Book excerpt: Preservative-treated wood is an economical, durable, and aesthetically pleasing building material; therefore, it is a natural choice for construction projects in our National Forests, National Parks, and other public lands. However, we need to ensure that the chemicals used in treated wood do not pose a threat to people or the environment. The purpose of this report is to provide a summary of the pertinent literature on leaching of wood preservative components and their mobility in the environment. The waterborne wood preservatives chromated copper arsenate (CCA), ammoniacal copper zinc arsenate (ACZA), ammoniacal copper quat (ACQ), copper dimethyldithiocarbamate (CDDC), and ammoniacal copper citrate (CC) resist leaching during service because of complex chemical reactions that take place within the treated wood. The effectiveness of these reactions in preventing leaching is dependent on treating factors, such as preservative formulation, preservative retention, and processing techniques, as well as post-treatment conditioning factors, such as temperature, humidity, and air flow. Copper naphthenate, an oilborne wood preservative, resists leaching because it is relatively insoluble in water. Little information is available on the inservice leaching rates of any of these wood preservatives, although CCA has been studied more extensively than the other preservatives. Past studies report widely varying leaching rates, but generally agree that the most rapid leaching occurs within the first months of service and is greatest in products with high retention levels and high proportions of exposed surface area, especially end-grain. Leaching is also increased by exposing the wood to high water flow, low pH, and water-soluble organic acids. Movement of leached chromium and copper appears quite limited in soil, because the metals are tightly bound to organic soil constituents. Arsenic is slightly more mobile in soil, but binds to iron, aluminum, and manganese. Generally, the preservative components are least mobile in organic soils, slightly more mobile in clay soils, and most mobile in sandy soils. In aquatic applications, the leached preservative components form complexes with the organic sediment fines, and accordingly are either deposited or moved downstream with the sediments. Additional research is needed to characterize typical in-service leaching rates of these preservatives and to determine how processing parameters affect long-term leaching rates. Book excerpt: Timber bridges provide an economical alternative to concrete and steel structures, particularly in rural areas with light to moderate vehicle traffic. Wooden components of these bridges are treated with chromated copper arsenate type C (CCA), pentachlorophenol, or creosote to prolong the life of the structure from a few years to many decades. This results in reduced transportation infrastructure costs and increased public safety. However, the preservative used to treat the wooden components in timber bridges is lost to the environment in small amounts over time. This report describes the concentration of wood preservatives lost to adjacent environments and the biological response to these preservatives as environmental contaminants. Six bridges from various states were examined for risk assessment: two creosote treated bridges, two pentachlorophenol-treated bridges, and two CCA-treated bridges. In all cases, the largest bridges located in biologically active environments associated with slow-flowing water were selected to represent worst-case analyses. Sediment and water column concentrations of preservative were analyzed upstream from, under, and downstream from each bridge. The observed levels of contaminant were compared with available regulatory standards or benchmarks and with the quantitative description of the aquatic invertebrate community sampled from vegetation and sediments. Pentachlorophenol- and creosote-derived polycyclic aromatic hydrocarbons (PAHs) were not observed in the water near any of the selected bridges. However, low levels of PAHs were observed in the sediments under and immediately downstream from these bridges. Pentachlorophenol concentrations did not approach toxicological benchmarks. Sediment concentrations of naphthalene, acenaphthylene, and phenanthrene exceeded the probable effect level. Metal levels at the bridges treated with CCA were less than predicted effect levels, in spite of questionable construction practices. Adverse biological effects were not observed in the aquatic invertebrate community or laboratory bioassays conducted on water and sediments sampled at each of the bridges. Results of this study reveal the need to follow the construction information found in Best Management Practices for the Use of Treated Wood In Aquatic Environments published by Western Wood Preservers Institute. Regulatory benchmarks used in risk assessments of this type need to be indexed to local environmental conditions. The robust invertebrate communities associated with slow-moving streams over soft bottoms were not susceptible to the concentrations of PAHs that would be expected to affect more sensitive taxa, which typically are located in faster moving water over hard bottoms. Contaminants released from timber bridges into these faster systems (where more sensitive taxa are located) are significantly diluted and not found at biologically significant levels.

Book excerpt: The Department of Toxic Substances Control (DTSC) of the State of California Environmental Protection Agency is in the process of complying with the Regulatory Structure Update. The Regulatory Structure Update is a comprehensive review and refocusing of California's system for identifying and regulating management of hazardous wastes. As part of this effort, the DTSC proposes to change its current waste classification system that categorizes wastes as hazardous or nonhazardous based on their toxicity. Under the proposed system there would be two risk-based thresholds rather than the single toxicity threshold currently used to distinguish between the wastes. Wastes that contain specific chemicals at concentrations that exceed the upper threshold will be designated as hazardous; those below the lower threshold will be nonhazardous; and those with chemical concentrations between the two thresholds will be "special" wastes and subject to variances for management and disposal. The proposed DTSC system combines toxicity information with short or long-term exposure information to determine the risks associated with the chemicals. Under section 57004 of the California Health and Safety Code, the scientific basis of the proposed waste classification system is subject to external scientific peer review by the National Academy of Sciences, the University of California, or other similar institution of higher learning or group of scientists. This report addresses that regulatory requirement.
