Book excerpt: This report describes a project which assessed the California General Plan process as a tool for implementing sustainable development, with focus on transportation systems at the local level, and including the relationship of local transportation systems to regional and statewide systems. The project involved a literature review on the California General Plan process, the nature of sustainabilty and sustainable transportation, and criteria and evaluation methods for plans. Detailed analyses were conducted of policies from 26 General Plans against criteria designed to measure transportation sustainabilty and plan quality. In-depth case studies of the General Plan process were conducted in seven California communities. Results from informant interviews were also included.

Book excerpt: Housing policy not only aff ects all Americans' quality of life, but has a direct impact on their fi nancial well being. About 70 percent of American households own their own homes, and for most, their homes represent the majority of their net worth. Renters are aff ected by housing policy. Even the small minority of Americans who are homeless are aff ected by housing policies specifi cally targeted to low-income individuals. The government's increasing involvement in housing markets, fed by popular demand that government "do something" to address real problems of mortgage defaults and loans, provides good reason to take a new look at the public sector in housing markets. Crises in prime mortgage lending may lower the cost of housing, but the poor and homeless cannot benefi t because of increases in unemployment. Even the private market is heavily regulated. Government policies dictate whether people can build new housing on their land, what type of housing they can build, the terms allowed in rental contracts, and much more. This volume considers the eff ects of government housing policies and what can be done to make them work better. It shows that many problems are the result of government rules and regulations. Even in a time of foreclosures, the market can still do a crucial a job of allocating resources, just as it does in other markets. Consequently, the appropriate policy response may well be to signifi cantly reduce, not increase, government presence in housing markets. Housing America is a courageous and comprehensive eff ort to examine housing policies in the United States and to show how such policies aff ect the housing market.

Available in PDF, EPUB and Kindle. Book excerpt: The recent recession is one result of how local planning laws and practices have stifled competition, discouraged innovation, and artificially pushed up prices in America's most economically vibrant regions. Economist and consultant Claude Gruen unravels the story behind how these unintended consequences have resulted from the evolution of local zoning, growth controls, and laws intended to increase housing affordability. New Urban Development traces how locally induced housing cost increases led federal policy-makers to toss out the safeguards against lending excesses that had been put in place during the 1930s. But the story begins much earlier, during the colonial era, continuing up through the mortgage collapse that ushered in the recession of 2008. In his sweeping history of these issues, Gruen considers gentrification, environmentalism, sprawl, anti-sprawl movements, and more. His clarification of how urban development change occurs backs up his recommendations for increasing the production of housing and replacing obsolete commercial and industrial spaces with development that serves the twenty-first-century economy. New Urban Development specifies thirteen changes to policies at the federal, state, and local levels to provide better and less expensive urban housing, desirable neighborhoods, and thriving workplaces across the country.

Available in PDF, EPUB and Kindle. Book excerpt: The materials in American Land Planning Law are derived from decades of experience in teaching planning law at six planning schools and three law schools. Among the hypotheses included here, two are clearly vindicated in the reading. The first involves basic tenets in the approach referred to as "legal realism"—that courts play a major role in policy formation. A second hypothesis is implicit in the basic organizational principle of these materials, that planning problems arise from land use conflicts, and further, that courts have adopted distinctive policies on these conflicts. Norman Williams' organizational format is unique. The notes provided after each case have been omitted, due to a repetition that would result from what has already been said in the text. Instead, a list of questions is provided for the student to ponder, plus occasionally a necessary background, in order to focus attention on the essential turning point in each case. Williams also provides a complete list of cross-references to all standard treatises in the field, for those who wish to explore commentators' thoughts on the subject. The scope of these materials provides an exploration of the substantive problems involved in land use law, and the legal techniques which have been evolved to deal with them. The definition of this field of law as embodied in these materials focuses on urban and suburban planning problems. A quite artificial distinction between land use law and environmental law has been observed. This is an essential text containing important land use cases and should be read by all legal analysts, urban theorists and planners, and public policymakers.

Book excerpt: Extensively revised and updated, Planning in the USA, fifth edition, continues to provide a comprehensive introduction to the policies, theory, and practice of planning. Outlining land use, urban planning, and environmental protection policies, this fully illustrated book explains the nature of the planning process and the way in which policy issues are identified, defined, and approached. The new edition incorporates new planning legislation and regulations at the state and federal layers of government and examples of local ordinances in a variety of planning areas. New material includes discussions of • education and equity in planning; • the City Beautiful Movement; • Daniel Burnham’s plan for Chicago; • segregation; • Knick v. Township of Scott; • reforming single-family zoning and regulatory challenges in zoning and land use; • Daniel Parolek’s ‘Missing Middle Housing’; • climate change, mitigation, adaptation, and resiliency; • the drinking water crisis in Flint, Michigan; • sharing programs for cars, bicycles, and scooters; • hybrid electric and autonomous vehicles; • Vision Zero; • COVID-19 relief for housing; • Innovation Districts, Promise Zones, and Opportunity Zones; • the sharing, gig, and creative economies; • scenic views and vistas, monuments, statues, and remembering the past; and • healthy cities, Health Impact Assessment, and active living. This detailed account of urbanization in the United States reveals the problematic nature and limitations of the planning process, the fallibility of experts, and the difficulties facing policy-makers in their search for solutions. Planning in the USA, fifth edition, is an essential book for students of urban planning, urban politics, environmental geography, and environment politics. It will be a valuable resource for planners and all who are concerned with the nature of contemporary urban and environmental problems.
