Available in PDF, EPUB and Kindle. Book excerpt: Human and Ecological Risk Assessment: Theory and Practice assembles the expertise of more than fifty authorities from fifteen different fields, forming a comprehensive reference and textbook on risk assessment. Containing two dozen case studies of environmental or human health risk assessments, the text not only presents the theoretical underpinnings of the discipline, but also serves as a complete handbook and "how-to" guide for individuals conducting or interpreting risk assessments. In addition, more than 4,000 published papers and books in the field are cited. Editor Dennis Paustenbach has assembled chapters that present the most current methods for conducting hazard identification, dose-response and exposure assessment, and risk characterization components for risk assessments of any chemical hazard to humans or wildlife (fish, birds, and terrestrials). Topics addressed include hazards posed by: Air emissions Radiological hazards Contaminated soil and foods Agricultural hazards Occupational hazards Consumer products and water Hazardous waste sites Contaminated air and water The bringing together of so many of the world's authorities on these topics, plus the comprehensive nature of the text, promises to make Human and Ecological Risk Assessment the text against which others will be measured in the coming years.

Book excerpt: A riveting courtroom drama about the victims of one of the largest environmental disasters in U.S. history—and the country lawyer determined to challenge the notion that, in America, justice can be bought For more than fifty years, a power plant in the small town of Kingston, Tennessee, burned fourteen thousand tons of coal a day, gradually creating a mountain of ashen waste sixty feet high and covering eighty-four acres, contained only by an earthen embankment. In 2008, just before Christmas, that embankment broke, unleashing a lethal wave of coal sludge that covered three hundred acres, damaged nearly thirty homes, and precipitating a cleanup effort that would cost more than a billion dollars—and the lives of more than fifty cleanup workers who inhaled the toxins it released. Jim Scott, a local personal-injury lawyer, agreed to represent the workers after they began to fall ill. That meant doing legal battle against the Tennessee Valley Authority, a colossal, federally owned power company that had once been a famous cornerstone of President Franklin D. Roosevelt’s New Deal. Scott and his hastily assembled team gathered extensive evidence of malfeasance: threats against workers; retaliatory firings; disregarded safety precautions; and test results, either hidden or altered, that would have revealed harmful concentrations of arsenic, lead, and radioactive materials at the cleanup site. At every stage, Scott—outmanned and nearly broke—had to overcome legal hurdles constructed by TVA and the firm it hired to help execute the cleanup. He grew especially close to one of the victims, whose swift decline only intensified his hunger for justice. As the incriminating evidence mounted, the workers seemed to have everything on their side, including the truth—and yet, was it all enough to prevail? The lawsuit that Scott pursued on the workers’ behalf was about their illnesses, no doubt. But it was also about whether blue-collar employees could beat the C-suite; if self-described “hillbilly lawyers” could beat elite corporate defense attorneys; and whether strong evidence could beat fat pocketbooks. With suspense and rich detail, Jared Sullivan’s thrilling account lays bare the casual brutality of the American justice system, and calls into question whether—and how—the federal government has failed its people.

Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.
