. The only signs of humans, other than modern garbage and a few scattered historical pottery fragments, were some conch shells with apical perforation which were found behind the mangrove forest and which are the waste deposits of modern fishermen. No further archaeological work is recommended.

A very thorough surface and subsurface study revealed that there are no undisturbed cultural resources in the 14 lots. The proximity of prehistoric site SC-53 probably accounts for the isolated find of a fine stone axe. Estate La Grande Princesse and its French predecessors, of which the study area was undoubtedly part, had their estate complexes relatively far away, so that no historical remains were found, whether on the surface or under it. No further archaeological work is recommended.

It was found that disturbance in the vicinity of the two buildings is such that further archaeological work will be very unrewarding.

Both the prehistory and the history of Inner Brass Island were very imperfectly understood. New evidence was gathered for a prehistoric and historic site on the Island, but both these sites were outside of the property in question. Inside the 23-acre property, three small and eroded earthenware pottery fragment of uncertain origin were found near Tyre Bay. While this find does not justify a Phase IB cultural resources survey, it is suggested that it bespeaks enough sensitivity to warrant archaeological monitoring of any earth change in the immediate vicinity. No more archaeological work is recommended in the mentioned 23-acre property.

No prehistoric or historic remains were found either in the literature or in the field, except for elaborate stone-lined agricultural terraces such as are typical of the mountainous countryside of northwestern St. Thomas. Both early plantations and French farmers have used similar terraces for their crops, so that given the lack of artifacts for dating purposes, it is impossible to establish with certainty whether these terraces were used by early planters, by French immigrants, by both of these, or even by a third party group. No more archaeological work is recommended.
