Book excerpt: As a judicial concept dating back to the 17th century, the term ex(tra)territoriality has long excited the interest of scholars and writers who have, since the 20th century, not hesitated to appropriate the notion, widening and transforming it in the process. This transfer to the field of humanities has opened a new space of reflection, a space for imagination, through the means of a creative re-reading, among others, which has given rise to new but related concepts such as “deterritorialization”. To take into account the growing importance of this extraterritoriality paradigm reassessing the idea of territory in literature, culture and languages, this book offers an interdisciplinary and plurilingual journey through four centuries, four continents and a dozen languages, from literature to new media, encompassing philosophy, history, linguistics, the press, the cinema... Notion juridique remontant au XVIIe siècle, le terme d’ex(tra)territorialité suscite depuis longtemps l’intérêt des sciences humaines et de la littérature qui, depuis le XXe siècle, n’ont pas hésité à se l’approprier pour l’élargir et le transformer. Ce transfert du qualificatif ex(tra)territorial vers les humanités a ouvert un autre espace de réflexion, un espace d’imagination, grâce notamment à une relecture créatrice, ce qui a pu donner lieu à de nouveaux concepts apparentés comme celui de « déterritorialisation ». The diversity of mobility situations studied in this book highlights the contribution of the reality of mobility in the daily construction of urban, regional, and global spaces, as well as in the redefinition of socio-spatial concepts. By using an interdisciplinary relational approach, the book revisits certain concepts such as exclusion, heritage, or distance, in order to understand spatialities beyond the oppositions of fixity/mobility, private/public, or here/elsewhere. The book sheds light on the capacities for resistance of mobile persons in Singapore, Dakar, Bangkok, Amman, Paris, New York, or Mexico by studying the power relationships that are established in situations of mobility. By deciphering the values that characterize regimes of (im)mobility, the contributors stress the normative injunctions of public policies and social practices. The originality of the work lies in capturing the deployment of alternative spatialities and underlining how they are reshaped between sedentary and mobility regimes. It highlights the importance of fully associating mobility with its characteristics of ephemerality and fluidity, in our theorizations and understandings of spatialities. By taking a post-structuralist posture, the book makes it possible to establish a logic of ‘and’ to design a ‘between’ of things, and to reverse ontology. This allows the temporary and the connected to be rehabilitated, beyond distance, in our practical knowledge of spatialities and territorialities. As such, the volume will be of interest to scholars of geography, sociology, anthropology, and urban studies with interests in mobility, migration and relational thought.

Focusing on circulations, the book proposes an innovative approach to the transfer of cultural policies, considering them in terms of co-production and synchrony. This argument is developed through an examination of circulations at the international, national, and local levels; employing original empirical data and case study analyses. Divided into three parts the book first examines the Kemalist legacy, before turning to the cultural policies developed under the AKP’s leadership, and concludes by investigating the production of cultural policies in the outlying regions of Turkey. The authors shed new light on the particular importance of culture to the understanding of the societal upheavals in contemporary Turkey. By considering exchanges as circulations rather than one-way impositions, this book also advances our understanding of how territories are (re)defined by culture and makes a significant contribution to the interrogation of the concept of “Westernization”. This book brings into clear focus the reconfigurations currently taking place in Turkish cultural policy, demonstrating that while they are driven by the ruling party, they are also the work of civil society actors.
