In Europe, attention is focused on Great Britain, France, the Federal Republic of Germany, Belgium, The Netherlands, Portugal and Spain. As a distinctive feature of this report, four schools of strategic thought have been developed for each of the European countries under study. Based upon a comprehensive assessment of the defense views held by strategic theoreticians, prominent government policymakers, political party leaders, and others active in the defense debates of Western Europe, these schools of thought provide a unique tool for identifying and evaluating key issues and spokesmen in the West European security debate of the 1980s. The overall objective of this study is to identify and assess the continuities and discontinuities of security perspectives among West European countries (especially concerning NATO's nuclear weapons options) and, on the basis of this analysis, to examine the prospects for maintaining, or strengthening, the consensus upon which European security is based. In its assessment of Chinese security perspectives, this report focuses on the evaluation of the PRC's strategic approach to international affairs and on the effects of recent personnel and organizational changes in the Chinese hierarchy on the PRC's foreign and defense policies.

Analysts and practitioners have clearly recognized this interrelationship since the mercantilist arguments of the 16th and 17th centuries. Despite wishful economic liberal thinking that might prefer to separate the political from the economic, it is widely recognized that trade and security are fundamentally interconnected in the foreign policy of states. Over time, as new forms of trade policy have come into being and the international security environment has evolved, the nexus of these two spheres has grown more complex and scholars have struggled to understand their interconnection This edited volume addresses linkages between trade and security by examining the influence of security factors in driving trade policy measures and the corresponding implications of different types of trade arrangements for international security. Ultimately, the project shows that several elements—traditional economic factors, traditional security factors, and human security factors—can affect the development of trade agreements and unilateral policies, and that trade policies may have both a direct and an indirect effect on traditional and human security. The project focuses on Asia, a region where economics is increasingly important but many security issues still linger unresolved, as a primary setting to test trade linkage theories. It also provides a comparative perspective through examination of how the EU and US have used their trade policies to achieve non-economic goals and how these policies have influenced their security environment. Case studies in this project cover key trade institutions and agreements including the World Trade Organization, the Association of Southeast Asian Nations, ASEAN Plus Three, the East Asia Summit, the Asia-Pacific Economic Cooperation forum, the Shanghai Cooperation Organization, and bilateral preferential trade agreements.

In maritime patterns this change in US interests is described by the term „Pacific century”, which is said to be going to replace the Atlantic one. With the fall of the Soviet Union, US strategy towards the Asia-Pacific has been undergoing a significant transition. As Warren Christopher, Secretary of State under the first Clinton presidency, said in Hanoi in 1995: „In the old days we wanted to make Asia safe for democracy, these days we want to make it safe for American exports.”. This quote fits perfectly in the 1990ies neoliberal zeitgeist of the successful presidential campaign „The economy, stupid” of Bill Clinton, who wanted to reinvent US predominance based on an economist point of view, rather than continuing with expensive military power politics. But it would fall too short if one wants to understand the post-Cold War US’ engagement in the Asia-Pacific only by explaining the economic and trade policies of the United States. Both security and economy are at the core of US foreign policy strategy, since these two objectives being more and more intertwined in terms of globalization, digitization and other megatrends. Classical and “old-fashioned” hard power approaches are therefore questioned, as they sometimes fail to explain the rise of messy multilateralism and a total heterogeneous security landscape in this region of interest. But to what extent the US strategy in the Asia-Pacific really is a sign of a more cooperative approach based on Neoliberal-Institutionalist3 thought rather than referring to Neorealist hard power politics? And which role the US seeks to have in this complex setting?
